ANOVA를 통한 차이검정 결과 숙박 및 음식점업 집단 보다 서비스업 집단에 대한 자금지원, 컨설팅지원, 심리적특성, 비재무적성과에서 요인의 차이가 있는 것으로 나타났다. 연구 결과, 소상공인 지원사업은 직접적인 효과뿐만 아니라 간접효과와 매개효과를 통해 고용창출에 유의미한 정(+)의 영향을 미친다는 것을 실증적으로 확인하였다. 따라서 고용창출에 성과를 거두기 위해서는 관련 예산의 확대, 자생력 제고와 역량강화를 위한 제도개선 활동, 지원기관 간 수평적 연계협력체계 구축, 그리고 재도전(재창업) 소상공인에 대한 재정지원 확대가 필요하다고 판단된다. 본 연구의 한계점 및 향후 연구방향으로는 사업실패 등으로 인한 고용의 감소분을 감안한 순 고용창출효과에 대한 후속연구와, 전남이라는 지역적 한계에서 벗어나 전국 단위의 연구를 수행한다면 더욱 의미 있는 연구가 될 것으로 판단된다.

Although small businesses entrepreneurs have a small business size, they take up a large portion of the economy, when considering the number of businesses and workers, and since they are creating and retaining new employment and forming the basis of the local economy, each country in the world are focusing on policy interest. Korea has also operated various systems including the enactment of relevant laws to provide policy support to small business owners, which have increased rapidly since the financial crisis. However, the five-year survival rate for small businesses stands at only 28.5%, and the economic trend has not exceeded 100 since 2014. In particular, Jeonnam has a 5-year survival rate of 27.2%, which is lower than the national average, and youth unemployment rate records 14.1%. The study intends to analyze whether various support projects implemented in Jeonnam area to support small business owners are having a positive impact on job creation. Most of the preceding research on job creation is conducted on small and medium-sized enterprises, while empirical research on small business owners is very insignificant. Therefore, this study demonstrated and analyzed how funding, education, consulting, and mentoring support projects among small business support projects in Jeonnam area affect job creation, and how they can be effected if management characteristics and management performance are mediated. Through this, this study intends to suggest a policy direction in which small business can grow and develop successfully. The study used self-entry type questionnaire and the survey was conducted for three months from February to May 2019. After distributing 525 questionnaires using the quota sample method, remaining 500 questionnaires were used for this study, except 25 questionnaires with errors and unfaithful responses. As a result of empirical analysis, first, funding did not have a direct impact on job creation, but it affected job creation via management capacity and financial performance. Second, education support also did not directly affect the job creation, but it was found to affect by mediating the psychological characteristics, competency characteristics and financial performance. Third, the consulting support directly affected job creation but did not create an indirect effect, but it was found to affect job creation by mediating psychological characteristics, competency characteristics, financial performance, and non-financial performance. Fourth, mentoring support did not have a direct effect on job creation, but it was found to have a mediating effect through indirect effects, psychological characteristics, competency characteristics, financial performance, and non-financial performance. Fifth, as a result of the difference test through the independent sample t-test, it was found to have no difference depending on the background characteristics of small business owners such as gender, age, career, and the presence of employees, except that there was a difference in financial performance between simplified taxpayer and general taxpayers. As a result of the difference test through ANOVA, there were differences of elements in funding, consulting support, psychological characteristics, and non-financial performance of the service industry group rather than the accommodation and restaurant industry groups. The results of the study confirmed empirically that small business support projects have a meaningful positive(+) effect through not only direct effect but also indirect and mediating effect. Therefore, it is deemed necessary to expand the related budget, improve the system for self-survival and capacity strengthening, establish a horizontal cooperative system between support authorities, and expand financial support for small business owners for re-challenge(re-start up). To supplement the limit and future research direction, if the follow-up study on the net employment creation effect, which takes into account the decrease in employment due to the failure of the project, and the nationwide study are conducted, it is believed to be meaningful.
