This study was conducted to identify the causes of ESS (Energy Storage System) fire accidents that occurred frequently in a recent period and to find a method for safe operation of ESS. In order to identify the origin of fires associated with ESS, various data, such as existing research data and ESS related regulations were reviewed. Moreover, on-site examinations of 20 operation site including fire accident site was conducted. In addition, interviews with ESS experts, including battery manufacturers, power converter manufacturers, and power management device manufacturers, were conducted to identify the weaknesses of ESS using lithium-ion batteries and cause of their thermal runaway.
Analysis of 26 ESS incidents that occurred in the last 25 months revealed that 11 out of the 26 accidents were related to overcurrent and electrical reasons. This study focused on the 23rd accident site, where operation data were perfectly preserved despite the fire accident. Here, the ESS system was electrically grounded without a ground fault detection device. According to the weather data measured near the accident site, the relative humidity increased by more than 20 % two hours before the accident. Moreover, the log data collected from the accident site revealed that the discharge current suddenly changed to the charging current two hours and 42 minutes before the accident. Additionally, the communication between BMS and PCS was out of order 8 minutes and 27 seconds before the accident. Examination of the site's ESS fire residues confirmed that the batteries were burned out, while the distribution and PCS were only partially burned. Therefore, the fire might have spread from the DC (Batteries) to the AC stage (PCS and grid) To verify the result of on-site examination, theoretical analysis was conducted using the PSIM simulation program. Simulation results showed that over-current flows to the ground without any damage to the batteries when a ground fault occurs in the AC stage. On the other hand, if a ground fault occurs in the battery string, DC stage, overcurrent occurs through the diode and the battery has a high chance to be overcharged even though the IGBT of the PCS was off. The simulation result indicates that the fire accident originated from the ground fault in batteries. Hence, solving the DC grounding problem is required in order to prevent ESS fire accidents. In addition, the ESS design standards, construction standards, and operation management standards that consider DC fault problems should be proposed.
