Therefore, the social construction of electronic surveillance in China is different among each monitoring entity (state, corporation, unspecific individual). The first reason why Privacy Paradox phenomenon occurred is that individuals differently comprehend the function of electronic surveillance based on the social construction of electronic surveillance. Moreover, the second reason why Privacy Paradoxes phenomenon occurred is that individuals have different confidences in monitoring entities. Furthermore, the last reason is that individuals have differently perceived usefulness of electronic surveillance between monitoring entities. In particular, the fact that individuals do not have the personal privacy in front of countries, the national belief, and the collectivist’s tendency causes the differently personal comprehensions of subjective risks, which finally resulted in privacy paradoxes. In terms of selective probabilities, the occurrence of privacy paradoxes is because individuals are forced to provide personal information by the operation of electronic surveillance due to the pattern of designed behaviors.
