This study is one of the social efforts and measures to ensure the right of self-determination of people with the developmental disabilities. As for the public guardianship, this study examined the decision-making of people with developmental disabilities who use public guardianship policies in the personal welfare and what is the contents of the process. In particular, this study is intended to reveal the decision support and proxy caused by issues of the decision-making process, focusing on self-determination. Five main participants and seven auxiliary participants are formed for this study. They collected data by reviewing, observing and interviewing documents. Results were presented by in-case and between-case analyses, using a qualitative case method of Creswell. The results are as follows. The in-case analysis includes similarities and differences in the cases. The common thing is that the developmental disabilities share their identity and all the contents with their public guardians. Accordingly, the guardians provided various decision support by taking into account the circumstances, needs and characteristics of the disabled. Besides, a variety of background factors were involved in making decisions by people with developmental disabilities by using public guardianship. The uniqueness that each case are different was the communication ways of the developmental disabilities and guardians. It was also distinguished according to the characteristics of the guardians. Depending on the job and career of the guardians, there was a phenomenon that the methods and contents of the application were different. The difference in each case is due to issues of support and agency caused in the decision-making process for the developmental disabilities. While several cases were that decision-making is central and other cases were to be decision-making support and a mixture of both. In the case-to-case analysis, the topics of the case were found. The topics on decision making for the developmental disabilities, derived through categorization, were presented in four common themes, nine subtopics and 30 semantic units. First, the common themes are the developmental disabilities, the public guardians and mix of us. Factors such as the background and nature of life, values pursued by the guardians and various emotions intertwined in the relationship between a person with a developmental disability and the guardian were mixed in the decision making by developmental disabilities. Public guardianship are an institution that supports decision-making centered on the self-determination of people with developmental disabilities. However, it showed institutional and practical confusion due to a lack of understanding. There are institutional implications derived from these findings. First, the adoption of a decision support system is required. In the process of public guardianship, the guardians are excluded or dismissed from the decision making by the disabled. A transformation of the system is necessary to support decision-making for people with developmental disabilities. Second, the public guardianship should clarify the legal boundaries clearly and establish the role identity of their guardians in the personal welfare. The guardians are provided with a lot of support for the life of the disabled as well as the court. Therefore, it is necessary to establish more specific and clear settings for the scope of the personal welfare. Besides, the roles of guardians should also be established and the purpose of the system in supporting decision-making for the developmental disabilities should be kept. Third, it is necessary to improve the system by forming support groups or network to support the decision-making of people with developmental disabilities. In the patronage system, a relationship was established in which the disabled were subjugated by the appointment of one or two guardians and certain persons in a close relationship. This is a hindrance of making self-directed decisions as developmental disabilities rely heavily on and adapt to their guardians and to make self-directed decisions. This is a factor that prevents people with developmental disabilities from making subjective decisions by making excessive reliance and compliance with their guardians. It also acts as a background situation in which the guardian can represent decisions made by people with the disabled. Therefore, ways should be taken to help people with developmental disabilities make their own decisions by establishing a comprehensive support group or network for supporting decision making. There are implications derived from practical views.
