Due to statics done by the Statistics Korea, aging situation of advanced countries shows that the advanced western countries took 40 to 115 years behind its transition from an aging society to aged society. However, Korea and Japan has reached an aged society only by 24 years and 18 years, which is shorter than that of the West, due to the rapid industrialization following the West. The rise in senile diseases due to the rapid aging of the population and related care issues have led to a rise in demand for medical services for the elderly people. As the service demand grows, demand for long term care facility providing such service also getting grown. As of January 2019, 1,570 nursing hospitals were reported nationwide, according to the Health Insurance Review and Assessment Service. The number of nursing hospitals started service since the 2000 is 1,496 and the number of nursing hospitals that went out of business stood at 1,524. The number shows that 1,500 facilities have been opened and also closed since the 2000. As the location of the nursing hospital has a great impact on VImanagement of the one, it is necessary to supply the hospital in an appropriate position for continued management. The purpose of this study is to analyze factors that affect the location of nursing hospitals among long term care facilities for elderly people and to comprehensively investigate and analyze supply and demand aspects, also local factors that affect the location. In this study, factors that affect the location of nursing hospitals are considered organically by linking them to each other in terms of supply and demand, local factors. To set the groups for the study in terms of time, group is set to nursing hospitals that is currently on service since the 2000, when the policy for protecting the aged was started. Accordingly, the entire number of 1,570 nursing hospitals were investigated. In terms of space, 16 metropolitan cities and provinces are analyzed by their associations with the local economy over time. First, 199 nursing hospitals in Gyeonggi Province which were evaluated by the Health Insurance Review & Assessment Service, were studied. Then 188 hospitals, excluding 11 that did not cooperate in the operation rate survey during the evaluation, were selected as the group of the analysis. Based on this, the study was carried out to following steps. As a first step, panel regression analysis is done by panel data, which is made by setting the 16 cities and provinces among all as panel object and the accumulated number of beds by city and province as dependent variable. Second step, 199 nursing hospitals in Gyeonggi Province which evaluated by the Health Insurance Review & Assessment Service were surveyed first. Then 188 hospitals, excluding 11 that did not cooperated for operation rate survey, were selected as the group for the analysis. Independent variables were derived based on prior studies and surveys and then, multiple regression analysis were done. VIIThird step, multiple regression analysis is done by getting average of 39 cities, contries, districts by variable, evaluating the affect of local factors of these administrative districts to nursing hospitals. By the analysis done in final step, the conclusion of this study can be made as follows. First, it was found that a large number of nursing hospitals, equivalent to the number of new hospitals, were closed down. To be specific, more hospitals were closed than those that were opened. Among metropolitan and provincial cities and provinces, four regions in Gyeonggi, Busan, South Gyeongsang and Seoul were among the top groups in terms of the number of nursing hospitals that opened and closed. Gyeonggi Province was top in the list of cumulative number of beds, followed by Busan, South Gyeongsang Province, North Gyeongsang Province and Seoul, and the number for every 10,000 people, Gwangju was the most, followed by Busan, Ulsan, Daejeon, North Jeolla Province and South Gyeongsang Province. North Chungcheong Province, Jeju Island, Gangwon Province, and Seoul were found to be at the bottom of the list of hospital beds per 10,000 people, and regional factors by metropolitan and provincial governments show a high correlation between their regional gross domestic product and income levels. From this point of view, it is easy to predict that the supply of nursing hospitals should have been high in the metropolitan area, where income levels and population concentration are high. Second, in terms of the supply of real estate, variables such as official land value, land area, total floor area, parking count, which is deeply related to individuality of real estate were the factors affecting the position of each nursing hospitals. As nursing hospitals are also real estate, it is confirmed that it affected by official land value, total floor area, inclose road, transportation environment. Local factors of VIIIsuch administrative districts, average number of a general condition beds, average distance to Capital city, average number of lanes on road, average distance to subway stations, average land area, average official land value, and the average distance to general hospital were statically significant factors affect nursing hospitals. Third, the policy proposals for providing equal health care for all region through analysis of individual impact factors and regional factors are as follows: 1) Sustainable management induced through the flexible application of the medical care benefit system. A large number of hospitals, corresponding with the number of new hospitals, are out of business. Fierce competition can be one of the reason of such closure, but it has been investigated and reported that financial difficulties are the major factor. In the United States, to promote health and efficiency of medical finance, patients who have a hip joint fracture or stroke, which need long term physical therapy are weighted heavier, and patients have dementia which need focus primarily on nursing are weighted less when providing medical care benefits. To induce sustainable management of hospitals, such policies needs to be analyzed, reviewed and applied closely to medical care benefit system of our nation, which is now only being provided en bloc by patient's grade. 2) Assertive consideration of supplying plans for nursing hospitals to underprivileged areas. Gangwon Province, which is mainly mountain areas, and North Chungcheong Province, and Jeju Province, which lack of accessibility, are having shortage of nursing hospitals. In order to provide such medical service to every region, the government should consider supplying nursing hospitals to underprivileged areas by carrying out differential payment of medical care benefits due to assessment grade of each hospital, tax breaks for IXnursing hospital, simplification of facilities cost support systems and low facility loans. 3) It was analyzed that many nursing hospitals, which are essential for the aged society, should be located in more convenient places of transportation, but those with higher land price are relatively short of hospital supply. The government should promote the supply of nursing hospitals in areas where land prices are high but having convenience of transportation through policy support that provides incentives for floor space rates when executing urban readjustment projects and housing site development. This could establish a virtuous cycle of social model, promoting urban renewal by creating jobs for hospital staff and the linked industries, eliminating population hollowing out and improving medical welfare by expanding hospital supply. 4) It is necessary to establish a system to research plans which reduce hospital maintenance costs and improve the quality of medical services through organic cooperation between the government and hospitals, as the way the other advanced, aged countries.

Then 188 hospitals, excluding 11 that did not cooperate in the operation rate survey during the evaluation, were selected as the group of the analysis. Based on this, the study was carried out to following steps. Gyeonggi Province was top in the list of cumulative number of beds, followed by Busan, South Gyeongsang Province, North Gyeongsang Province and Seoul, and the number for every 10,000 people, Gwangju was the most, followed by Busan, Ulsan, Daejeon, North Jeolla Province and South Gyeongsang Province. North Chungcheong Province, Jeju Island, Gangwon Province, and Seoul were found to be at the bottom of the list of hospital beds per 10,000 people, and regional factors by metropolitan and provincial governments show a high correlation between their regional gross domestic product and income levels. From this point of view, it is easy to predict that the supply of nursing hospitals should have been high in the metropolitan area, where income levels and population concentration are high. Gangwon Province, which is mainly mountain areas, and North Chungcheong Province, and Jeju Province, which lack of accessibility, are having shortage of nursing hospitals. In order to provide such medical service to every region, the government should consider supplying nursing hospitals to underprivileged areas by carrying out differential payment of medical care benefits due to assessment grade of each hospital, tax breaks for IXnursing hospital, simplification of facilities cost support systems and low facility loans. 3) It was analyzed that many nursing hospitals, which are essential for the aged society, should be located in more convenient places of transportation, but those with higher land price are relatively short of hospital supply. The government should promote the supply of nursing hospitals in areas where land prices are high but having convenience of transportation through policy support that provides incentives for floor space rates when executing urban readjustment projects and housing site development. This could establish a virtuous cycle of social model, promoting urban renewal by creating jobs for hospital staff and the linked industries, eliminating population hollowing out and improving medical welfare by expanding hospital supply. 4) It is necessary to establish a system to research plans which reduce hospital maintenance costs and improve the quality of medical services through organic cooperation between the government and hospitals, as the way the other advanced, aged countries.
