The purpose of this study is to show the meaning given to the duties and roles, difficulties and limitations and experiences of the lead teachers of curriculum & instruction. This study will help the lead teachers to perform their roles as the middle-level manager of a school organization, and to suggest implications for democratic change in school organization. For this purpose, the study sets the following research questions: First, what are the duties and roles of the lead teachers of curriculum & instruction at elementary school? Second, what are the difficulties, limitations and dilemmas experienced by the lead teachers of curriculum & instruction at elementary school? Third, what significance do teachers attach to their experiences of being the lead teachers of curriculum & instruction at elementary school? For this study, seven lead teachers of curriculum & instruction at elementary school in Seoul were selected and qualitative research was conducted through in-depth interview. The major findings are as follows: First, the lead teachers’ main duties could be classified into those related to the organization and operation of school curricula, those related to the promotion of teachers' expertise, various evaluation-related tasks, and other duties. Among them, organizing and operating the school curriculum was a major task of a lead teacher. The role of the lead teacher appeared as an expert in administrative work, a central channel of communication, a head of the senior teachers, a key aide of the school decision-making group, a facilitator and a leader teacher. The work and role of the lead teacher were closely linked. Various roles were also forced to be played together due to the performance of the school curriculum. It was also linked to the importance of the position of lead teachers. Second, the difficulties, limitations, and dilemmas of the lead teachers were analyzed. The difficulties and limitations of administrative work include the heavy workload, busy teaching, the burden of organizing and operating the curriculum, limited attention to students, and difficulty as supporters of administrative work. The difficulties that arise from relationships are as follows: difficulties and limitations of facing the expectations of the school members as the lead teacher, difficulties as a middle-manager position between the principal and the teachers, the stress of being an arbitrator through communication, the relative deprivation and stress felt by fellow teachers, the inconvenience and the stress of being in the co-workplace of the teachers’ office, and the stress of forming an out-of-school relationship. The lead teachers experienced self-sacrifice and loss as an individual. It was negatively affecting the entire teaching life, not only inside but outside the school. They were experiencing the lack of healthy work-life balance, the loss of individuals due to physical and mental exhaustion, and feeling of alienation and loneliness despite of being at the center of many relationships. The lead teachers were also experiencing several dilemmas. They experienced a dilemma between teaching and administrative work, which grew to identity confusion of being a teacher and an administrator. They also experienced a dilemma of being a middle manager between teachers and a principal of the school. Third, as lead teachers of curriculum & instruction, the meaning given to various experiences was analyzed. The lead teachers recognized the experience of being in that position as an opportunity that can help the individual's future career, grow his or her insight into education, reflect on his or her capability, and develop his or her teaching expertise. Furthermore, feeling of satisfaction as the core member of the school, the ‘meaning’ of life as an applicant and facilitator of educational activities, the value of being a leader who leads the change of the school, were attained in the process of finding one's own value as lead teachers at school. In addition, the results of the study confirmed the path of ‘meaning’. These meanings were created in the process of trying to overcome difficulties, limitations, and dilemmas as a research director. Conversely, the meanings already made were used to overcome difficulties and limitations. The discussion is focused on differences from existing studies in terms of the relationship between the duties and the role, the enhancement of school democracy, and the formation and development of teacher identity. The lead teachers will play a role with a great emphasis on communication functions due to the relationship between curriculum-related tasks and roles. In addition, the possibility of enhancing school democracy depends on how the lead teachers played a role in enhancing school democracy. Finally, in terms of teacher identity, lead teachers formed and developed their identity as a teacher after the confusion of identity. The reason arises from the identity difference between teachers and administrative experts. And the education authorities should try to substantially reflect teachers' opinions in their policies Fifth, it is necessary to transit to a circular appointment system based on internal consensus of teachers.
