The purpose of this study is to present a plan for improvement of the personnel management system in order to achieve the establishment the basic goal in the personnel management policy of public institutions in Korea. In order to enhance the management performance of the Korean public institutions, this study reviewed the cases of the advanced European countries and presented the improvement plan of the personnel system. The appointment system of executives at public institutions and the problems were reviewed, and the performance evaluation or wage system status was critically reviewed. By analyzing the cases of the organization and personnel system of public institutions in Britain, France and Sweden, we have come up with implications for the proposed improvement of the personnel system of the nation's public institutions. Also, improvement plan was proposed for human resource management system of the nation's public institutions. Public institutions have the unique characteristics between government and private companies, and their human resource management is controlled and managed by the government. Public
institutions have reformed by the request of the government whenever the administration changes. Since the "Guidelines on the Management of Personnel in Public Enterprises and Government Agencies" was enacted, the government has carried out personnel management of public institutions. The basics of the appointment system at public institutions are recommendation and the steering committee. There were two aspects to the issue of this basics. One is the issue of political appointment, and the other is the appointment
of government-friendly personnel. In addition, performance evaluation, promotion system, and repair system of public institutions were reviewed. Public institutions tend to have relatively low autonomy in personnel system, and the promotion is a relatively controllable part. Although some performance-based pay systems are currently introduced, a class-based career is widely performed. There is a need to diversify the remuneration system, specially expansion of performance-based annual salary. The governance structure of a public institution consists of a variety of entities, including the Board of Directors as a key entity. The wage system of public institutions will be decided after deliberation and resolution by the steering committee. Based on the characteristics of public institutions and the acceptability, the government should ensure their autonomy to choose the wage system by number of years of service or work capacity. It also examined the organizations of public institutions in Britain, France and Sweden to find out the implications. Britain had an independent appointment system and a fair verification agency for it. The selection process is transparent and fair processes, and the appointment process is carried out in accordance with "action rules" to keep the consistency. Swedish executive appointments are based on administrative regulations and employees have the right to become representatives of the board of directors. The biggest feature of Sweden's board of directors is the social responsibility. Most French public institutions are managed individually under relations with the relevant ministries, and the board of directors is involved in the form of indirect support for management. To summarize the results of its review of personnel systems in each country, the balance of board composition, the importance of evaluation on directors, and the independence of directors were examined. Finally, the plan to improve the director system of public institutions was divided into an executive appointment system and a personnel management system. For the appointment of executives, first of all, various devices can be prepared for personnel screening procedures including the National Assembly and citizens. Second, the executive recommendation committee and the operation committee are to conduct independent screening and make fair criteria or procedure. Third, the monitoring functions for public institutions should be strengthened through the system of appointment of auditors. Fourth, the punishment system for appointed executives, including dismissal based on performance evaluation, is implemented to make up the limitations. Consistent application of laws is important to improve the employee personnel management system. Also, expansion of autonomy is necessary in the internal governance of public institutions.
