Compared to people with other types of impairments, people with visual impairments are said to be ‘absolutely dependent on reading aids devices’. However, factors such as low levels of smart device distribution, low rates of Internet utilization, difficulty in access to libraries, and high costs of reading aids devices have been shown to create severe difficulties in access of reading aids devices. As such, the purpose of this study is to identify the demand for information on matters related to reading aids devices among people with visual impairment, thereby identifying the current restrictions to greater access toward reading aids devices, proposing methods of improvement, and ultimately improving the utilization of reading aids devices. To this end, this study implemented a survey for adults with visual impairment, using questionnaires made up of three categories: demographical information and characteristics of impairment, utilization of reading aids devices, and restrictions on their usage of reading aids devices. The results of this survey were organized into the following categories: utilization of reading aids devices, functional improvements to reading aids devices, acquiring contents that can be accessed through reading aids devices, and application of different functions according to the types of visual impairment. The results of the survey indicate that the reading aids device that is most frequently used among the sample was smart devices; that the restrictions to the utilization of reading aids devices included the high price of devices, selective availability of rental and purchase support programs, and the lack of post-purchase or rental support; and that the restrictions associated with contents available for reading aids devices include the lack of alternative materials, problems with the production speed of alternative materials, and problems with the copyright of alternative materials. Altogether, these findings suggest that the following factors restrict the utilization of reading aids devices for people with visual impairment: First, the policy direction on the production of alternative materials that does not reflect the level of utilization for each file type among people with visual impairment; second, the lack of adequate reflection of the different characteristics of visual impairment in reading aids devices; third, the high cost of reading aids devices and the lack of awareness among people with visual impairment on government support and rental program; fourth, the lack of post-purchase or post-rental services, and troubleshooting services for the difficulties associated with the use of the device; fifth, problems with portability of the reading aids devices and access to the medium; and sixth, problems associated with audio information support for alternative materials. This study proposes the following methods of promotion to resolve these restricting factors. First of all, problems that require policy improvements were shown to be the high cost of reading aids devices, low public awareness for device rental and purchase policy, and lack of adherence to mobile and web accessibility policies. Most respondents saw reading aids devices as expensive, which suggests that there is a need to develop a reading aids device that offers the functions that people with visual impairments use often in an affordable package, and that there is a need for a national-level cost support for reading aids device purchases. Furthermore, most respondents were not aware of the existing rental and purchase support policies, and people with severe impairment were especially vulnerable to the lack of access to such information. These factors suggest that there is a need for the government to implement a mandatory case management for reading aids devices that are tailored to the needs of those with severe visual impairment, and that the public information channels and materials should also include different forms of information, such as in braille, large prints, and sounds. The lack of adherence to mobile and web accessibility policies, which is another restricting factor to the utilization of reading aids devices, require specific standards for mobile access policies, standards, and guidelines. In particular, if the mobile reading applications used by people without visual impairment are required to adhere to such accessibility guidelines, people with visual impairment will be able to read the same books as those without visual impairment. Secondly, files distributed by the National Library for the Disabled are shown to have low satisfactions among the respondents. This shows that there is a need to identify the satisfactory factors in the .txt files, which generally showed a higher degree of satisfaction among respondents, and the need to monitor why the official file formats distributed by the National Library for the Disabled appear to be unsatisfactory to the respondents. One such problem is that files distributed by the National Library for the Disabled are accessed by a dedicated application or a dedicated device due to copyright, which causes problems with accessibility. Further efforts at monitoring are required to identify the other problems of files distributed by the National Library for the Disabled, and thus improve the satisfaction for the users. Thirdly, this study found that the existing post-purchase or post-rental services for reading aids devices were unsatisfactory, which shows that there is a need for online training contents and a service for device troubleshooting that are accessible regardless of the time and place. Because most of the post-purchase and post-rental service organizations are located in the Greater Seoul Metropolitan Area, access of information regarding reading aids devices for those who resided outside the Greater Seoul Metropolitan Area was found to be limited. This can be resolved by an online training content, developed by the National Library for the Disabled, regarding the reading function of the reading aids devices, which can in turn allow the training of librarians in public libraries or libraries for the visually handicapped and better support for the readers. Fourthly, while the importance of the device portability cannot be understated, continued research on audio aid technology and the expansion of book catalog on audio assistance can help to enhance the utility of the reading aids devices as well. The study found that portability was one of the most important reasons why the respondents used their smartphones in reading, and that they were making use of the audio aid function more than visual aid. This shows that portability is of utmost importance to new developments in reading aids devices, and that audio aid technology should be given priority over visual aid technology in research. Furthermore, consideration should also be given to the direction of the future development of alternative materials, such as technologies that will allow rapid development of audio aid for books or classification of book genres according to the senses utilized in access thereto.
