본 연구의 목적은 민간과 가정어린이집 원장의 국공립어린이집 전환에 대한 경험은 어떠한지를 탐색하는데 있다. 즉, 어린이집 원장들이 국공립어린이집 전환을 결정하게 된 동기는 무엇이며 국공립어린이집 전환과정과 이후 어린이집을 운영하면서 겪는 어려움은 무엇인지를 살펴봄으로써 보다 질 높은 국공립어린이집 운영과 국공립전환 정책의 바람직한 정착에 필요한 기초자료를 제공하고자 한다. 이와 같은 연구목적에 따라 다음과 같은 연구문제를 설정하였다.

본 연구의 주요결과를 요약하여 제시하면 다음과 같다.
첫째, 국공립어린이집 전환을 결정하게 된 원장의 전환 동기는 ‘기존 민간·가정어린이집 운영유지의 어려움’, ‘변화되는 보육정책에 대한 불안’, ‘국공립어린이집 위상에 대한 기대’로 나타났다. 먼저, 원장들은 기존의 민간·가정어린이집을 운영하고 유지하는 과정에서 저출산 현상으로 인한 원아 모집의 어려움을 느끼는 동시에 어린이집을 운영하는 재정적인 부담과 교사들의 경력 산정에 적합하게 처우를 개선하지 못하는데서 어려움을 느꼈다고 하였다. 이에 원장들은 기존의 어린이집 운영 재정에 대한 부담을 완화하고 교사들의 처우를 개선하여 고용 안정화를 이루고자 하는 마음에서 국공립전환을 선택하게 됨을 알 수 있었다. 다음으로 원장들은 변화되는 보육정책으로 인해 불안을 느끼게 되었다고 하였다. 즉, 서울형에서 국공립전환이라는 새로운 제도와 부모가 믿고 신뢰하는 기관은 국공립어린이집이라는 인식과 이에 대한 사회적 요구로 인해 불안감을 가지게 되었다고 하였다. 서울시가 민간어린이집의 보육품질 개선을 위해 공공형 성격을 가진 서울형 어린이집에 인건비 및 운영비를 지원하였지만, 학부모들은 여전히 서울형 어린이집보다는 국공립어린이집을 선호한다고 원장들은 인식하였다. 따라서 원장들은 이러한 불안감을 해소하고 학부모들과 사회적 요구에 부응하는 새로운 정책을 수용하고자 국공립어린이집 전환을 선택하게 되었다. 마지막으로 원장들은 국공립어린이집의 체계적 운영과 보육전문가로서 성장하고자 하는 기대감에서 국공립전환을 선택하였다. 즉, 원장들은 민간, 가정어린이집을 장기간 운영하면서 정부가 관리하는 국공립어린이집의 체계적인 운영과 전문지식을 배우는 과정을 통해 전문성 있는 보육전문가로서 거듭나고 싶은 마음에서 국공립전환을 결정하게 되었음을 알 수 있었다. 둘째, 국공립어린이집 전환 전‧후 과정에서 경험하는 어린이집 원장의 어려움은 ‘초임 국공립 원장의 운영관리에 대한 어려움’, ‘국공립어린이집 체계에 대한 어려움’, ‘초임 국공립 원장으로서의 어려움’으로 나타났다. 먼저, 원장들은 초임 국공립 원장으로서 국공립어린이집의 행정 업무 중 특히 회계 부분과 취약보육 운영에 대한 어려움을 느끼고 있었다. 원장들은 국공립어린이집의 행정 업무에 능숙해지기 위한 노력과 함께 취약보육 운영을 현장에 적용하는 과정에서의 어려움을 해결하기 위해 노력하고 있음을 알 수 있었다. 또한 원장들은 보육교사의 전문성과 자질이 보육서비스 질에 큰 영향을 미치는 요인이라 인식하여 국공립어린이집 전환 후 교사들의 전문성을 높일 수 있을 것이라 기대하였지만 기존 교사들이 국공립어린이집 체계에 대한 어려움을 가져 전문성까지 기대할 수 없음이 운영 어려움으로도 이어진다고 하였다. 이에 원장들은 국공립어린이집의 역할을 효율적으로 수행하기 위한 방안으로 원장 본인의 전문성과 자질을 먼저 높이고자 하지만 어떻게 어떤 방법으로 노력해야 할지를 몰라 고민하기도 하였다. 원장들은 국공립전환 기수마다 달라지는 기준과 국공립전환 후 1년 이내 반복되는 평가인증에 대한 고충을 토로하기도 하였다. 이 외에도 원장들은 국공립어린이집의 보육서비스 질을 높이는데 중요한 요인으로 작용하는 우수한 역량과 전문성을 위한 인력풀 교육이 국공립전환 경력교사들의 경력과는 관계없이 국공립 초임교사 교육에만 초점이 맞추어져 있어 국공립전환 어린이집 교사들에게 도움을 줄 수 없음을 안타까워하였다. 마지막으로 초임 국공립 원장으로서의 어려움으로는 구·시청과의 수직적 관계, 기존 국공립 원장과 섞이지 못하는 어려움으로 분석되었다. 원장들은 국공립어린이집으로 전환 후 관계 기관의 일방적인 업무 지시와 일정한 기준이 없는 민원 처리 등으로 어려움을 경험했다고 하였다. 또한 원장들은 같은 지역사회 내에서 다른 국공립어린이집의 도움을 받으면서 지식과 정보를 상호 공유하고 활발한 소통을 원했지만, 기존 원장들과의 괴리를 좁힐 수 없음에 소외감을 가지기도 하였다. 이외에도 원장들은 전환정책의 지속 여부에 대한 불확실성과 국공립어린이집 계약종료 후 사유재산 보장에 대한 고민으로도 불안을 느끼는 것으로 나타났다. 본 연구는 실제 보육현장에서 국공립전환을 경험한 어린이집 원장들의 경험을 바탕으로 보육현장에서의 현실적인 요구를 알아봄으로써 국공립 전환정책의 바람직한 정착을 위한 방안을 제안하는데 그 의의가 있다.

This study purports to identify the motivations of directors of daycare centers who decided to be nationalized as public daycare centers and difficulties thereof experienced in the process of the transition to national public daycare centers. In the process, this study provides the basis materials for improving the quality of childcare in the future by examining the actual operation of directors who transitioned to national public daycare centers. Based on the purpose of this study, the following two research questions were established. First, what motivated a director of a daycare center to transition to a national public daycare center? Second, what are the difficulties experienced by a daycare center director in the process of transition to a national public daycare center? In order to collect the data for this study, in-depth interviews were conducted from October 8, 2019, to February 25, 2020, with 10 directors of national public daycare centers located in Seoul and who experienced the transition to the national public daycare centers. The collected data went through the process of reading and analyzing repeated times for categorization. After examining deriving the implications and meaning, the result was interpreted according to the research questions. In order to obtain the objectivity and validity of data analysis, there were reviews by early childhood education experts, and internal verification of research results was conducted by research participants. The summary of the main results of this study is presented as follows. First, the motivations of the directors in deciding the transition to a national public daycare center were found to be 'difficulty in maintaining existing private or home-based daycare centers', 'anxiety about changing childcare policies', and 'expectations on the status of national public daycare centers.' First of all, in the process of operating and maintaining the existing private and home-based daycare centers, the directors felt difficulties in recruiting children due to the low birth rate. At the same time, the directors were found to be experiencing difficulties in the financial burden of operating daycare centers and of failing to improve the treatment of the teachers because the whole career experience of the teachers could not be acknowledged. It could be found that the directors chose to shift to national public daycare centers in order to stabilize employment by reducing the financial burden of operating existing daycare centers and by improving the treatment of teachers. Next, it was found that the directors were feeling anxious about the requirements of the new system of transition to national public daycare centers from the Seoul type in relation to the changing childcare policy as well as the demand of parents on national public daycare centers they believe and trust. In terms of the demands of the new system of the transition from the Seoul type to national public daycare centers, it was found that parents preferred a national-type daycare center to a Seoul-type daycare center despite Seoul City supporting the labor and operating expenses of a Seoul-type childcare center with a public character to improve the quality of care for private daycare centers. The results showed that it was difficult for the Seoul-type method of replacing the national-public institutions with the private sector to replace national public daycare centers by failing to reach the level of national public daycare centers. Thus, the directors considered that parents preferred national public daycare centers, which acted as a motivator in the transition to national public daycare centers. Lastly, it was found that the directors expected the nationalization policy as childcare experts growing with the systematic operation of national public childcare centers. Through the process of learning expert knowledge and systematic operation of national public daycare centers managed by the government, the directors were motivated to select the nationalization in order to become childcare experts with expertise after operating private and home daycare centers for a long period of time. Second, the difficulties found as experienced by daycare center directors during the transition to nationalization were 'difficulty in managing and operating a new national public daycare center director,’ ‘difficulty in adapting to the national public daycare center system,' and 'psychological difficulties of as a new national public daycare center director.' First, the directors, as new directors national public daycare centers, had difficulty in the administrative tasks of national public daycare centers, especially in the fields of childcare for vulnerable children and accounting. It could be confirmed that the directors were striving to be familiar with the administrative tasks of national public daycare centers while making efforts to resolve difficulties in the process of applying the vulnerable childcare operation to the practice. Also, the directors expected that teachers' expertise will be increased after the nationalization by considering the expertise and qualities of daycare teachers. However, due to the period of adaption to the nationalization by existing teachers, their expertise also could not be sufficient. In order to perform the role of a national public daycare center effectively, it was found that the directors were concerned about improving the expertise and qualities of themselves because such characteristics and abilities of directors greatly influence all elements of the organization. As the difficulties of the criteria that vary for each nationalization transition cycle in relation to the system adaptation of nationalization of daycare centers, the directors reported the predicament related to the repeated evaluation certification within a year after the nationalization and the problem of closing the daycare center for each nationalization cycle. It was confirmed that the directors were experiencing difficulties because there is a proviso clause that a new authorization of a private daycare center is allowed when it satisfies the daycare center establishment criteria and childcare demand at the time of the end of the rental period on the assignment contract after the expiration of the free rental period of the nationalization. In addition, the directors experienced difficulties in the absence of support for the labor costs of cooks due to the burden of repeated evaluation and turnovers of teachers thereof. Accordingly, the directors expressed that improvements must be made by considering the work efficiency of the institutions that need to receive repeated evaluations within one year after the nationalization of existing daycare centers. Also, as important factors for improving the quality of daycare service of national public daycare centers, the director was found to be considering the method of helping teachers in nationalized daycare centers in relation to the focus emphasized on new national public teachers regardless of career experience of experienced teachers after the nationalization in terms of the personnel pool education for excellent capability and expertise. Lastly, as psychological difficulties of new national public directors, difficulties of the hierarchical relationship with the gu province and city governments, and of not being able to socialize easily with existing national public daycare center directors. The directors were also found to be experiencing difficulties due to the changed attitude of their counterparts in the relationship with the gu province and city governments after the nationalization. Representative examples were unilateral work task instructions and handling civil complaints without specific standards. Moreover, the directors desired active communications of mutual sharing of knowledge and information while receiving help from other national public daycare centers in the same local community. In addition, the directors overcame numerous hurdles in the nationalization process, it was found that they felt anxious about the uncertainty of the continuation of the transition policy and the worries about securing private properties after the termination of the contract. This study has significance in proposing measures for the desireable establishment of the nationalization policy by examining the actual demands in the childcare practice based on the experience of childcare center directors who experienced the nationalization at the on-the-ground childcare practice.
