This study aimed to develop strategies for creation and facilitation of The Island Industry(Island 6th Industry). The ‘6th Industry’ is the convergence industrial concept to bring high-added value and continuing income to farming and fishing industry through combination of the 1st, 2nd and 3rd industries(the 1st×the 2nd×the 3rd lead to the 6th industry). It is known that it is an academic word a Japanese agricultural economist and professor Imamura Naraomi defined in 1995. Recently, Korea has made every effort to facilitate the ‘6th industry’ and political application and has achieved considerable achievements. This study analysed the results of the 6th industry application and related studies that were accumulated mainly in agricultural area and developed industry and business-oriented and local and community oriented viewpoints to facilitate the possibility and activation of the island 6th industry through application of the two viewpoints for islands. An islands is an optimal place for the ‘6th industry.’ First, both farming and fishing industries are available in islands. As they are relatively clean and a sea wind that can increase quality of farming products is continuously blowing, the 1st industry is absolutely advantageous. Therefore, if in the level of islands, the 1st specialities that are carefully selected and produced are eco-friendly processed into prestigious products, and the 1st and 2nd production processes are connected to the 3th service industry such as tourism, islands and neighboring areas that have been abandoned can be rehabilitated as living space for active life. In Japan, there are considerable examples of success in the ‘The Island 6th Industry.’ First, Amacho belonging to Okigun, Shimane Prefecture is an example showing that the local government, the Sector 3 and civilians cooperated to change a crisis into an opportunity through development of the ‘Island 6th Industry.’ That is, In the Amacho case, processing industry (2nd industry) was grafted into traditional local industry(1st industry)to remarkably increase added value and then converged into the 3rd industry of tourism and experiences. The effects were successful. Then, the case of Suooshima located in Seto Inland Sea to the southeast of Yamaguchi showed that social entrepreneurs formed communities and connected industries of each community to create a successful system of industrial connection. That is, the Suooshima case with the Jamzgarden, a social entrepreneur as a leader, secured stable suppliers of the 1st industrial products through partnership with contract farmers and shared social value of communities with customers, which led to successful social innovation. Our country attempted the ‘Island 6th Industry’ even as a beginner. First, Jeungdo Island, Shinan-Gun constructed Taipyong Salt Farm, the largest in our country, to attempt the ‘Island 6th Industry’ with sun-dried salt as a speciality. Jeungdo produced high-quality sun-dried salt, processed the produced salt into the 2nd prestigious product and connected the final product to the 3rd industry in diverse ways. The local government developed processed products such as Hamcho coarse-grained salt, Haejo salt, Jukyeom, Seaweed salt, salt candy, foot-bath salt, and Hamcho tea and opened salt farms, a salt museum and The Taipyeong Salt Education Center for visitors. In the level of local government, Jeungdo was designated as a Slow City with prestigious image. Then, Geomundo Island, Yeosu City is doing an island business centering on mugwort that is native in the island with the brand name of Haepungssook(Sea Wind Mugwort). That is, with the Geomundo Haepungssook Agricultural Cooperative as a leader, Haepungssook is eco-friendly produced(1st industry) and processed and distributed (2nd industry), which will increase income of the island people and is connected to the 3rd service industry including the Haepungssook Spa and Sauna. In the future, the ‘Island 6th Industry’ needs to successfully be spread. Therefore, this study suggests a few strategies for active industry: First, the existing island policy centering on tourism should be changed in the direction of the island 6th industry. Second, the existing ‘island 6th industry’ cases should be excavated and further facilitated into successful cases, and the successful models should be expanded to other islands step-by-step. Third, governance should be developed to effectively proceed the ‘Island 6th Industry’ and disadvantageous distribution structures of islands should be reformed. Fourth, to consistently proceed the ‘Island 6th Industry’ project, we need a single island policy control tower. Fifth, to support the ‘Island 6th Industry,’ we should pay attention to development of the most suitable legal and institutional system. These days, the condition is encouraging. In 2018, ‘The Day of Island’ was designated as a national commemoration day, and the minister of the Administration and Safety Ministry announced a message that we would rediscover the island value and make it as an energy of national growth. Finally, this study suggested that the ‘Island 6th Industry’ should be realized to make islands as energy for national growth.
