본 연구는 유아교육과 보육통합을 경험하고 있는 민간어린이집 원장의 인식을 탐색하고자 한다. 이를 통해 통합과정 속에서 민간어린이집원장이 인식하는 부분과, 실제 실행되고 있는 통합을 알아보고, 그 과정에서 논의 할 수 있는 의견을 모아 정책의 기초자료로 활용하는데 그 연구 목적이 있다. 이에 다음과 같은 연구 문제를 설정하였다. 첫째, 유보통합 1단계인 통합정보공시 사이트구축과 평가인증제, 재무회계규칙적용에 대한 어린이집원장의 인식은 어떠한가? 둘째, 유보통합 2단계인 결제카드통일과, 시설정비, 교사자격의 일원화 및 교사양성체제, 보육과정 및 시간에 대한 어린이집원장의 인식은 어떠한가? 셋째, 유보통합 3단계인 교사처우, 관계부처(교육부, 복지부, 교육청, 지자체)및 재원의 통합에 대한 어린이집원장의 인식은 어떠한가? 연구의 대상은 전남 목포, 경남 창원지역에서 어린이집을 운영하고 유보통합 2차, 3차 추진기를 경험한 어린이집 원장 5명이며, 2020년 3월까지 각각 총 3회 심층면담 및 보충면담을 실시하여 연구 자료를 수집하였다. 연구기간 동안 수집된 자료는 녹음, 현장노트, 면담 전사하여 주제별로 코딩하고 범주화하여 의미를 분석하였으며 그 결과는 다음과 같이 요약할 수 있다. 첫째, 유보통합 1단계인 통합정보공시 사이트구축과 평가인증제, 재무회계규칙적용에 대한 어린이집원장의 인식은 다음과 같다. 통합정보공시 사이트 구축은 기관에 대한 정보홍보와 학부모의 서비스개선을 가져왔으며, 평가인증을 통하여 영유아 보육의 환경개선과 교육의 질적 수준 향상을 가져왔다고 인식하였다. 그러나 교육과정의 획일화로 인하여 교육기관의 자율성이 무시되는 결과가 나타났으며, 두 기관의 평가의 방법에 있어 인증과 장학으로 이원화됨으로 평가주관부처의 총괄적인 시스템구축이 필요하다고 하였다. 또한 현장관찰자에 따라 달라지는 평가기준으로 평가의 객관성과 전문성이 떨어진다고 인식하였다. 재무회계에 있어 무리한 재무회계규칙적용으로 운영의 자율성을 침해하고 그 적용에 있어 유치원과 어린이집에 차별을 둠으로 불공정한 정책집행을 한다고 하였다. 국가권력의 권위적인 규제와 통제로 인한 재산권침해로 인하여 어린이집은 운영상 어려움이 더욱더 가중되었으나 최소한의 공공교육이 확보됨은 긍정으로 인식하였다. 둘째, 유보통합 2단계인 결제카드통일과, 시설정비, 교사자격의 일원화 및 교사양성체제, 보육과정 및 시간에 대한 어린이집원장의 인식다음과 같다. 결제카드 통일로 인한 기관의 업무간소화 및 학부모의 불편함은 해소되었으나, 외형적통일이 아닌 완전한 시스템 통일이 필요하다고 하였다. 시설기준(교실면적, 교사 당 아동비율 등) 정비통합은 시설기준정비로 보육환경이 개선되었으며 동일정책 차별지원으로 인한 민간어린이집의 비용이 가중되었다고 인식하였다. 교사자격일원화 및 교사양성체제에 대한 민간어린이집원장의 인식은 교사의 경력단절과 교사의 다양한 양성체제로 인한 전문성이 약화된다고 인식하였다. 셋째, 유보통합 3단계인 교사처우개선과 관계부처(교육부, 복지부. 교육청, 지자체)및 재원의 통합에 대한 어린이집원장의 인식은 다음과 같다. 교사처우에 관하여 현실에 맞지 않는 복지후생(휴게시간,휴직제도,휴가)과 어린이집과 유치원교사의 동일한 업무환경임에도 불구하고 불평등한 급여와 처우가(급여사이, 사회적 인식차이)가 여전하다고 인식하였다. 관계부처(교육부, 복지부, 교육청, 지자체)의 통합은 두 기관의 유사 사업 및 행정업무가 이중적이고 모호한 현장 지도 전달체계로 현장의 혼란과 불평등을 가져와 유보통합의 걸림돌이 되고 있다고 인식하고 있으며 ‘교육부’로의 통합이 필요하다고 하였다. 민간어린이집원장은 재원의 통합으로 평등하고 적절한 예산집행을 기대하였다. 그러나 재원은 2012년 국비와 지방비로 지원하던 부분을 지방교육재정 부담금으로 지원하게 되었고, 교육부의 지방교육재정은 예산부족으로 어린이집은 보육비지급을 거부하게되는 보육대란이 일어나게 된다. 이로인해 2017년 유아교육지원특별회계를 3년간 한시적으로 운영하게 되었으나 여전히 통합되지 않는 재원으로 인하여 누리예산에 대하여 불안감을 가지고 있으며 보육료단가의 비현실성과 교육에 대한 기본평등권을 침해하는 불평등(이용시간, 교사 대 아동비율, 보육비)이 나타나고 있다고 인식하였다. 위의 연구결과를 바탕으로 민간어린이집 원장의 인식을 정리하면 첫째, 보육환경개선과 교육의 질적 수준향상이다. 통합정보공시 사이트 구축과 결제카드통일로 인하여 학부모의 서비스 개선을 가져왔으며 통합된 평가인증제와 시설기준의 정비로 그동안 열악했던 어린이집의 교육환경개선과 교육의 질적수준 향상을 가져 왔다고 인식하였다. 재무회계규칙적용으로 기관의 회계투명성을 가져왔으며 최소한의 공공교육이 확보됨으로 이 또한 영유아의 보육의 질에 영향을 주게 되었다고 인식하였다. 둘째, 외형상 통합하였으나 변함없는 행정의 이원화로 인한 차별과 불평등이다. 평가제도는 통일되었으나 인증과 장학으로 이원화되었으며, 교사처우, 교사 대 아동비율, 시설유형별 지원금, 운영시간의 차별과 불평등은 여전하다고 하였다. 또한 보육과정도 3-5세의 누리과정의 통일은 이루었으나 0-2세의 표준보육과정으로 여전히 이원화 체제를 유지하고 있다고 인식하였다. 셋째 무리한 재무회계규칙적용과 사유권침해, 재정부담의 증가이다. 국공립어린이집, 유치원등 정부지원을 받는 기관이 쓰는 재무회계규칙을 민간·가정어린이집에 동일하게 적용하기에는 매우 무리가 있다고 여기고 있었다. 민간어린이집 운영비율이 높은 보육현장에서 원아감소와 통합을 위한 추가비용이 지속적으로 부담되었고, 그 과정 속에 정부의 통제와 감사를 통한 도를 넘는 감시는 사유권을 침해한다고 인식하였다. 운영주체, 설립유형에 따라 차별적으로 지원금을 적용하고 있으며, 유치원은 원비상한제가 없지만 어린이집은 상한제 적용과 기본추가비용 수납한도차이, 교사 대 아동비율차이로 인한 수익구조의 차이가 통합된 교육과 보육을 함에 있어서도 어린이집은 운영하면 할수록 경영상의 재정 부담이 증가하는 구조라고 인식하였다.

The purposes of the research were to find out how heads of the private child care centers recognize in the integration process, and to explore opinions that can be discussed in the process and use them as basic data for policies. For the purposes to be fulfilled, the following research problems were established. First, what are the perceptions of the directors of daycare centers regarding the integrated website to disclose information about the centers, the evaluation certification system, and the application of the financial accounting rules, which are the first stage of reservation integration? Secondly, what are the director's perceptions of payment card unification, which is the second stage of child care integration, facility maintenance, uniformization of teacher qualifications, and teacher training system, child care process and time?
Thirdly, What are the perceptions of the directores of daycare centers about the integration of the education office, local governments, and financial resources, which is the third stage of reservation integration?. The subjects of this study were five directors of daycare centers who operated daycare centers in Mokpo, Jeollanam-do, and Changwon, Gyeongsangnam-do, and experienced the second and third stages of child care integration. Three in-depth interviews and supplementary interviews were conducted in total until March 2020 to collect research data. The data were collected by transcribing, coding, and categorizing the recorded interviews and field notes. The results were summarized as followed. First, the directors of childcare center were well aware of the construction of the integrated website to disclose the information of the centers, the evaluation certification system, and the application of financial accounting rules, which are the first phase of the reservation integration. It was recognized that the establishment of an integrated information disclosure website would promote and improve the information service of the institute to parents, and improved the quality of education and environment of child care through evaluation and certification. However, the uniformization of the curriculum resulted in the neglect of the autonomy of educational institutions, and the dualization of the evaluation methods of the two institutions resulted in the establishment of a comprehensive system for the evaluation department in charge of evaluation. In addition, the field inspectors were recognized that the objectivity and expertise of the assessment were low. The violation of property rights caused by authoritative regulation and control of state power led to more operational difficulties for daycare centers, but it was recognized as positive that minimal public education was secured. Secondly, the following are the unification of payment cards, which are the second phase of the integration of infant education and childcare, the unification of facilities, the unification of teacher qualifications, and the awareness of the director of the childcare center on the teacher training system, and the childcare process and time. The simplified operation of the institution due to the unification of payment cards and the inconvenience of parents have been resolved, but the complete system unification, not the external unification, is required(Maintenance of facility standards classroom area, ratio of children per teacher, etc.). The integration was recognized that the childcare environment was improved due to the readjustment of facility standards and that the cost of private childcare centers was increased due to the support of discrimination in the same policy. The recognition of the head of a private children's home for the one-size-fits-all and teacher-cultivating system weakened the professionalism of teachers due to career breaks and various training systems of teachers. Thirdly, the awareness of the office of education, local governments, and the heads of a childcare center on the integration of financial resources were as followed. Regarding teacher treatment, it was recognized that unequal salaries and treatment remain despite the same working environment for welfare benefits and daycare centers and kindergarten teachers. The integration of related ministries (the Ministry of Education, the Ministry of Health and Welfare, the Office of Education, and local governments) was recognized that similar projects and administrative tasks of the two agencies were a double and ambiguous on-site guidance delivery system, causing confusion and inequality in the field, and that integration into the the Ministry of Education was necessary. The heads of private child care centers expected equal and appropriate budget execution through the consolidation of funds. However, the financial resources were funded by the state educational liability in 2012 which used to be funded as state liability and local liability before, and that caused to a child care crisis in which daycare centers refused to pay child care expenses due to a lack of budget. As a result, a special budget for early childhood education support was temporarily funded for three years in 2017, but the government still felt uneasy about the Nuri budget due to the non-integration of funds, and recognized that inequality (use time, teacher-to-child ratio, and childcare expenses) still appeared, infringing on the unrealistic nature of childcare fees and the basic right to equality in education. Based on the above findings, first the perception of private daycare center directors was that the childcare environment and the quality of education were improved. It was recognized that the integrated information disclosure website and the unification of payment cards have led to the improvement of services to parents, and the improvement of the integrated evaluation certification system and facility standards have resulted in the improvement of the educational environment for infants and children at daycare centers and the improvement of the quality of education. It was recognized that the application of financial accounting rules resulted in transparency in accounting by institutions and that the minimum amount of public education was secured, which also affected the quality of infant care. Secondly, discrimination and inequality due to outward integration or unwavering dualization of administration. Although the evaluation system was unified, it was divided into certification and scholarship, and the discrimination and inequality of teacher treatment, teacher-to-child ratio, subsidies for each type of facility, operating hours, and others still remain. It was also recognized that the childcare program was unified by the 3-5-year-old Nuri program, but it still maintained a dualization system with the standard childcare program of 0-2-year-old. Thirdly, excessive application of financial accounting rules, infringement of private rights and increased financial burden. It was considered very difficult to apply the financial accounting rules used by government-backed institutions such as state-run daycare centers and kindergartens equally to private and home daycare centers. Additional costs for reducing and integrating children were continuously borne at childcare sites with high rates of operation of private daycare centers, and it was recognized that excessive surveillance through government control and audit in the process violates private rights. Although the subsidy is applied differently depending on the operating entity and type of establishment, the kindergarten does not have the original cost ceiling, but the daycare center recognizes that the difference in profit structure due to the application of the upper limit, the difference in basic additional expenses, and the difference in teacher-to-child ratio is integrated education and childcare, and the more the daycare center operates, the more the financial burden of management increases.
