기존의 1기, 2기 신도시 개발은 수도권 주택난 해소 및 인구분산을 목적으로 계획되었으나, 수도권 과밀화 및 자족성 부족 등의 부작용이 나타났다. 또한, 물리적 지표 중심의 계획으로 인하여 설계개념 및 전략이 부재한 채로 계획되었으며, 도시계획과 건축계획이 분절된 계획체계로 추진되어 상호 연계성이 부족하였다. 본 연구의 목적은 기존의 신도시와는 달리 3기 신도시가 추구하는 ‘입체적 도시공간계획’은 무엇이며, 입체적 도시공간계획의 적용이 도시계획에 어떠한 변화를 요구하는지 확인하는 것이다. 이를 위하여 본 연구는 「3기 신도시 기본구상 및 입체적 도시공간계획 국제공모」의 공모지침서를 바탕으로 부천 대장지구와 고양 창릉지구의 당선작 사례로 범위를 선정했다. 연구 방법은 문헌연구, 사례연구 및 내용분석연구 방법을 혼합하여 3기 신도시 입체적 도시공간계획의 설계개념 및 설계전략에 대한 설계요소를 파악하였고, 부천 대장지구와 고양 창릉지구의 공모 당선작을 비교분석하여 설계요소별 공통점, 유사점 및 차이점을 도출하였다. 그 결과는 다음과 같다. 첫째, 두 대상지의 설계개념은 건축공간이나 형태의 구성방식을 의미하는 ‘구성적 개념’유형에 해당하는‘연결’의 개념을 공통적으로 강조하고 있다. 설계방향에서는 공통적으로 자연에 순응하는 도시를 추구하였다. 둘째, 도시공간환경계획의 토지이용계획에서는 두 대상지 모두 기존의 지형을 최대한 유지하고 자연에 순응하도록 계획하였다. 공공공간 및 시설계획에서는 공통적으로 학교와 공원을 인접배치하여 공공공간으로 활용하며 향후 확장성을 고려하였고, 복합환승센터를 입체적으로 계획하여 입체적 도시공간의 연계계획이 나타났다. 공간구조체계에서는 두 대상지 모두 도시 내 어디서나 5분 내 자연에 도달 할 수 있는 도시구조를 형성하며, 대규모 필지를 세분화하여 도로 접촉면을 확장하였다. 셋째, 교통 및 동선체계의 교통계획에서 두 대상지 모두 열린 가로체계와 입체적 도로를 조성하였고, S-BRT와 경전철 기반의 광역교통체계와 10분 내 연결 가능한 대중교통 시스템을 제안하여, 입체적 도시공간계획의 보행 중심 가로공간을 계획하였다. 주차계획에서는 기존 주차장을 커뮤니티 시설로 계획하여 가변 가능한 미래대응형 공간을 조성하였고, 비대면 지원시설계획, 모빌리티 스테이션 계획, 선큰 활용계획이 공통적으로 나타났다. 넷째, 보행동선계획에서는 공통적으로 보행자 전용도로 계획을 통해 복합 커뮤니티, 생활 SOC와 연결한 근린생활권을 형성하였다. 프로그램에서는 두 대상지 모두 수변, 문화, 녹지 등 공간 특성에 맞는 계획을 세웠다. 경관계획에서는 3기 신도시의 다양한 규모의 블록계획 지침이 실현되어, 세분화된 필지 사이에 녹지 및 보행공간 조성과 보행자가 길을 선택할 수 있도록 계획하였다. 다섯째, 녹지 및 외부공간계획에서 두 대상지는 공통적으로 자연환경 조건에 맞는 프로그램을 계획하고 자연과의 연계성을 가진 계획을 제안했다. 이러한 결과를 바탕으로, 3기 신도시의 입체적도시공간계획을 실현하기 위해서는 지역 간 연결을 통한 상생을 추구하고, 기존 지역의 특성을 고려하여 주민들이 활발히 교류할 수 있는 공간이 하나의 부지에서 복합적이고 입체적으로 계획되어야 한다. 위 결과를 통해 입체적 도시공간 및 신도시 조성에 있어 기초자료로 활용할 수 있을 것이다.

The existing development of the first and second new towns was planned for the purpose of resolving housing shortages and distributing populations in the Seoul metropolitan area, but side effects such as overcrowding and lack of self-sufficiency in the metropolitan area appeared. In addition, the plan was planned without design concepts and strategies due to the physical indicators-oriented plan, and urban planning and architectural planning were implemented in a fragmented planning system, resulting in a lack of interconnectivity. Therefore, the purpose of this study is to confirm what is the "dimensional urban space plan" pursued by the 3rd new city, unlike the existing new city, and what changes the application of the three-dimensional urban space plan requires in urban planning. To this end, this study selected the winning works of Bucheon Daejang District and Goyang Changneung District based on the public offering guidelines of the 3rd New Town Basic Initiative and 3D Urban Space Planning International Competition. The research method identified the design concepts and design strategies of the 3rd New Town stereoscopic urban space plan by mixing literature research, case studies, and content analysis methods, and compared and analyzed the public works of the Bucheon Daejang District and Goyang Changneung District to derive similarities and differences. The results are as follows. First, the design concepts of the two target sites jointly emphasize the concept of 'connections' corresponding to the 'constructive concept' type, which means the construction method of architectural space or form. In the design direction, we sought cities that were commonly adapted to nature. Second, the Land Use Plan of the Urban Space Environment Plan was designed to maintain the existing topography as much as possible and adapt to nature. In public space and facility planning, schools and parks were commonly deployed adjacent to use them as public spaces, and future expansion was considered, and a three-dimensional urban space linkage plan was presented by planning a complex transit center in three dimensions. In the spatial structure system, both target sites form urban structures that can reach nature anywhere in the city in five minutes, and the road interface is expanded by subdividing large-scale land lots. Third, open street systems and three-dimensional roads were created at both target sites in the transportation plan, and a public transportation system based on S-BRT and light rail was proposed to plan pedestrian-centered streets in the three-dimensional urban space plan. In the parking plan, the existing parking lot was planned as a community facility to create a variable future response space, and the non-face-to-face support facility plan, mobility station plan, and Sunken utilization plan were common. Fourth, in the pedestrian-only road plan, the neighborhood living area connected to the complex community and the living SOC was formed through the pedestrian-only road plan. In the program, both sites were designed to suit the characteristics of the space, such as waterfront, culture, and greenery. In the landscape plan, the guidelines for block planning of various sizes of the 3rd new town were implemented so that green and walking spaces could be created between the segmented fields and pedestrians could choose their paths. Fifth, in green and outer space planning, the two sites jointly planned programs that meet natural environmental conditions and proposed plans with links to nature. Based on these results, in order to realize a three-dimensional urban space plan for the third new city, a complex and three-dimensional space should be planned on one site where residents can actively interact with each other by considering the characteristics of the existing area. The above results will enable the use of three-dimensional urban space and new town development as basic data.
