This study was conducted to protect the precious lives of the people from fire and to contribute to the development of the wallcovering industry by pointing out the problems of the domestic fire safety standard and suggesting improvement directions. Currently, the Korean standard of wallcovering is not prepared for smoke damage as the main performance of the flame. According to the domestic standard, the self-extinguish performance of reducing the carbonized area due to toxic gases emitted by petroleum compounds or oxygen blocking is also expressed, resulting in a wrong result that petrochemical materials are safer for fire than natural cellulosic fibers in the event of fire. In the case of wallcovering fire safety standards in the United States and the European Union, cellulose textile wallcovering, which has a slow propagation of flame and little smoke, is considered safe compared to petroleum compounds because it tests the effects on flame and smoke at the same time. In addition, in the Korean test method, only the wallcovering itself is burned by floating in the air without any structure on the back, while the United States and the European Union install the wallcovering on the wall and test it for combustion, so it can measure performance close to reality. In Korea, paper wallpaper with a thickness of less than 2mm is excluded from the fire prevention target considering safety in case of fire, but cellulose textile wallcovering such as cotton, linen, and viscose rayon belong to the fire prevention target according to the relevant regulations, although its composition is the same as paper, so the consistency of the relevant regulations is not sufficient. To compensate for this problem, it is reasonable for Korea to measure smoke risk with a wallcovering installing environment close to reality and combustion conditions, and to use it as a major indicator of fire safety performance. Therefore, this study verifies the increased smoke risk by applying flame-retardant treatment to cellulose textile wallcovering through various international experiments and urge improvement of domestic flame–retardant related regulations. The first half of this study examined the market status and domestic research trends of wallcovering to establish the necessity and validity of the purpose of the research, and to consider the preceding studies of various literature that the flame-retardant treatment of general wallpaper can increase smoke toxicity. Also, the problems of domestic regulation studied through the analysis of fire safety standards in Korea, the United States, and the European Union. In the second half of the study, the viscose rayon textile wallcovering was manufactured before and after flame retardant treatment, respectively, and tested with KS M 7305, ASTM E 84 of the United States, and EN 13501-1 of the European Union to analyze the difference in results between each standard. In addition, smoke density ASTM 662 and gas harmful KS F 2271 before and after flame retardant treatment were tested to suggest measures to improve the deficiencies of current domestic tests. The results of each test are as follows. The cellulosic textile wallcovering without flame retardant processing was rejected by Korean standard, however, rated Class A, which is the highest in the U.S., and B-s1.d0, which is the highest in the European Union. This sample showed a low level of 31.8 in smoke density, and even in the gas harmfulness test, the test mice's behavior suspension time was derived from 14 minutes and 9 seconds, indicating that the risk of smoke on the wallcovering without flame retardant treatment was significantly low. As a result of re-testing it with flame retardant treated wallcovering to meet the domestic standard, the U.S. and European Union standards determined the same grade as before, however, the amount of smoke increased. In particular, the smoke-developed index, which was not detected before the flame retardant treatment, occurred after the flame retardation treatment, and the smoke density increased 4.3 times after the treatment, and in the gas toxicity test, the time of stopping the mice was reduced, which increased the harmfulness of the gas that inhibited the behavior of the organisms in the treated specimen. In view of the above results, the flame retardant treated cellulosic textile wallcovering in accordance with the domestic regulations is likely to increase the amount of smoke, hindering visibility upon evacuation, releasing more toxic gases to slow the movement of living organisms, and may fall short to meet the international standards. Now, in order to efficiently apply domestic flame retardation regulations to international trends and modern daily necessities and building materials, the government should expand the scope of the anti-flame exclusion to all cellulosic fibers, not just paper, and base its major performance on smoke.
