This study perfoms factor analysis determining net power export and low-carbon power import through panel GLS method. Also this study conducts comparative analysis before and after the introduction of 2005 ETS. The empirical result shows that the nuclear power increases both net power export and low-carbon power import while coal power decreases both net power export and low-carbon power import. On the other hand, the proportion of gas and renewables in fuel mix, power self-sufficiency ratio of neighboring countries, and electricity use per capita in industrial sector decrease the net export of electricity and increase the low-carbon power trade between countries. Also, power generation amounts of resource-rich countries and concentration ratio of power source increase the net power export but decrease the low-carbon power trade. Lastly, the share of tax in power tariff has a positive(+) effect on low-carbon power import. We can draw some meaningful policy implications from this study regarding the role of power trading countries, the relevant long term fuel mix for power trading and the contribution of active power trade to the green low-carbon growth.
