This study started from the question of what attitudes artists form when they receive public support and how these attitudes help them to continue their artistic careers. Although the process to make public aid policies requires a prior understanding of artists, the beneficiaries, there is a dearth of studies on the recipients of such aid. This study aims to examine public support for the arts and culture sectors from the aspect of psychological mechanism and, through an empirical study of artists, to explore the structural relationships between the public aid perceived by the artists and positive psychological capital, subjective well-being, and adherence to their artistic careers. To achieve these goals, the study consists of two parts, Study I and Study II, and survey questionnaires were distributed to professional artists aged 20 and older in fine arts (including literature, drawing, music, dance, theater acting, and traditional Korean music). Of the 540 respondents, those indicating that the aid was effective 405(75%) were used for the final analysis in Study I, and of those 405, 139(34%) that answered affirmatively to the question of whether or not they have received any subsidy were used for the final analysis in Study II. The following are the details. In Study I, the result of an independent sample t-test of the 405 respondents rejected Hypothesis 1 that stated “Subjective well-being differs depending on whether or not one has received government support” and accepted Hypothesis 2 that stated, “The intention to continue the art activities differs depending on whether or not one had received government support.” In Study II, the result of a structural equation modeling analysis of the 139 respondents that received government support rejected Hypotheses 1, 4, and 5, that stated “Public support is to be positively associated with positive psychological capital, Subjective well-being, and Adherence to their artistic career,” respectively. But it accepted Hypotheses 2 and 3 that stated “Positive psychological capital is to be positively associated with subjective well-being, and “Intention to adhere to arts respectively as well as Hypothesis 6 that expects subjective well-being has a positive effect on the adherence to arts. According to additional analysis of the relationship between positive psychological capital and the sub-factors of public support, a simple correlation coefficient analysis showed that the appraisal support only had a positive correlation with positive psychological capital. The mediating effect analysis based on this result found that the appraisal support through positive psychological capital has significance in subjective well-being and adherence to artistic careers at a 90% confidence interval. In conclusion, the results of Study I and II are as follows. First, in Study I, analysis of the differences between a group of artists who received public aid and a group who did not show that public support had no effect on the artists’ subjective well-being in either group, but the group receiving the aid had a stronger intention to stay in their career. However, in Study II, which only included the respondents who have received public aid and verified the relationships between public support and variants via six channels, all three channels started from public support were rejected, indicating that public support had little or no effect. This means that although public aid did have a substantial effect on the intention of the artist group who received aid to continue their artistic career, artists in general did not consider public support positive. Therefore, government institutions supporting arts and culture sectors should continuously communicate and cooperate with artists when developing public aid policies in order to improve artists’ subjective well-being and their commitment to continue their career. Secondly, the additional analysis confirmed the significance of the appraisal support for positive psychological capital, and the mediation analysis verified its indirect effect with a 90% confidence interval. In that sense, the appraisal support using the medium of positive psychological capital can be interpreted as having a low-level influence on artists’ subjective well-being and intention to continue their art activities. This indicates that the artists recognize the government aid as a positive resource despite their low appraisal of it. These findings suggest the need to improve relevant policies, which will complement the appraisal support in the future and eventually fulfill the artists’ expectations. The results of this study reveal theoretical and practical implications. The subjects and results hold great significance for arts studies, establishing a new extended theoretical model in the field. It can also expand the boundaries of research for public support policies and serve as an effective means to understand the role of public aid from the perspective of the beneficiary. From a practical viewpoint, this study examined the effect of public support on artists’ subjective well-being and willingness to continue their artistic careers and found a structural relationship in terms of a psychological mechanism. The findings can be utilized to evaluate the direction of public support for arts and culture and to make relevant policies in the future. This study’s measurement scale that has been verified for its validity and reliability through exploratory and confirmatory factor analysis can be used by subsequent studies.
