This study aimed to examine the effect of donors’ perception of public welfare and the donation motivation on the donation continuity. To this end, this study firstly explored the perceptions of public welfare and the donation motivations of those who had been periodically donating, and then empirically tested how this perceptual factors were forming a causal relationship with the long-term donation. This study was expected to reveal the personal and socioeconomic characteristics of long-term donors and to provide insights about the strategies to effectively mobilize private welfare resources. A survey was conducted for 4 weeks from June to July in 2020. Participants were recruited from members of a not-for-profit organization. A purposive sampling method was used to select participants, who completed the questionnaire in a self-administered way. 323 people in total participated in this study. It was found that the perception of public welfare had a direct effect on the continuity of donation, which was measured by two dimensions: actual donation period and intention for long-term donation. In further details, a higher level of preference to social welfare provided publicly rather than privately meant a shorter donation period. However, those who showed a stronger support for public welfare tended to show stronger intention for long-term donation. In short, a higher level of preference to public welfare reduced the donation period, but increased willingness to donate for a long period. The mediation analysis showed complex relationships. Firstly, perception of social welfare had an direct effect on the continuity of donation, but the effect was disappeared when donation motivation was put in the structural equation model as a mediating variable. In other words, donation motivation was found to have a complete mediation effect in the relationship between welfare perception and donation continuity. Secondly, this study divided the donation motivation into selfish and altruistic ones, and they produced inconsistent outcomes. That is, the selfish motivation had a positive effect on both donation period and donation intention. But, the altruistic motivation did not significantly increase donation period, although its positive effect on the long-term donation intention was maintained. Despite some discrepancies, the selfish and altruistic motivations were not seen to be opposing in their effect on motivation continuity. The findings of this study suggested that attention should be paid to donor motivations to further activate donation culture. In particular, selfish motivation was the significant factor that was underlying long-term donation. This implied that raising and maintaining selfish donor motivation through economic and other social compensations should be incorporated into the strategies to further attract donations and to lead them into the long-term practice.
