This critically studied the animal festivals in Korea in order to find ways for human and animal coexistence and to form a social discourse through raising the problem of animal cruelty occurring in Korean festivals. The scale and speed of growth of Korea's cultural tourism festivals have increased to the point of being called the “festival industry,” but there is no discussion about “animals themselves” as the existence of life being dealt with in the festival. Recently, Korea's representative cultural tourism festival is at the center of controversy over animal cruelty and animal violence, and the consciousness about the relationship between humans and animals is expanding into socio-cultural issues. This study began by examining the conflicts between the economic logic of the region and the bioethics of animal rights caused by the controversy over animal cruelty in these animal festivals, and finding ways to reconcile and coexist between humans and animals. For this study, first of all, studies dealing with animals in regional festivals and cultural tourism festivals were reviewed as prior studies. As a result, in Korean festivals, animals were treated from the perspective of anthropocentricism, not from the local economic logic and animals as the subject. The various researches between humans and animals ultimately became basic research to find ways to coexist with humans and animals in festivals. The methodology of this study is literature research and in-depth interviews. First of all, I researched the literature of all festivals including animal festivals and animal experience programs in Korean festivals. The literature research was targeted at the 2018 Biodiversity Foundation's' Investigation on the Current Status of Domestic Animal Use Festivals' and the Ministry of Environment's' A Study on the Development of Guidelines for Animal Use Local Festivals'. It was reinforced with documents acquired through field experience of In addition, we focused on festivals that are the most controversial due to “animal cruelty,” which is the Hwacheon Sancheoneo(Mountain Trout) Ice Festival, Hampyeong Butterfly Festival, Ulsan Whale Festival, and Cheongdo Cow Fighting Festival, which have their reputation and influence. The results of the analysis of the four major “animal cruelty” festivals are as follows. First, at the festival, animals were viewed as a tool for cultural tourism, not as an existence of life. Second, neglect of animal cruelty leads to human violence through internalization of violence. This leads to the need for a regulation, i.e., guidance on animal violence. Third, animal cruelty cannot form cultural values in festivals as cultural activities. Fourth, the designation of an official form can lead to a sense of trust and stability for tourists, thereby raising a critical consciousness of cruelty to animals, and losing the risk of infectious diseases caused by close contact with animals. In doing animal festival research, in-depth interviews with experts were conducted to capture the interests of the field and overcome the limitations of literature research. The result of the analysis of the in-depth interview was the first, and the perception of animal rights was able to confirm the perspective of the cultural tourism field and the animal right field. In the animal rights field, almost all festivals using animals in Korea have exploitative models, while in the field of culture and tourism, animals are recognized as' materials' that can be easily used as 'tools' for festivals. Second, it concerns the problems arising from the public form of animal festivals. The argument in the field of culture and tourism is that because the form of festivals provided by the government is certified in the public domain, all programs are certified as an act that can be enjoyed without any restrictions, and the problems related to the unconscious risk were examined. However, when it comes to responsibility and scope in public designation, experts in the two fields had opposite perceptions. Third, as a plan for coexistence with humans, the prerequisites for coexistence, obstacles to coexistence, and practical alternatives for coexistence were examined. The culture and tourism field argues that animal festivals should not be abolished due to the issue of animal rights and that the extraordinary experiences provided by the festival may be reduced. It was not a position. The conclusion that was confirmed while conducting in-depth interviews of the two conflicting experts was not an extreme argument such as the abolition of the animal festival, but to find a plan for the coexistence of animals and humans at the festival. Based on the conclusions obtained through the above studies, suggestions for coexistence of animals and humans at the festival are as follows. First, as a criterion for coexistence, it is proposed to prepare a “animal use guide” as a method to minimize the pain of animals. Second, in terms of policy for coexistence, the evaluation criteria and selection of animal festivals in cultural tourism festivals must be designed in consideration of the characteristics of animals. Third, from the viewpoint of practice for coexistence, various attempts must be made to realize artistic imagination and cultural approaches that can overcome animal exploitation or animal cruelty. The relationship between humans and nature must now escape the relationship of exploitation. The nature of capital was realized through the exploitation of animals, and humans were both helpers and helpers. The festival where animal cruelty has been practiced is an act that reverses ceaseless efforts to overcome the limits of modern times in view of the relationship between humans and nature.
