To explore the physical countermeasures against these uncertain threats, we analyzed and compared the features that appear in the current establishment of physical security controls and the characteristics that appear in the current uncertain threat Pandemics responses to create detailed physical security controls in each environment and, at the same time, the trends of future physical security developments and their expected vulnerabilities. The literature survey was based on the analysis of data related to physical security in foreign countries such as standards for security building facilities of the U.S. Department of Defense (DOD), anti-terrorism building standards, U.S. Federal Emergency Management Agency (FEMA), building safety management manuals for potential terrorist attacks, security barrier collision testing by the American Society of Testing and Materials (ASTM), standards for access control systems of the Underwriters Laboratories (UL), standards for access control systems of the International Electrotechnical Commission (IEC), standards for lighting security of the Illuminating Engineering Society of North America(IESNA), ISO27001 information protection standard, American Society for Industrial Security(ASIS) physical security principles, protection of assets, ASIS GDL FPSM-2009 facility physical security control guide and domestic related data such as Korean Industrial Standards, Crime Prevention Building Standards Notice by the Ministry of Land, Infrastructure and Transport (Ministry of Land, Infrastructure and Transport No. 2018-145), and Guidelines for Building Terrorism Prevention Design. Based on this, the final physical security control elements were organized through feasibility verification through a survey of physical security experts using Delphi techniques and Analytic Hierarchy Process (AHP) techniques were used to draw up the final conclusions. Electronic systems appeared to be of paramount importance at the upper layer of physical security controls in general and Pandemic environments, and access control systems at the middle layer. In addition, the electronic systems of the upper layer and the access control systems of the middle layer were more important in the Pandemic environment than in the general environment.
