Municipal waste has increased upon the increase in population, changes in living habits, mass consumption & production, and the increase in disposable products. These environmental problems make people's health and life more difficult; a time when our efforts and interests to protect the environment are more necessary than ever. Environmentally conscious actions are essential to prevent from occurring damages to the natural environment due to rapidly increasing waste problems and manage environmental conservation through recycling and practice of municipal waste. For these environmentally conscious actions, the general public's perception and intention are necessary during the policy-making process. Thus, this study intended to examine whether there is any difference in environmental behaviors between experts and the general public regarding environmental issues, a significant policy area. For the analysis, this study utilizes secondary survey data, "2019 Survey on the National Consciousness of Environmental Conservation," conducted by the Ministry of Environment. The intention of pro-environmental behavior is measured by respondents' willingness to pay additional municipal waste management costs. Currently, municipal residents pay approximately 33% of the overall municipal waste management, in which the price is reflected in the standard plastic garbage bag's user charge price. Based on the literature review, this study builds three hypotheses: first, environmental experts are likely to have more pro-environmental behaviors than that of the general public; second, the higher the degree of interest in environmental issues, the more likely they are to have pro-environmental behaviors-the willingness to pay more; third, people with environmental education experience will be more likely to have pro-environmental behaviors. This study employs the binomial logistic regression analysis to test hypotheses. This study includes groups of experts and the general public, individual interest in environmental issues, and environmental education experience in the model as explanatory variables. Respondents' satisfaction with municipal recycling performance and other individual characteristics are included as control variables. The analysis results are as follows. First, Environmental experts had more pro-environmental intentions than the general public concerning the management of municipal waste. Second, it found that the higher the degree of interest in environmental issues, the higher the willingness to make an additional payment for the management of municipal waste. Third, those who had experience in environmental education had a higher willingness to make an additional payment to manage municipal waste than those who did not. Therefore, it is time to need our efforts for and attention to protecting the environment more than ever before, as the whole world is now suffering from the "waste crisis." Based on these results, it will be needed to consider the differences in the consciousness between groups when the government prioritizes the environmental issues facing the living environment. From the policy side aspect, policy alternative should be arranged to support the general public so that they can be conscious of municipal waste and raise the issues. In the policy process, the government needs to consider supplier-side or experts and also listen to the people, who are the end-user and cost-bearer of public services. To this end, the government shall need to seek various ways to enhance people's awareness of their policies' specific contents. The people's voice can be heard via various briefing sessions, public hearings, and analysis of policy demand in all processes from the establishment to the enforcement of policies.
