This study is to discover counseling teachers’ development as counselors who are counseling inside of schools, through critical Incidents during counselors’ development process. Especially, among counseling teachers, those who have experience no more than 3 years, called novice counselors, are targeted to explore the process of counselors’ development. Specific issues of research are as follows: first, to find out the Incidents the novice counseling teachers, having experience no more than 3 years, experience during the development process of counselors, and second, to explore some change on them after experiencing those critical Incidents. To find the answers, an interview targeting 12 counseling teachers having experience no more than 3 years was conducted using Consensual Qualitative Research (CQR) to explore the critical Incidents during the development process of counselors. To summarize the result of this study: First, as a result of analysis, 5 areas of the expectation as a role of helping ‘students’ inside of ‘schools’, experience from counseling, counselors’ identities, counselors’ mental growth and effort to build counselors’ zone considering specificities of schools, and 22 categories were drawn. Second, 4 among 5 areas, the expectation as a role of helping ‘students’ inside of ‘schools’, experience from counseling, counselors’ mental growth and effort to build counselors’ zone considering specificities of schools, were discovered as significant experiences affecting counselors’ development as counseling teachers. It was discovered that counseling teachers, starting to counsel inside of school, have motivation and expectation as a role of helping ‘students’ inside of ‘schools’. The motivation and expectation affected counseling teachers’ on their development as counselors, either failed or achieved. With this driving force, counseling teachers experience achievement and failure for various counsels, struggling to help counselee students grown and recovered. Within this process, it was discovered counseling teachers gained self-efficacy as counselors, which they hadn’t had when starting counseling works and felt that they are growing. In addition, it was found that by meeting counselees, counseling teachers experienced to be mature as counselors and took next step of counselors’ development. Meanwhile, it was discovered those areas facilitate their growth, interacting the effort to understand specificity of ‘schools’ as counseling sites, and to build proper counselors’ zone inside of the site. Putting them together, counseling teachers recognized they are growing as counselors through their experiences of the four areas, and were exploring what they need to be more professional counselors in the future. The importance of this study is on highlighting the specificity of counseling teachers required to have distinctive roles from counselors in other institutes and helping them understand the counsel work in school, by exploring critical Incidents within development process of counseling teachers as counselors. Especially, the result of this study will help counseling teachers to understand their development as professional counselors, and help their trainers in the site to design comprehensive support and educational system. In addition, based on the result of this study, implications and limitations for follow-up study were suggested.
