통조림용 원료 가다랑어의 하역 후 냉동창고까지의 이송과 Clostridium botulinum에 의한 안전성 문제가 검토되어 있지 않고, 적용된 통조림이 쉽게 따는 캔 한정되어 있고, 안심따개 캔을 장착한 다랑어 통조림의 경우 적용된 바가 없다. 본 연구에서는 우리나라에서 안전한 가다랑어 기름담금 통조림의 가공 및 유통을 목적으로 다랑어 기름담금 통조림에 대한 국내외 기준규격, 원료의 운송, 안심따개 다랑어 기름담금 통조림의 생산 공정에 대한 위해 요인 평가 및 이를 토대로 한 안심따개 장착 가다랑어 기름담금 통조림의 HACCP plan 모델의 표준화를 시도하였다. 가다랑어(냉동 어류)에 대한 국내외 기준규격은 다음과 같다. 관능적 기준규격은 6건[형태/색, 신선도, 선별, 이물질, 냉동화상(동결 저장 중 변색, freezer burn), 중심온도]이, 생물학적 기준규격은 2건(일반세균수 및 대장균)이, 화학적 기준규격은 9건[벤조피렌, PCBs, 히스타민, 중금속 4건(납, 카드뮴, 총수은, 메틸수은), 방사능(134Cs+137Cs 및 131I)]이, 기타 기준규격으로 총 17건이 제시되어 있다. 국외 기준규격은 다음과 같다. 미국은 생물학적 기준규격이 2건(staphylococcus aureus, Salmonella spp.), 화학적 기준규격이 6건(PCBs, 히스타민, 메틸수은, 방사능 3건 중 134Cs +137Cs, 131I, 기타(239Pu, 90Sr)으로 총 8건이, 중국은 관능적 기준규격이 3건(성상, 이미·이취, 신선도), 화학적 기준규격이 10건(휘발성염기질소 함량, PCBs, 히스타민, 중금속 5건 중 납, 카드뮴, 메틸수은, 무기비소, 크롬, 방사능 2건 중 134Cs+137Cs, 131I)으로 총 13건이, 일본은 화학적 기준규격만이 6건(PCBs, 중금속 2건 중 총수은, 무기비소, 방사능 2건 중 134Cs+137Cs, 기타(239Pu, 235U)이, CODEX는 관능적 기준규격이 2건(이미·이취, 이물질), 화학적 기준규격이 위한 주원료인 냉동 가다랑어는 운송 중 선도 저하가 인지되지 않아 이의 안전관리 인증기준(안)은 다음과 같이 제안하였다. 관능적 기준(안)은 성상(적합), 이물(적합), 사이즈 선별(유사한 크기 적합), 신선도(적합), 건조 및 냉동 화상(적합), 중심온도(-18℃ 이하)와 같은 6항목, 생물학적 기준(안)은 일반세균수(106 이하), 대장균(불검출)과 같은 2항목, 화학적 기준(안)은 히스타민(100 mg/kg 이하), 벤조피렌(2.0 ㎍/kg 이하) PCBs (0.3 mg/kg 이하), 중금속 중 납(0.5 mg/kg 이하), 카드뮴(0.2 mg/kg 이하), 메틸수은(1.0 mg/kg 이하), 방사능 중 134Cs+137Cs (100 Bq/kg 이하), 131I (100 Bq/kg 이하)와 같은 g/kg 이하)과 같은 3항목을 제안하였고, 카놀라유의 경우 화학적 기준(안)이 산가(0.6 mg KOH/g oil 이하), 요오드가(95-127 g/100 g), 벤조피렌(2.0 μg/kg 이하), 중금속 중 납(0.1 mg/kg), 비소(0.1 mg/kg 이하)와 같은 5항목을 제안하였으며, 다시마 추출물의 경우 생물학적 기준(안)이 대장균(n=5, c=1, m=0, M=10), 식중독세균 중 Bacillus cereus (104 CFU/g 이하), 기타 8종(Staphylococcus aureus, Salmonella spp., Vibrio parahaemolyticus, Listeria monocytogenes, Enterohemorrhagic Escherichia coli, Clostridium perfringens, Campylobacter jejuni/coli, Yersinia enterocolitica)(음성)과 같은 10항목을, 화학적 기준(안)이 타르색소(불검출), 보존료 중 안식향산(0.2 g/kg 이하), 소브산(1.0 g/kg 이하)과 같은 3항목을 제안하였다. 위생성을 갖춘 안심따개 부착 가다랑어 기름담금 통조림의 제조를 위한 멸균 공정(CCP-1B) 이후의 위생안전관리 기준(안)은 생물학적 기준(안)이 EHEC (음성), Listeria monocytogenes (음성), Clostridium botulinum (음성) 등과 같은 3항목을, 물리적 기준(안)은 멸균온도 115±2℃, 멸균시간 65분, 냉각시간 20분, 압력 1.8±0.2 kgf/cm2 등과 같은 4항목을 제안하고, HACCP plan에 따라 멸균할 때 마다 모니터링을 실시하고 기록유지를 제안하였다. X-ray 검출 공정(CCP-2P)은 금속 이물(Fe 1.5 mmΦ 이상), 돌(2.0 mmΦ 이상), 뼈(길이 9.0 mm 이상, 두께 8.0 mm 이상)를 모두 불검출로 제시하고, 작업 시작 전, 작업 중 2시간마다, 작업 종료 후에 모니터링을 실시하고 기록 유지할 것을 제안하였다. 또한, 작업환경 기준(안)은 멸균공정 이후에 공중낙하균의 경우 일반세균수(100 CFU/plate/15 min 이하), 대장균군(불검출)을, 작업자 손의 위생상태의 경우 일반세균수(100 CFU/100 cm2 이하), 대장균군(불검출) 및 Staphylococcus aureus (불검출)를, 작업도구(테이블에 한함) 위생상태의 경우 일반세균수(100 CFU/100 cm2), 대장균군(불검출)을 기준규격(안)으로 제안하였다. 안심따개 부착 가다랑어 기름담금 통조림 최종제품에 대한 위생안전관리 기준(안)은 다음과 같다. 관능적 기준(안)은 성상(적합), 이물(적합), 밀봉부(적합), 가온보존 후 형태(적합)로 4항목을, 생물학적 기준(안)은 세균발육(음성), 일반세균수(불검출), 대장균 및 Staphylococcus aureus 불검출), Bacillus cereus (불검출), EHEC, Salmonella spp., Listeria monocytogenes, Vibrio parahaemolyticus, Clostridium botulinum, Clostridium perfringens, Yersinia enterocolitica, Campylobacter jejuni/coli (모두 음성)으로 13항목을, 화학적 기준(안)은 산가( 5.0 mg KOH/g 이하), 과산화물가(60 meq/kg 이하), 히스타민(100 mg/kg 이하), 벤조피렌(2.0 ㎍/kg 이하), PCBs (0.3 mg/kg 이하), 중금속 중 납( 0.5 mg/kg 이하), 카드뮴(0.2 mg/kg 이하), 메틸수은(1.0 mg/kg 이하), 주석(150 mg/kg 이하), 방사능 중 134Cs+137Cs (100 Bq/kg 이하), 131I (100 Bq/kg 이하)으로 11항목을, 기타 기준(안)은 진공도(적절), 고형물 총량(73% 이상) 및 내용물 총량(90% 이상) 3항목을 제안하였다. 이상의 안심따개 부착 가다랑어 기름담금 통조림의 원료, CCP 및 최종제품에 대한 위생 안전관리 기준(안)의 결과로 미루어 보아, 본 연구에서 제시한 개발제품의 원료, CCP 및 최종제품에 대한 위생 안전관리 기준(안)이 분석기관 및 자가품질 분석과 관계없이 모두 기준치 이하이어서 적합한 것으로 나타났다. 따라서, 가다랑어 기름담금 통조림의 원료, CCP 및 최종제품에 대하여 제시한 위생 안전관리 기준(안)은 안전성 확보를 위한 위생 안전관리 기준으로 사용이 가능할 것으로 판단되었다.

HACCP plan에 따라 멸균할 때 마다 모니터링을 실시하고 기록유지를 제안하였다. X-ray 검출 공정(CCP-2P)은 금속 이물(Fe 1.5 mmΦ 이상), 돌(2.0 mmΦ 이상), 뼈(길이 9.0 mm 이상, 두께 8.0 mm 이상)를 모두 불검출로 제시하고, 작업 시작 전, 작업 중 2시간마다, 작업 종료 후에 모니터링을 실시하고 기록 유지할 것을 제안하였다. 또한, 작업환경 기준(안)은 멸균공정 이후에 공중낙하균의 경우 일반세균수(100 CFU/plate/15 min 이하), 대장균군(불검출)을, 작업자 손의 위생상태의 경우 일반세균수(100 CFU/100 cm2 이하), 대장균군(불검출) 및 Staphylococcus aureus (불검출)를, 작업도구(테이블에 한함) 위생상태의 경우 일반세균수(100 CFU/100 cm2), 대장균군(불검출)을 기준규격(안)으로 제안하였다. 안심따개 부착 가다랑어 기름담금 통조림 최종제품에 대한 위생안전관리 기준(안)은 다음과 같다. 관능적 기준(안)은 성상(적합), 이물(적합), 밀봉부(적합), 가온보존 후 형태(적합)로 4항목을, 생물학적 기준(안)은 세균발육(음성), 일반세균수(불검출), 대장균 및 Staphylococcus aureus 불검출), Bacillus cereus (불검출), EHEC, Salmonella spp., Listeria monocytogenes, Vibrio parahaemolyticus, Clostridium botulinum, Clostridium perfringens, Yersinia enterocolitica, Campylobacter jejuni/coli (모두 음성)으로 13항목을, 화학적 기준(안)은 산가( 5.0 mg KOH/g 이하), 과산화물가(60 meq/kg 이하), 히스타민(100 mg/kg 이하), 벤조피렌(2.0 ㎍/kg 이하), PCBs (0.3 mg/kg 이하), 중금속 중 납( 0.5 mg/kg 이하), 카드뮴(0.2 mg/kg 이하), 메틸수은(1.0 mg/kg 이하), 주석(150 mg/kg 이하), 방사능 중 134Cs+137Cs (100 Bq/kg 이하), 131I (100 Bq/kg 이하)으로 11항목을, 기타 기준(안)은 진공도(적절), 고형물 총량(73% 이상) 및 내용물 총량(90% 이상) 3항목을 제안하였다. 이상의 안심따개 부착 가다랑어 기름담금 통조림의 원료, CCP 및 최종제품에 대한 위생 안전관리 기준(안)의 결과로 미루어 보아, 본 연구에서 제시한 개발제품의 원료, CCP 및 최종제품에 대한 위생 안전관리 기준(안)이 분석기관 및 자가품질 분석과 관계없이 모두 기준치 이하이어서 적합한 것으로 나타났다. 따라서, 가다랑어 기름담금 통조림의 원료, CCP 및 최종제품에 대하여 제시한 위생 안전관리 기준(안)은 안전성 확보를 위한 위생 안전관리 기준으로 사용이 가능할 것으로 판단되었다.

Canned food is one of the representative processed long-term preserved foods which enables seafood to maintain its freshness against quick freshness degradation occurring after a catch. As a result, there is many canned food that utilises seafood products, and among them, canned tuna accounts for more than half of the part. Recently, canned containers and lids have been applied for various purposes due to their convenience, low unit prices, and diversity in usages. When comparing to retort foods, there was no tab on the early form of canned food, so it was such an inconvenient that a separated opener was essential to open the can, but as 'the easy opening end can' widely spread, the difficulty of opening can end has been improved. Although now it converted to 'the easy-peel end can' making better these safety issues considering the fact that 'the easy opening end can' has been exposed to several problems such as cut injury when opening cans, 'the easy-peel end can' can lead to damage on sealing part and difficulty in storage because of the reduced degree of vacuum. Nevertheless, it requires some developments like HACCP Plan to control the safety issue of 'the easy-peel end', the review of these matters has not been attempted. HACCP certification currently applied to companies producing canned tuna in oil does not review the safety issues caused by Clostridium botulinum and transportation to the refrigeration warehouse after unloading skipjack tuna, which is the raw material of canned 'tuna in oil' also, the applied canned food is limited to 'the easy opening end can' only moreover it has not been applied in the canned tuna installed 'the easy-peel end'. In this study, we assess the domestic and foreign criterion standard of canned 'tuna in oil', transportation of raw material, the main factor that harms to processing of canned tuna in oil with 'the easy-peel end' with the purpose of safe processing and distribution of canned 'tuna in oil' in Korea and based on these facts we also attempt to standardise the HACCP Plan model for the canned 'tuna in oil' installed 'the easy-peel end'. The domestic and foreign criterion standard for skipjack tuna (frozen fish) is as follows: there are a total of 17 cases presented - 6 cases in the sensual criterion standard [shape/colour, freshness, screening, foreign substances, freezer burns (discoloration during freeze storage), 2 cases in the biological criterion standard [viable cell counts and Escherichia], 9 cases in the chemical standard [benzopyrene, PCBs, histamine, heavy metals (lead, cadmium, total mercury, methyl mercury, radioactivity (134Cs+137Cs and 131I)] and the rest in others criterion standard. The foreign standards are as follows: the U.S.A has a total of 8 cases - 2 cases in the biological criterion standard [staphylococcus aureus, Salmonella spp.] and 6 cases in the chemical criterion standard [PCBs, histamine, methyl mercury, 3 cases from radioactivity - 134Cs+137Cs, 131I and others (239Pu, 90Sr)]. As for China, there are total 13 cases presented – 3 cases in the sensual criterion standard [nature and character, foul flavour·small, freshness], 10 cases in the chemical criterion standard [volatile base nitrogen content, PCBs, histamine, 5 cases from heavy metal - lead, cadmium, methyl mercury, arsenic, chrome and 2 of radioactivity cases - 134Cs+137Cs, 131I]. In case of Japan, it is only a total of 6 in the chemical criterion standard [PCBs, 2 of heavy metal cases - total mercury, arsenic, 2 cases of radioactivity cases - 134Cs+137Cs and others (239Pu, 235U)]. CODEX has 9 cases in total - 2 cases in the sensual criterion standards [foul flavour·small, foreign body] and 7 cases in the chemical criterion standard [histamine, 2 of heavy metal cases - lead, methyl mercury, 4 of radioactivity cases - 134Cs+137Cs, 131I and others (90Sr, 239Pu)]. Vietnam presents a total of 16 cases - 6 cases in the biological criterion standard [viable cell counts, E. coli, Staphylococcus aureus, Vibrio parahaemolyticus, Clostridium perfringens, Salmonella spp.] 10 cases in the chemical criterion standard [histamine, 6 of heavy metal cases - lead, cadmium, arsenic, zinc, copper, tin, radioactivity - 134Cs+137Cs, 131I and others (which are limited to the seafood products produced in nuclear-related regions - 238Pu, 239Pu, 240Pu, 241Am, 90Sr, 106Ru, 129I, 235U, 35S, 60Co, 89Sr, 103Ru, 144Ce, 192Ir, 3H, 14C, 99Tc)]. As for Korea food code, it is adopting 3 kinds of food types [common criterion standards for general food, other processed seafood products, lone-term preserved food (canned food)] so there is a case of the sensual criterion standard (nature and character), 12 cases of the biological criterion standard (bacteria development, number of viable cell counts, Enterohemorrhagic E. coli, Staphylococcus aureus, Salmonella spp., Listeria monocytogenes, Vibrio parahaemolyticus, Bacillus cereus, Clostridium botulinum, Clostridium perfringens, Yersinia enterocolitica, Campylobacter jejuni/coli) and 6 cases of the chemical criterion standard [acid value, peroxide value, histamine, tin, 2 of radioactivity - 134Cs+137Cs and 131I)]. Among the foreign criterion standards, no countries have presented the sensual criterion standard, but the remaining standards have been proposed. In the U.S.A, there are a total of 6 cases presented, 1 in the biological criterion standard (Staphylococcus aureus), 5 in the chemical criterion standard [PCBs, methyl mercury, 3 from radioactivity - 134Cs+137Cs, 131I, and others(239Pu, 90Sr). Yet freshness degradation during the transportation for frozen skipjack tuna, the main ingredient, to manufacture canned 'tuna in oil' has not been recognised, so we suggest the safety control qualification standard (proposed) about this matter as following: the sensual standard (proposed) including 6 categories - nature and character (pass), foreign body (pass), sorting sizes (pass with similar size), freshness (pass), dry and freezer burns (pass), core temperature (≤-18℃), the biological standard (proposed) including 2 categories like the number of viable cell counts (≤106 CFU), Escherichia coli (non-detected), the chemical standard (proposed) counting 8 categories - histamine (≤ 100 mg/kg), cadmium (≤0.2 mg/kg), methyl mercury (≤1.0 mg/kg) 134Cs+137Cs from radioactivity (≤100 Bq/kg), 131I (≤100 Bq/kg) and for the physical standard, 1 category - storage temperature (≤ -18℃) is proposed. The safety control qualification standard (proposed) for vegetable juice, canola oil, kelp extract as the infused fluid is suggested as follows: for the common standards (proposed) of their safety control qualification standard (proposed), we offer 4 categories - nature and character (pass), foreign body (pass) 131I from radioactivity (≤100 Bq/kg) and 134Cs+137Cs (≤100 Bq/kg). The safety control qualification standard (proposed) for components of the infused fluid, excluding these common standards (proposed), in the case of vegetable juice, there are 10 suggested categories for the biological standard (proposed) - Bacillus cereus (≤ 104 CFU/g) from E. coli, food poisoning bacteria, 8 kinds of others (Staphylococcus aureus, Salmonella spp., Vibrio parahaemolyticus, Listeria monocytogenes, Enterohemorrhagic Escherichia coli, Clostridium perfringens, Campylobacter jejuni/coli, Yersinia enterocolitica) (negative), 3 suggested categories for the chemical standard (proposed) - tar pigment (Not detected), benzoic acid from preservatives (≤0.2 g/kg), sorbic acid (≤1.0 g/kg). For the hygienic safety control standard (proposed) after the sterilization process (CCP-1B) for the manufacturing of hygienic canned 'tuna in oil' equipped with 'the easy-peel end can', we suggest 3 categories in the biologic standard (proposed) such as EHEC (negative), Listeria monocytogenes (negative), Clostridium botulinum (negative), 4 in the physical standard such as Sterilization temperature 115±1℃, sterilization time 65 minutes, cooling time 20 minutes, pressure 1.8±0.2 kgf/cm2 and also to monitor and documentation records after per sterilization performed according to the HACCP plan. As for X-ray detection process followings are offered - (CCP-2P), metal foreign objects (≥ Fe 1.5 mmΦ), stones (≥ 2.0 mmΦ), and bones (≥ 9.0 mm in length and ≥ 8.0 mm in thickness) as non-detectable, in addition to this, it was also proposed to carry out monitoring and documenting records before the start of work, every 2 hours during work, after the finish of work. Also, for the work environment standards (proposed) followings are suggested as criterion standard (proposed), in case of the air-borne bacteria – viable cell counts (10 CFU/100 cm2 or less), coliform group (non-detected) and Staphylococcus aureus (non-detected), the hygienic status of working tool (table only) - viable cell counts (100 CFU/100 cm2 or less) coliform group (non-detected). At last, the hygienic safety control standards (proposed) for the final product of canned 'tuna in oil' with 'the easy-peel end can' are as follows: 4 categories in the sensual standard (proposed) - nature and character (pass), foreign body (pass), seaming part (pass), shape after thermal preservation process, 13 items in the biological standard (proposed) - Bacillus cereus (non-detected), EHEC, Salmonella spp., Listeria monocytogenes, Vibrio parahaemolyticus, Clostridium botulinum, Clostridium perfringens, Yersinia enterocolitica, Campylobacter jejuni/coli (all negative), 11 items in the chemical standard (proposed) - acid value ( 5.0 mg KOH/g or less), peroxide value (60 meq/kg or less), histamine (100 mg/kg or less), benzopyrene (2.0 ㎍/kg or less), PCBs (0.3 mg/kg or less), from heavy metal, lead (0.5 mg/kg or less), cadmium (0.2 mg/kg or less), methyl mercury (1.0 mg/kg or less), tin (150 mg/kg or less), from radioactivity, 134Cs+137Cs (100 Bq/kg or less), 131I (100 Bq/kg or less) and 3 other standards (proposed) - degree of vacuum (appropriate), solid body and total contents (73% or more) and net contents (90% or more). With given results so far for the hygienic safety control standards (proposed) covering the raw materials of canned 'tuna in oil' with 'the easy-peel end can', CCP and the final product, the hygienic safety control standards (proposed) which presented in this study for raw materials of development product, CCP and the final product, because all items are below the standard, they were found as appropriate regardless of the analysis institution and self-qualify analysis. Thus, it was determined that the suggested hygienic safety control standards (proposed) for raw materials of canned 'tuna in oil', CCP and the final product could be used as a hygienic safety control standard.
