우리나라의 지역축제는 지방자치제가 시행된 1995년부터 중앙정부 차원 의 문화관광축제 육성정책과 지방정부의 지역축제 활성화 정책에 따라 축 제산업은 급속한 양적성장을 이루었다. 하지만 현재는 지역축제의 양적 성 장에 따른 비판적 시각으로 인해 질적 성장을 추구하고 있는 시점에 있다. 현대의 지역축제는 단순히 지역홍보 또는 지역의 특산품을 판매하려는 것이 아니라 지역의 대표성을 갖고 해당지역을 연상하면 떠오르게 되는 랜드마크의 개념으로 그 의미와 가치가 점차 확대되고 있다. 이에 따라 지자체들은 지역경제 활성화와 지역경쟁력 강화를 위해 지역 이 개발, 운영하고 있는 지역축제의 브랜드화를 추진하고 있지만 전국 기 초자치단체에서 시행하고 있는 지역축제의 수에 비하면 지역축제의 브랜 드 전략은 다른 분야에 비해 아직까지도 소홀히 하고 있어, 향후 축제 관 련 권리분쟁도 우려되고 있는 실정이다. 한편, 지방의 많은 도시들이 인구감소, 산업구조의 변화, 주거 환경의 노 후화 등으로 낙후 및 쇠퇴하는 과정에 있다. 이에 지방도시들은 지역의 역 량을 강화하고 지역이 보유한 자원을 활용하여 경제적, 사회적, 환경적으 로 도시를 활성화시키고 이를 통해 도시 이미지 제고 및 지역주민의 애착 심을 향상시키기 위한 다양한 사업을 추진하고 있다. 이에 본 연구는 축제 브랜드전략을 적극적으로 추진하고 있는 강릉 커피 축제를 중심으로 축제 브랜드자산, 축제성과, 도시이미지 및 장소애착 간 의 관계를 실증분석하고, 이를 통해 지역축제의 성공적인 브랜드 전략을 수립하는데 필요한 기초자료를 제공하고, 축제 브랜드자산을 활용하여 지 역 관광산업 및 경제?사회?문화적 활성화와 더불어 도시이미지 제고 및 지역주민의 애착심을 향상하기 위한 시사점을 제시하는데 그 목적이 있다. 이상의 연구목적을 달성하기 위해 국내외 전문서적, 연구논문, 강릉커피 축제 평가보고서 등을 통해 문헌연구를 진행하였고, 실증연구에서는 제11 회 강릉커피축제 개최 장소인 강릉 아레나 커피축제 행사장 및 안목 커피 거리를 방문한 지역주민을 대상으로 총 400부의 설문지를 1차(2019년 10 월 3일)와 2차(2019년 10월 4일)로 나누어 배포하고 그중 회수되지 않았거 나 불성실한 응답을 한 34부를 제외한 366부를 대상으로 실증분석을 실시 하였다. 설문조사를 통해 수집된 자료는 SPSS 22.0 프로그램을 이용하여 빈도분석, 기술통계분석, 신뢰도 분석, 탐색적 요인분석, 다중 회귀분석을 실시하였고, Amos 18.0 프로그램을 이용하여 확인적 요인분석 및 타당성 분석, 구조방정식 분석을 실시하였다. 본 연구의 모형검증 결과, 대부분의 적합도 지수가 권장기준을 충족하고 있어 본 연구모형은 적합한 것으로 나타났고, 가설1 ‘축제 브랜드자산은 축제성과에 유의한 영향을 미칠 것이다.’, 가설2 ‘축제 브랜드자산은 도시 이미지에 유의한 영향을 미칠 것이다.’, 가설3 ‘축제 브랜드자산은 장소애 착에 유의한 영향을 미칠 것이다.’, 가설4 ‘축제성과는 도시이미지에 유의 한 영향을 미칠 것이다.’, 가설5 ‘축제성과는 장소애착에 유의한 영향을 미 칠 것이다.’, 가설6 ‘도시이미지는 장소애착에 유의한 영향을 미칠 것이다.’ 는 모두 채택되었다. 이러한 연구결과를 바탕으로 학문적, 실무적 시사점을 제시하면 다음과 같다. 먼저 학문적 시사점으로 첫째, 브랜드자산에 대한 연구들이 대부분 기업 경영 측면에서 진행되어져 왔는데, 본 연구에서는 지역축제에 브랜드자산 의 개념을 적용하여 축제 브랜드자산과 축제성과, 도시이미지 및 장소애착 간의 복합적인 영향관계를 실증적으로 규명하였다는 것에 의의가 있다. 둘째, 축제 브랜드자산은 축제성과, 도시이미지, 장소애착에 긍정적인 영 향을 미치는 것으로 나타났는데 이는 축제 브랜드자산의 역할 및 중요성 과 함께 지자체들의 축제 브랜드관리는 매우 중요한 과제라는 것을 시사 하고 있다. 셋째, 본 연구에서 도출된 축제 브랜드자산, 축제성과, 도시이미지, 장소 애착의 측정변수들은 신뢰성 및 타당성이 확보되어 후속 연구에서도 사용 될 수 있음을 시사한다. 특히 축제성과의 경우 대부분의 연구들이 경제, 사 회, 문화, 관광산업 등 긍정적인 측면에서만 성과가 연구되었는데 반해, 본 연구에서는 축제성과에 부정적인 성과를 포함하였다는 점에서 선행연구들 과 차별되며, 학문적 의의가 있다. 넷째, 본 연구는 연구대상을 축제 개최지역의 지역주민을 대상으로 한정 하였다는 점에서도 기존의 연구들과 차별성을 가진다. 대부분의 선행연구 들은 타 지역 방문객들을 포함하여 축제성과나 도시이미지 등을 측정하였 는데, 본 연구에서는 지역주민을 대상으로 하여 실제 지역사회에서 나타난 축제성과를 측정하였기 때문에 보다 현실적인 접근을 시도하였다. 다섯째, 지방의 중소도시나 구도심들은 인구가 감소하며 지역이 낙후되 는 문제들이 발생하고 있는데 본 연구에서는 지역주민을 대상으로 지역에 대한 애착심을 향상시킬 수 있는 영향요인들을 실증 규명하였다는 점에서 학문적으로 큰 의미가 있다고 판단된다. 다음으로 실무적 시사점으로 첫째, 축제 브랜드자산은 축제성과, 도시이 미지, 장소애착에 유의한 긍정적인 영향을 미치는 것으로 나타났다. 이러 한 결과는 축제의 차별성, 독특한 이미지, 활기찬 분위기, 특별한 경험제 공, 축제 진행요원의 서비스, 축제장내 식음료 품질, 축제 프로그램, 관람 시설 등의 강화는 축제의 성과 및 도시이미지를 제고하고 장소 애착심에 긍정적인 영향을 미친다는 것을 의미한다. 둘째, 축제 브랜드인지도는 축제성과의 환경적 성과에 음(-)의 영향을 미치며, 축제 브랜드이미지와 축제 브랜드품질은 환경적 성과에 유의한 영 향이 없는 것으로 나타났다. 이는 커피축제의 브랜드인지도가 상승할수록 방문객의 증가로 인해 환경적인 측면에서 축제의 부정적인 성과가 나타난 다는 것을 의미한다. 따라서 방문객 증가로 인한 축제장의 소음이나 주변 교통체증, 쓰레기 등을 최소화하고 이를 통해 기존 커피축제의 브랜드이미 지에 깨끗하고 친환경적인 이미지를 추가적으로 구축할 필요가 있다. 셋째, 축제 브랜드인지도는 축제성과 중 경제적 성과에 유의한 영향관계 가 없는 것으로 나타났다. 이러한 결과는 방문객들이 단지 커피축제를 잘 알고 쉽게 떠올릴 수 있다고 해서 경제적 성과로 이어지지는 않는 다는 것 을 의미한다. 따라서 축제의 홍보는 커피축제만의 차별화된 개성이나 독특 한 이미지 및 다양한 프로그램에 관한 것으로 잠재방문객들에게 흥미를 유발하여 실제 방문으로 이어지도록 하고 이와 함께 축제 브랜드이미지와 브랜드품질 제고를 통해 축제의 경제적 성과를 제고해야 할 것이다. 넷째, 축제성과 중 경제적, 사회문화적, 관광적 성과는 도시이미지에 긍 정적인 영향을 미치는 것으로 나타났다. 따라서 강릉의 도시이미지를 향상 시키기 위해서는 먼저 축제를 통해 지역주민의 고용증대 및 소득 증대에 기여하고 지역특산품의 홍보 및 판매의 장으로 활용하여 지역경제를 활성 화하는 노력이 필요하다. 또한 지역주민의 축제참여를 유도하여 지역주민 들의 화합과 자긍심을 고취시켜야 할 것이다. 관광적 측면에서는 방문객들 에게 지역내 관광지를 홍보하고, 지속적으로 새로운 관광지를 개발하여 강 릉의 관광산업이 활성화되면 도시이미지 제고는 물론, 관광관련 업종의 증 가로 지역주민의 고용증대에도 기여하게 될 것이다. 다섯째, 축제성과 중 환경적 성과는 도시이미지의 인지적 이미지와 정서 적 이미지 모두 음(-)의 영향을 미치는 것으로 나타났다. 따라서 강릉의 도시이미지 제고를 위해서는 커피축제를 쓰레기가 발생하지 않는 친환경 축제의 운영 및 환경오염의 최소화로 친환경적인 축제 브랜드이미지를 구 축하고 도시이미지를 긍정적으로 인식할 수 있도록 해야 할 것이다. 여섯째, 축제성과 중 관광적 성과와 사회문화적 성과는 장소애착의 장소 의존성과 장소정체성에 정(+)의 영향을 미치며, 환경적 성과는 장소정체성 에 음(-)의 영향을 미치고, 경제적 성과는 장소애착에 유의한 영향을 미치 지 않는 것으로 나타났다. 따라서 커피축제의 개최는 단기간으로 보면 축 제와 직접적인 관련이 있는 주민들에게만 경제적 성과가 나타나고 소음, 교통체증, 환경오염 등의 문제가 발생할 수 있지만 도시이미지 향상 및 지 역주민의 화합, 지역 인프라 확충, 관광기반시설 및 편의시설 확충 등의 사 회문화적 성과와 관광적 성과는 장기간으로 보았을 때 도시 전반적인 활 성화에 기여한다는 인식이 필요하다. 따라서 장기적인 관점에서 지역주민 들의 참여와 지지를 이끌어 내는 것이 중요하다고 하겠다. 일곱째, 도시이미지는 지역주민의 장소의존성과 장소정체성에 유의한 정(+)의 영향을 미치는 것으로 나타났다. 따라서 강릉은 커피축제에 대한 브랜드 정체성을 확고히 하는 한편 축제 브랜드자산 및 축제성과 제고를 통해 커피축제의 도시로 이미지를 향상시켜야 할 것이다.

Since 1995, when the local system of autonomy was implemented, Korea’s local festival industry has achieved rapid quantitative growth in accordance with the central government’s policy to foster cultural tourism festivals and the local government’s policies to activate regional festivals. However, nowadays, qualitative growth is being pursued due to a critical view of the quantitative growth of local festivals. Modern local festivals are becoming landmarks that remind a region of the representations of the region, and their meaning and value are gradually expanding beyond simply promoting local products or selling local specialties. Accordingly, local governments are promoting branding of local festivals developed and operated by regions to revitalize the local economy and strengthen regional competitiveness. However, compared to the number of local festivals implemented by national primary local governments, the brand strategies of local festivals is still neglected compared to other fields. There are also concerns about rights disputes related to festivals in the future. In addition, many local cities are falling behind and in decline due to declining population, changes in industrial structure, and aging residential environment. Accordingly, local cities are promoting various projects to enhance their image and to enhance the attachment of local residents by reinforcing local capabilities and utilizing local resources to revitalize cities economically, socially, and environmentally. Therefore, this study empirically analyzed the relationship between festival brand equity, festival performance, city image, and place attachment centering on the Gangneung Coffee Festival, which is actively promoting the festival brand strategy. Through this, the purpose is to provide the basic data necessary to establish a successful brand strategy for local festivals, present implications for promoting the local tourism industry and economic, social, and cultural activities, as well as ways to enhance the image of the city and the attachment of local residents for it using the brand equity of the festival. In order to achieve the above research purpose, literature review was conducted through domestic and foreign professional books, research papers, and evaluation reports of the Gangneung Coffee Festival. In the empirical study, a total of 400 questionnaires for local residents who visited the Gangneung Arena Coffee Festival, the venue of the 11th Gangneung Coffee Festival and Anmok Coffee Street, were surveyed on October 3, 2019. Empirical analysis was conducted on 366 questionnaires, excluding 34 copies that were not returned or deemed to be insincere responses. For the data collected through the survey, frequency analysis, descriptive statistics analysis, reliability analysis, exploratory factor analysis, and multiple regression analysis were performed using the SPSS 22.0 program. Using the Amos 18.0 program, confirmatory factor analysis, feasibility analysis, and structural equation model analysis were performed. As a result of model verification in this study, most of the goodness-of-fit values met the recommended criteria, so this study model was found to be suitable. In the empirical study, a total of 400 questionnaires for local residents who visited the Gangneung Arena Coffee Festival, the venue of the 11th Gangneung Coffee Festival and Anmok Coffee Street, were surveyed on October 3, 2019. Empirical analysis was conducted on 366 questionnaires, excluding 34 copies that were not returned or deemed to be insincere responses. For the data collected through the survey, frequency analysis, descriptive statistics analysis, reliability analysis, exploratory factor analysis, and multiple regression analysis were performed using the SPSS 22.0 program.
