여성근로자의 고용상 성차별 경험 변화 및 영향요인 연구 : 잠재성장모형 다집단분석을 통한 적극적 고용개선조치 적용사업장 여부에 따른 차이 분석 A Study on the Changes and Influences of Gender Discrimination Experience in Employment of Female Workers원문보기

This study examines how female workers' experiences of gender discrimination in employment change over time and To resolve structural discrimination, we will see if the government's Affirmative Action affect the actual change in female workers' experiences of gender discrimination. We also want to check whether there are any differences in factors that affect the experience of gender discrimination in employment depending on whether Affirmative Action are applied. For this purpose, the 5th(2014), 6th(2016), and 7th(2018) sets of Korean Women Manager Panel data were used by Korea Women's Development Institute, 1,694 female workers were included for the final analysis. The main analysis was conducted to determine whether there are differences in the characteristics of major variables depending on whether the workplace actively applies Affirmative Action or not. In addition, Unconditional Latent Growth Modeling were analyzed to examine the longitudinal changes in the employment gender discrimination experience of female workers over time. Through a Multi-Group Analysis, we looked at the differences in employment gender discrimination experiences depending on whether or not businesses apply Affirmative Action. Finally, Conditional Latent Growth Modeling was conducted to examine the differences between the businesses applying Affirmative Action to the factors that affect the change in employment gender experience. The main findings of this study are as follows. First, it was analyzed that the growth trajectory of female workers' experiences of gender discrimination in employment decreased overall over time, and that there was no difference in the extent of the reduction in employment gender discrimination experience depending on whether the workplace actively applies Affirmative Action. Second, the experience of gender discrimination in employment at all businesses, those without Affirmative Action, and those applying Affirmative Action tended to decrease from 2014 to 2018, but there was no difference in the degree of change depending on the initial value. Third, in the case of businesses that do not apply Affirmative Action, age, final education, and wages among demographic factors showed significant effects on the growth track of female workers' experiences of gender discrimination. In terms of organizational culture factors, CEO philosophy and family-friendly culture both had a significant effect on the growth track of female workers' experiences of gender discrimination in employment. In personnel management factors, meritocracy showed a significant effect on the growth trajectory of employment gender discrimination experience. In the representative factors of women, the proportion of female workers has a significant effect on the growth track of employment gender discrimination experience. Fourth, in the case of businesses that apply Affirmative Action, Family-Friendly Culture among organizational cultural factors and Corporate Size among corporate factors have a significant effect on the growth track of employment gender discrimination. Fifth, it is the size of an enterprise that shows a statistically significant difference in the effectiveness of significant influencing factors in businesses and businesses that do not apply active employment improvement measures. The impact on the change rate was significantly different between the businesses that did not actively apply Affirmative Action and the businesses that applied it. The smaller the size of the enterprise in the applied business than those without Affirmative Action, the more smoothly the experience of gender discrimination in employment decreased over time. Based on the results of this study, the following measures are proposed to ensure the effectiveness of Affirmative Action from a long-term perspective to address gender discrimination in employment for female workers. First, it is necessary to gradually expand the applicable companies to private companies with less than 500 employees and develop employment standards for women suitable for small businesses. Second, it is necessary to come up with specific measures to resolve gender discrimination in employment by considering whether workplaces are Affirmative Action and the size of companies. Third, it is necessary to increase the acceptability of the system by establishing women's employment standards considering the specificity of the industry. Fourth, it is necessary to develop and manage various qualitative indicators that can reflect corporate characteristics as well as quantitative aspects of women's employment standards. Fifth, it is necessary to come up with active incentives and strong sanctions to secure the implementation of the system. Sixth, in order to resolve gender discrimination in employment, it will be necessary to create an environment for establishing a gender-equal organizational culture at corporate sites and to come up with measures to secure female representation. On the other hand, the data used in the analysis from 2014 to 2018 alone limits the change in female workers' experience of gender discrimination over time, so follow-up studies look at the growth trajectory of gender discrimination experiences in employment from a longer-term perspective and it will be necessary to study the differences in the experience of gender discrimination in employment depending on whether workplaces are Affirmative Action. Further consideration is required for discrimination to be resolved, as a combination of factors other than government-imposed institutional factors may work.
