In this study, based on chemical accidents in Korea, the risk range was predicted using the Korea Off-site risk Assessment Supporting Tool(KORA) currently used at workplaces and Chemical Accident Response Information System(CARIS) used by field reponse agencies in case of accidents. In addition, by comparing the extent of the damage impact of the two programs, we present a plan to utilize KORA and CARIS together in field response agencies to make an effective reponse.
This study was conducted in the following ways. First, we investigated serious accident cases among domestic chemical accident cases and studied the characteristics of leaked substances, and based on the accident case, we prepared a hypothetical accident scenario. Second, the same scenario is analyzed by applying it to two programs(KORA, CARIS) to determine the extent of damage prediction for toxic chemicals. Third, we compare the extent of damage prediction plotted in KORA and CARIS, and present an efficient damage assessment program for optimal response from the perspective of field response agencies.
These studies will increase the efficiency and effectiveness of accident response by presenting the damage forcast data of KORA programs used in the workplace to ‘minimize damage to residents and prevent damage spread’.
