The catalyst for economic growth and changes in the labor market in the Republic of Korea (ROK) can be traced back to the late 1980s, when there was public aversion toward the so-called ‘3D industries’, it was at this time that such industries began to recruit foreign workers as a means of acquiring adequate human resources. However, the influx of foreign workers that soon followed occurred without any organized legal procedures or systems, thus resulting in various social problems, such as wage disputes and staying in the country illegally. To counter such issues, the ROK government enacted the ‘Act on the Employment, etc. of Foreign Workers’ in 2003 and the ‘Employment Permit System’ in August 2004. The Employment Permit System is a system that connects domestic companies in need of human resources with foreign nationals looking for work. Within this system, as long as non-professional foreign workers meet the given requirements, they are issued a non-specialized employment visa (E-9), which allows them to settle in ROK and make a living through non-professional labor positions. As an extension, it is also necessary to consider the macroscopic and long-term implications of such efforts in promoting social stability and social integration. Advanced countries that have been welcoming foreign workers since long ago have emphasized the importance of local language education for social integration and, thus, have implemented extensive and compulsory language education programs through legal and institutional frameworks. As for ROK, according to case studies on the circumstances of foreign workers who received formal Korean language education before or after entering the country, such individuals experience difficulties beyond simple inconvenience throughout their daily lives. This study identified the problems with Korean language education policy for foreign workers (E-9) coming to ROK through the Employment Permit System, from before they enter the country until after they enter the country, and suggested potential areas that need improvement. Specifically, the purpose of this study was to raise awareness of the importance of promoting Korean language education for foreign workers (E-9) by offering measures to make Korean language education mandatory for such workers after entering. Chapter 1 outlined the background, purpose, and research methods of the study, along with a review of previously conducted studies. Chapter 2 investigated the current circumstances of foreign workers in ROK and the laws and systems related to Korean language education for E-9 visa holders. Chapter 3 presented an overview of policies implemented in Japan, Singapore, the Netherlands, and Germany for teaching foreign workers the local language, and conducted a comparative study with Korean policy. Chapter 4 examined problems with Korean language education policy for foreign workers (E-9) provided before and after they enter the country, respectively. Chapter 5 proposed areas of improvement in Korean language education, according to whether it is provided before or after entry.
