현재 대한민국은 고도의 경제성장, 저출산, 고령화 현상 등 한국 사회에서 발생하는 다양한 문제와 국제 이주의 활성화로 인해 외국인의 이주 노동이 급격히 증가하고 있다. 전문가들은 국제 이주를 세계적인 추세로 보고 이주노동자의 증가가 가속화될 것으로 전망했다.
한국은 이주노동자의 증가에 대비하여 외국인력의 정주화 방지를 위해 단기순환을 원칙으로 하고 있다. 그러나 단기순환원칙에 의한 고용허가제도로 입국한 이주노동자도 사업주의 숙련 노동자 재고용 요구에 따라 합법적으로 10년 이상 한국에서의 노동이 가능해지며 이주노동자의 단기순환원칙은 사실상 무너지고 있다.
한편 한국 사회는 아직 이주노동자를 사회구성원으로 받아들이기에는 정책적 제도적으로 보완해야 할 부분이 많다고 판단된다. 이에 이 연구에서는 국민국가였지만 현재는 사회 전반에서 이주노동자가 큰 영향을 미치고 있는 네덜란드, 오스트리아, 프랑스, 스웨덴의 이주노동자 대상 사회통합정책을 분석하고 통합의 핵심으로 강조하고 있는 언어교육 정책과 언어교육 제도를 살펴 한국에 거주하는 이주노동자의 통합을 위한 한국어교육정책 방안을 마련하고자 한다. 또한, 이 연구는 이주노동자를 단순히 인력수급정책으로만 보지 않고 이주노동자의 역량 강화를 통해 개인과 사회 발전을 위한 새로운 가능성으로 인식하고 이주노동자의 잠재적인 능력을 끌어낼 수 있는 한국어교육정책을 모색하고자 한다.
현재 많은 인력 수입국에서는 빠르게 변화되는 국제이주노동의 변화에 맞춰 다양한 정책들을 펼치고 있다. 이주노동자의 입국을 위한 언어시험과 유입국 사회의 이해에 대한 기본적인 지식 테스트를 통해 이주노동자의 입국을 결정한다. 또한, 입국 후에도 언어 교육과 유입국 사회에 대한 지속적인 교육을 의무화하여 이주노동자의 노동시장으로의 진입을 돕고 있다. 이러한 정책으로 이주노동자는 일차적인 목적인 경제적 이익을 달성하게 되고, 유입국은 필요한 분야에 인력을 보강하고, 경제적 동화를 통해 이주노동자에 대한 사회적 비용을 줄이고 있다.
이러한 세계 추세에 발맞춰 한국도 다양한 제도를 통해 이주노동자를 우리 사회구성원으로 받아들이며 국가 경제 발전에 이바지할 수 있는 인재로 키우기 위한 노력을 하고 있다. 한국은 경제 활성화 방안의 하나로 새로운 인재의 유입은 물론 현재 한국 산업현장 이주노동자의 성장 지원을 위한 정책적 제도와 제도적 개선을 담은 해외 우수인재 유치 및 성장 지원 강화정책을 제시했다. 이를 위해 법적인 보완점과 교육의 실제성을 높이는 방안으로 사회통합프로그램의 의무화가 필요하다. 그리고 이의 첫단계로 이주노동자를 사회통합프로그램 대상에 포함하도록 하여 법적 의무는 없지만 이수할 수 있도록 명시하는 방안을 논하였다.
또한, 이주노동자가 고용허가제로 입국하기 위해 치르는 한국어 능력 시험에 면접시험을 추가하여 합격한 자만 구직자 명부에 이름을 등록할 수 있도록 하는 등 다양한 제도적 보완을 통해 이주노동자의 한국어 능력을 향상하고 이들의 안정된 한국생활을 지원하는 방안을 제시하고자 하였다. 비록 제시한 정책의 실효성을 높이기 위한 대안을 적절히 제시하지 못한 부분이 있지만 이를 쟁점화함으로써 향후 효율적인 대안 마련을 위한 논의의 시발점이 되고자 한다.

Currently, Korea is experiencing a sharp increase in the number of foreign migrant workers due to various problems occurring in Korean society, including the rapid economic growth, low birth rate and aging population, as well as the rise of international migration. Experts expect that the number of migrant workers would accelerate as a global trend.
In principle, Korea is making a short-term rotation to prevent the stabilization of the foreign workforce in case of an increase in migrant workers. However, even for the immigrant workers who enter the country on a short-term employment permit, it became legally eligible for them to work in Korea for more than 10 years according to the employer’s demand for stock of skilled works, thus the principle of short-term circulation of migrant workers is practically collapsing.
On the other hand, Korean society believes that there are still many areas to supplement in terms of policies and systems to accept migrant workers as members of society.
Thus, this study analyzes the social integration policy and looks at the language education policies and education systems that are emphasized as the core of integration for migrant workers in the Netherlands, Austria, France and Sweden, which used to be a nation-state but now has migrant workers who impose huge impact on society, in order to devise a Korean education policy for the integration of migrant workers in Korea. In addition, the study could recognize migrant workers as a new possibility for personal and social development through the enhancement of capacity for migrant workers, not just as a labor supply and demand policy, and looks for a Korean language education policy that can elicit the potential of migrant workers.
Currently, many human resources importing countries are implementing various policies to keep pace with the rapidly changing international workforce. The entry of migrant workers is determined through language tests for immigration and basic knowledge tests on understanding foreign societies. In addition, it also made it mandatory for migrant workers to acquire language education and pursue continuous education of the recipient country, in order to help their entry into the labor market. These policies will help immigrant workers achieve their primary purpose of economic benefits, and the recipient country will supplement their workforce in the areas in need, and reduce their costs spent for social costs of migrant workers through economic assimilation.
In line with this global trend, Korea is also making efforts to make migrant workers a part of our society and a human being who can contribute to the development of the national economy through various systems. As one of the measures to revitalize the economy, Korea has proposed a policy system for attracting talented overseas workers and enhancing policies for supporting growth of migrant workers at industrial sites in Korea. To that end, some measures have been prepared to increase the practical needs of legal services and education, the first of which was the social integration program which requires migrant workers to be included as part of the social integration program so that they can be completed without any legal obligation. In addition to the Korean proficiency test, which migrant workers take to enter the country on employment permit, interview tests would be included; allowing only those who have passed it to enter their names on the job list. With such various institutional supplements, the government intends to improve Korean language skills of migrant workers and provide them with support for stable life in Korea. Some areas have not yet been presented with an appropriate alternative to enhance the effectiveness of the proposed policy. These deficiencies will continue to be studied so that follow-up studies can suggest viable solutions.
On the last note, hopefully this research will serve as a stepping stone to effective social integration and systematic management of migrant workers, especially those who enter the Korean labor market with non-specialized work visas.
