The purpose of this study was to explore and validate the constituent factors for the development of Digital Ethic-Literacy diagnostic inventory. The research questions for this were as follows. The first, ‘What are the constituent factors of Digital Ethic-Literacy?’. The second, ‘Are the constituent factors for the development of Digital Ethic-Literacy diagnostic inventory valid?’. The research method for deriving the constituent factors of Digital Ethic-Literacy is as follows. First, basic data on ethical competency were collected through literature study. Then Delphi survey was performed three times with a group of 20 experts. The Digital Ethic-Literacy System and Framework were derived by collecting expert opinions and reviewing content validity. In order to secure the validity of Digital Ethic-Literacy constituent factors, verification questions were developed based on the framework. The verification questions were created through existing diagnostic inventory and expert advice and the items were confirmed by verifying content validity with Likert 5-point scale. A questionnaire was conducted to justify the constituent factors through verification questions. The responses of 357 university students were sampled, mainly in Seoul and Gyeonggi-do. Exploratory Factor Analysis was performed to prove the validity of the constituent factors through the validation of the verification questions. The reliability and validity on the constituent factors were secured with 19 questions on digital citizenship ethics, 17 questions on digital etiquette, 18 questions on digital competency, 16 questions on digital norms, and a total of 70 questions. As a result the reliability and validity of the constituent factors and sub-constituent factors of Digital Ethic-Literacy were secured. The results of this study are as follows. It was found that Digital Ethic-Literacy is a structural and parallel competency of a comprehensive concept with two categories, four constituent factors and sixteen sub-factors. The two categories are attitude and knowledge. The attitude category has constituent factors of digital citizenship ethics and digital etiquette, and the knowledge category has constituent factors of digital competence and digital norms. This was identified as a competency system consisting of four components: digital citizenship ethics, digital etiquette, digital competence and digital norms. The attitude category is a practical and ethical factor based on a broad understanding of the digital world. It consists of digital citizenship identity, digital citizenship values, social participation consciousness, self-management, moral values and obligations, cyber etiquette, privacy protection, and communication competency. Knowledge category is intellectual competency that must be acquired through education and learning. It is composed of sub-factors in information production and consumption, critical thinking, digital competence, digital use, legal system awareness, digital rights, cyber crime and cyber violence. This study goes beyond simply identifying and verifying the constituent factors of Digital Ethic-Literacy. This study is meaningful in that it proposed a framework and enabled it to be used as basic data for developing diagnostic inventory.
