Despite the expansion of the childcare support system, various childcare-related issues have not been adequately addressed. In particular, elementary school children have not enjoyed the attention they deserve as beneficiaries of childcare. It has been continuously pointed out that children’s rights do not receive sufficient protection in Korea, which motivates this research. Thus, the study uses the concept of “marginalization,” primarily experienced by the socially vulnerable, to analyze the marginalization of children in the course of the institutionalization of childcare for elementary school children. In today’s society, which is not keen on hearing the voices of care beneficiaries, the vulnerable tend to be pushed aside to the margins of society. This investigation operates under the hypothesis that such marginalization might happen to children requiring care. This study first examines the concepts of “children,” “marginalization,” and “marginalization of children” to analyze the marginalization of elementary school children. It also examines the theoretical marginalization of children in childcare and reviews previous literature on children’s needs for care, relevant status, and childcare laws and systems. Then, it proposes the research question, “How does the marginalization of childcare manifest in childcare laws and systems?” which was answered by reviewing relevant literature and interviewing experts. The specific analysis focuses on two primary laws governing childcare systems: the Child Welfare Act and the Framework Act on Youth. In addition, this study examines the background and process of how some institutions under these Acts were institutionalized, including Regional centers for children, Community-based childcare centers, and Youth after-school academies. It then identifies the issues that arose before and after their institutionalization and whether those issues persist today. It also analyzes another key care system for elementary school children, Elementary care classes, and the recently adopted All-day Care Policy. Moreover, childcare experts were interviewed to improve the reliability of the analysis findings. Before the analysis, based on a review of previous studies, the patterns of marginalization of children are characterized as the instrumentalization of care, provider-centric service structure, and exclusion of children’s needs. The findings indicate that the perspective of service providers and adults is emphasized in each care system’s purpose as reflected in their descriptions and guidelines, the process and content of the programs, and evaluation methods. Such systems and programs are characterized by the lack of perception of children as independent and autonomous beings, the absence of the process for understanding children’s perspectives and needs, and concrete guidelines for managing program quality. These findings point to the marginalization of children in these systems. Examining each system’s background suggests that economic growth is prioritized when developing Community-based childcare centers, Youth after-school academies, Elementary care classes, and All-day Care policies without sufficient emphasis on protecting children’s needs and rights to care. Thus, care has been instrumentalized. As for the process of the institutionalization of care, the process of delay in the formation of a legal basis for Youth after-school academies show that institutionalization was made focus on service providers, and child and care services were marginalized. This study aims to identify the issues that arose before and after institutionalization and whether such issues persist today. The findings suggest that the issues caused by provider-centric services persist. Issues with Regional centers for children include the ambiguity of its concept and role, the notification requirement and foundation criteria that fail to solve child care “blind zones,” and insufficient support. The discussions on Community-based childcare centers also did not focus on protecting children’s rights, focusing instead on streamlining the relationship with other care systems. These systems were developed and implemented by excluding vulnerable children and their needs for destigmatization. Persistent issues with Youth after-school academies include provider-centric classifications that do not take account of youths’ characteristics, fragmentation and redundancy of many child policies, which surfaced concerning changes in the responsible government departments. Another issue is childcare professionals’ poor treatment and working conditions, affecting the programs’ quality. Various concerns were also identified with Elementary care classes, including operational guidelines and standards that do not assure the quality of care services to a sufficient extent. Possible conflicts with other care services caused by the lack of distinguishing features, provider-centric terms of the programs, and the lack of legal basis were also determined as matters of concern. Lastly, the All-day Care Policy did not sufficiently address children and their needs, focusing on quantitative growth rather than the essential goal of childcare. These findings indicate that the organization and implementation of most care systems still revolve around the service providers. In addition, even among beneficiaries, the systems put more weight on the parents’ opinions, not the actual needs of the children. Therefore, children are the most marginalized under these systems. In this process of marginalization, the children’s needs as beneficiaries are considered of lower priority or as less important or even neglected. The findings suggest changing the current structures and perspectives that marginalize children, thus proposing the following changes. First, care policies focusing on guaranteeing the right to care of all children and care providers need to be implemented instead of prioritizing economic growth. Second, each party involved in care systems needs to implement the policies based on a child-centric perspective and strive to address the fragmentation and redundancy of the relevant programs meaningfully. Last, policies and systems need to be developed and improved by identifying the actual needs of parents and their children. This study identified and analyzed the issues regarding marginalization by examining the arguments presented in the relevant literature. However, the lack of accessible information restricted the scope of care systems discussed. It is also limited because it does not clearly describe what pushes children to the margin, merely describing subjectively determined issues that represent marginalization. Follow-up studies could include in-situ surveys and interviews with experts to expand the scope of analyzed systems to include, for example, the Childcare Support Program. Nevertheless, this study contributes to getting insight into children being vulnerable group in the childcare sector, and raising awareness on the need to reconsider the current solutions used in addressing these issues.

Persistent issues with Youth after-school academies include provider-centric classifications that do not take account of youths’ characteristics, fragmentation and redundancy of many child policies, which surfaced concerning changes in the responsible government departments. Another issue is childcare professionals’ poor treatment and working conditions, affecting the programs’ quality. Various concerns were also identified with Elementary care classes, including operational guidelines and standards that do not assure the quality of care services to a sufficient extent. Possible conflicts with other care services caused by the lack of distinguishing features, provider-centric terms of the programs, and the lack of legal basis were also determined as matters of concern. Lastly, the All-day Care Policy did not sufficiently address children and their needs, focusing on quantitative growth rather than the essential goal of childcare. These findings indicate that the organization and implementation of most care systems still revolve around the service providers. In addition, even among beneficiaries, the systems put more weight on the parents’ opinions, not the actual needs of the children. Therefore, children are the most marginalized under these systems. In this process of marginalization, the children’s needs as beneficiaries are considered of lower priority or as less important or even neglected. The findings suggest changing the current structures and perspectives that marginalize children, thus proposing the following changes. First, care policies focusing on guaranteeing the right to care of all children and care providers need to be implemented instead of prioritizing economic growth. Second, each party involved in care systems needs to implement the policies based on a child-centric perspective and strive to address the fragmentation and redundancy of the relevant programs meaningfully. Last, policies and systems need to be developed and improved by identifying the actual needs of parents and their children. This study identified and analyzed the issues regarding marginalization by examining the arguments presented in the relevant literature. However, the lack of accessible information restricted the scope of care systems discussed. It is also limited because it does not clearly describe what pushes children to the margin, merely describing subjectively determined issues that represent marginalization. Follow-up studies could include in-situ surveys and interviews with experts to expand the scope of analyzed systems to include, for example, the Childcare Support Program. Nevertheless, this study contributes to getting insight into children being vulnerable group in the childcare sector, and raising awareness on the need to reconsider the current solutions used in addressing these issues.
