To this end, this study developed a lesson plan applying the 5E circular learning model that can develop core science competencies, construct scientific knowledge, and change misunderstood science concepts by experiencing inquiry activities. It consists of the participation, exploration, explanation, elaboration, and evaluation stages by adding the participation stage checking students' prior knowledge and the evaluation stage assessing the level of improvement in class activities. The 5E circular learning model guides students to form scientific knowledge and bring about changes in science concepts through inquiry. Through the analysis of prior research, it is found that the 5E circular learning model cultivates the core competency of science: scientific inquiry ability, scientific thinking ability, scientific communication ability, scientific problem-solving skills and results significant academic achievement by bringing in inquiry-oriented activities. As textbooks are universally used by all students across the country, it was determined that a lesson plan that could be commonly applied to many students could be prepared through textbook analysis. Accordingly, the Dynamic Chemistry Reaction unit of 9 kinds of 2015 revised curriculum chemistry I textbook was analyzed. Not only the research activities within the dynamic chemical reaction unit but also diverse experimental and thinking-centered inquiry activities were presented evenly in the textbooks. There were also a number of activities in which students independently solved problems through group activities. Therefore, it was necessary to develop a lesson plan applying the 5E circular learning model, which can allow students to experience the various inquiry process and utilize evaluation items in textbooks as well. In this study, a lesson plan applying the 5E circular learning model was developed and among the activities presented in the Dynamic Chemistry Reaction unit, 'Dynamic equilibrium in water phase equilibrium', 'Calculation of acetic acid content in vinegar', and 'Measurement of heat flow in chemical reactions' were selected as its themes. Through this lesson plan, students are expected to actively explore and solve problems, form scientific concepts, and develop scientific thinking, scientific inquiry and scientific communication skills.
