The conventional urban policies for the quantitative and physical expansion of the cities are at the end of its tether due to the decrease of the population caused by low birth rate and aging society, the stagnated inflow of the population and the changing industrial structure. While the urban regeneration projects have been implemented to surmount the limits of such reckless urban policies, they have been replaced with the cultural approaches. In particular, in consideration of the fact that the cancellation of a new town project has been followed by the urban regeneration project, this study analyzed the cases of the local governance in Changsin & Soongin regions and thereby, suggests some ways to activate a cooperative local governance through residents' participation. To this end, relevant literature and cases were reviewed. Thus, the researcher reviewed the background and concepts of the Seoul-type urban regeneration projects and examined their types and conditions. The goal of the Seoul-type urban regeneration lies in customizing the regeneration projects in consideration of the regional conditions and expanding residents' positive participation in the project for a sustainable regeneration. The types of the regeneration were divided into job base, living-centered base, regenerated base, expanding base, etc. In this context, the concepts of governance and local governance were reviewed and thereby, the meaning and relation of the social integration through local governance were suggested. To this end, the researcher reviewed the domestic and foreign cases of the urban regeneration through the local governance. As local cases, the green park project of Gwangju metropolitan city and Sinheung Village of Uijeongbu were surveyed, and as foreign cases, Gurokabe of Nagayama, Japan and GUCI of Cleveland, U.S.A., were surveyed. As a result of these case studies, it was found that the local governance should be formed through residents' positive participation and activation of the community, and that the local institutes should be urged to participate in the projects to enhance the competence and participation of the local community. Based on the results of such case studies, the researcher analyzed the conditions and local governance of Changsin & Soongin region, and thereupon, examined their urban regeneration projects and their conditions, and further, their local governance activities since their pre-regeneration projects. Then, the researcher reviewed the roles and functions of Changsin & Soongin region urban regeneration support center and thereby, put forward some suggestions about residents' competence enhancement program, town learning center program, urban regeneration commentary team and spacious planning team and residents' customized education. As a result, it was confirmed that the goals of the local governance could well be achieved: encouragement of residents' participation and formation of a mutual cooperation through trust and participation. All in all, the researcher suggested the following ways to activate the local governance for the urban regeneration projects.
