연구 방법으로 연구 주제와 관련된 개념과 흐름을 파악하고 선례를 분석하기 위해 문헌연구와 사례연구를 활용하였다. 문헌연구를 통해 문화예술의 사회적 가치와 역할을 먼저 살펴보고, 사회 참여적 접근의 문화예술 개념과 특성을 도출하였다. 또한, 기후변화의 개념과 영향을 알아보고 기후변화에 관한 국내·외 정책적 움직임을 파악하였다.
오늘날 누구나 접할 수 있는 문화예술은 공적 가치를 추구하는 사회 통합 영역으로의 기능으로 작용하고 있다. 특히, 경험이 더욱 중점이 되는 ‘참여 예술’의 개념과 함께 시민이 주체가 된 예술은 더 나은 사회를 위한 영역으로 인식되고 있다. 이러한 사회 참여 예술은 프로젝트로써 행해지는 경우가 대다수이며, 공공성 확장과 사회에 긍정적인 영향을 끼치기 위한 목적으로 작용한다. 최근의 사회 참여적 문화예술은 그 의미가 확장되고 행동반경이 넓어지고 있는데, 뉴미디어 발달과 함께 ‘상호작용성’을 강조한 ‘인터랙티브 아트(Interactive Art)’ 등의 개념이 대두되면서, 직접적으로 참여하고 창작하는 기회를 더 중시하게 되었다.
2015년 파리협정 이후, 보다 적극적으로 기후변화 관련 예술 프로젝트가 국내·외에서 떠오르고 있다. 이 사례들을 ① 명목적인 참여, ② 지시된 참여, ③ 창의적 참여, ④ 협업 수준의 참여, 4가지 참여 유형으로 나누고, 유형별 특성과 사례별 의의를 도출하였다. 사례 분석을 통해 사회 참여 예술 프로젝트의 의의를 다음과 같이 파악하였다. 첫째, 예술을 통한 기후 위기 인식 제고의 기회가 마련된다. 둘째, 예술 프로젝트 자체가 커뮤니티로 작용 가능하며, 이로써 실천적 문화가 형성될 수 있다. 셋째, 예술가들뿐만 아니라 여러 주체가 새로운 예술적 통찰력을 가질 수 있게 되며, 이로써 예술 자체에 대한 변화의 계기를 부여함으로써 저변이 확대된다. 넷째, 기후변화에 대해 비관적이고 직관적 대응이 아닌 낙관적이고 희망적인 관점으로 대응할 수 있다. 다섯째, 사람들이 프로젝트에 참여함으로써 문화예술을 지속적으로 향유하게 되고, 이로써 문화예술계의 관객개발에 영향을 줄 수 있다.

Since some years ago, the phenomena of climate change have increased rapidly, and we can easily witness the seriousness of the damage through examples around the world. To make matters worse, COVID-19 broke out, and the culture and arts community responded with new ways of delivering cultural performances with the purpose of comforting people in distress. Entering the era of “living with the virus,” the international community is recommending joint efforts to cope with increasingly serious climate change and environmental problems. Against this background, it is time for a sustainable response to climate change in the field of culture and arts. This study thus raised the need to respond to climate change from a cultural and artistic perspective by raising awareness and understanding of the seriousness of climate change and reviewed cases of art projects according to the art concept and type of participation from a social-participatory approach. Based on this, this study attempted to derive the implications of socially engaged arts and examine the roles and attitudes the culture and arts field must assume in response to climate change. As a research method, this study utilized literature review and case studies to identify the concepts and flows related to research topics and examine previous cases. First, the social values and roles of culture and arts were reviewed through literature research, and the concept and characteristics of culture and arts from a social-participatory approach were derived. This study also looked at the concept and impact of climate change, and identified domestic and foreign policy trends in relation to climate change. Culture and arts that anyone can access today are now playing a role in social integration pursuing public values. In particular, with the concept of “participation art” where experience is more important, art in which citizens are the main actors is recognized as an activity for creating a better society. Most of these socially engaged arts are performed as projects, and they serve as a purpose to expand publicness and have a positive impact on society. Recently, social-participatory culture and arts have expanded their meaning and behavioral range, and with the development of new media and the emergence of concepts such as “interactive art” emphasizing “interactivity”, opportunities to directly participate and create have become more important. Since the 2015 Paris Agreement, art projects related to climate change have emerged more frequently at home and abroad. These cases were divided into four types of participation: nominal participation, directed participation, creative participation, and collaborative participation, and the characteristics of each type and significance of each case were derived. Through case analysis, the significance of the socially engaged art project was identified as follows. First, such projects provide opportunities to raise awareness of the seriousness of the climate crisis through art. Second, the art project itself can act as a community, thereby forming a practical culture. Third, not only artists but also various actors can have new artistic insights, which expands the base of art by giving an opportunity to change the art itself. Fourth, it is possible to respond to climate change from an optimistic and hopeful perspective rather than a pessimistic and demoralizing response. Fifth, people continue to enjoy culture and arts by participating in the project, which can affect the audience development of the culture and arts community. Based upon this, three countermeasures against climate change in the field of culture and arts were presented. First, it is necessary to utilize a convergent network through the intervention of various fields and genres in implementing the project. Second, there is a need to facilitate the immersion of the project target based on multifaceted participation. Finally, it is important to steadily expose the project itself to the general public by increasing the frequency, and in the long run, it should be recognized as a brand. As a result of the study, measures to cope with climate change in the field of culture and arts must be prepared and implemented, and this study confirmed that art activities with a social-participatory approach are crucial when it comes to expanding the base of art and cultural practice. Furthermore, it was identified that the socially engaged art project would be able to have a positive effect on sustainable climate crisis response and audience development in the art ecosystem.
