With the increase in national income, Korean society has brought about changes in values that are important in the selection and use of transportation. Typically, compared to the past, when it was sensitive to rates and prices, accessibility, punctuality, safety, and comfort of the travel route are as important as economic feasibility. In addition, with the development of information and communication technology, users are making economical and effective movements by searching transportation service schedules in real time to identify reasonable routes and reducing travel time. Therefore, it is necessary not only to understand the components and factors used in the quality study of conventional railroad passenger transport services, but also to reflect, understand, and analyze recent user requirements as quality factors. These efforts are a very important task for the Korea Railroad Corporation, also known as KORAIL, to secure imcomes and normalize its management. In addition, it is a very important study to closely investigate and analyze the management performance of railway service providers so far and to analyze how service quality has affected operating margin, a representative indicator of management performance evaluation.
This study is largely composed of four chapters. It consists of an I introduction, II preceding research survey, III empirical study, and an IV conclusion. First, the introduction reveals the background and purpose of the study, research methods, and research contents. In the empirical study, the preceding research survey was divided into four catecory to investigate papers, articles, published papers, and statistical data conducted over the past 20 years. In the empirical study, the effect of KTX quality factors on user service satisfaction and the effect of service factors related to the management activities of the KORAIL on management performance were analyzed. In addition, in order to predict the normal management maintenance of the KORAIL, the management performance in the next 10 years was estimated. In the conclusion, the results of the empirical research conducted in this study were summarized, and the limitations of the study and future research tasks were dealt with. The method of this study used preceding research survey and empirical studies. Previous studies organized and classified data collected through academic journals, presentation papers, and portal sites of public institutions, and explored significant analysis variables in this paper. In the empirical study, primary data were collected or secondary data were used according to the data to be analyzed. First, sampling and sample statistics were summarized and statistical values were calculated. Specifically, in order to set research variables, the factors searched from previous studies were listed and explained as question items, and operational work on the factors was performed using the 'Railway Statistical Yearbook'. In the empirical research method, cross-analysis and factor analysis were conducted based on questionnaire data measured with 7 Likert points for users, and multiple regression analysis was used to explain the overall quality satisfaction of KTX using factor analysis values.
Using the KORAIL Railway Statistical Yearbook, the analysis data were divided into two sets-before and after KTX service in the temporal range from 1990 to 2019. In the regression analysis, five factors of foundation, economy, safety, connectivity, and imcome diversity were manipulated and input as independent variables to explain operating margin as indicators of management performance. Moreover, the trend line was calculated using the data of income, cost, and sales management expenses of the KORAIL. In predicting management performance in the next 10 years, external variables affected by society, culture, and economy were introduced, and an explanatory model for the KORAIL's operating profit margin was obtained using the number of Korean population, real GDP growth rate, national loan rate, consumer price growth rate, and hourly minimum wage. Here, a multiple regression analysis (including time series data analysis) was performed. Along with significant external variables, the predicted values for income and operating expenses up to 2030 were calculated using time series analysis AR(2), and then the explanatory model for the next 10 years was tested.
The summary of the results of this study is as follows. In the first empirical study, tangibility, reliability, economic feasibility, safety, convenience, and connection were derived as common factors for evaluating the quality of railroad passenger transport services in relation to previous studies. The difference between the importance and satisfaction of KTX users on the Gyeongbu Line was explained as a significant difference in perception in all 19 items. The items with the highest difference in perception (importance-satisfaction) were "cheaper rates compared to other means of transportation", "quick response to accidents," "comfort of room seats," and "appropriateness of parking fees in the region." As a result of factor analysis of 19 items, convenience, safety, and connectivity were conceptualized. The group attributes of users were classified by income level(monthly salary of 2 million won or less), level 1 upper income class (more than 2 million won to less than 4 million won), and level 2 upper income class (more than 4 million won), and the difference in satisfaction with income level and service quality was explained through regression calculation of KTX service quality factors affecting the reference group according to income. Specifically, the KTX service quality satisfaction of the group with a high income level was more affected by connectivity than the group with a relatively low income level. In addition, it was confirmed that dummy variables (1 for visit and travel) for the purpose of use had a greater effect on quality satisfaction, and it was understood that an increase in national income increases the opportunity to move with KTX in connection with private cars, and for this purpose, it was important to manage the satisfaction of service quality with connectivity and safety.
In the second empirical analysis, a regression analysis was conducted using income and cost data extracted from the 29-year railroad statistical yearbook of the Korea Railroad Agency and the KORAIL, and operational data related to infrastructure, economy, safety, linkage, and business diversity. It was confirmed that the infrastructure factor (number of employees, tangible assets) increases management performance in relation to structural reform or efficiency improvement. Economic factors were able to reveal the basic fact that operating profit ratio is improved by cost reduction. However, in the later data (2004-2019), the basic facts could not be explained because the operational proxy variable was not reasonable due to the limitations of the secondary data. Although it did not have significant explanatory power in safety factors, its influence sign was predicted to show that management performance did not improve as safety-related processing time and costs increased. As for the connectivity factor, the difference in influence of variables before and after the launch of the KTX service was revealed, but it changed from negative in the first half to positive in the second half. This suggests that the effect of passenger transport connectivity has actually been realized since the KTX service began. It was also pointed out that the performance of new growth new business has not been effectively expressed in management performance so far, and government subsidies have a negative effect on management performance.
In the third empirical analysis, the changes in the operating profit margin ((sales-operating cost)/sales) of the KORAIL were explained by the number of Korean population, real GDP growth rate, national loan rate, consumer price growth rate, and hourly minimum wage. By constructing an explanatory model, significant models 1 and 2 were derived for predicting management performance for the next 10 years from 2020 to 2030. Model 1 can explain management performance by 30% at the suitableness rate of government loans, and the regression coefficient value is -0.570, which is a significant value at the 99.9% level. This points out that the KORAIL has to increase its operating profit ratio to pay back the debt rate loaned from the government, but nevertheless, if the government loan rate rises by 1%, the operating profit ratio will fluctuate by -0.8211%. In Model 2, the influence of the government loan rate and the number of Korean populations on the operating margin was significantly explained. It is explained that if the rate on government loans fluctuates (rise) by 1%, the operating margin decreases by -1.07%, and if the number of Koreans increases by 10,000, the operating margin decreases by -0.617%.
Based on the above empirical analysis results, future tasks of this study could be derived. First, this research is needed in that the KORAIL should manage key quality variables to increase user service quality satisfaction and set measurement and management goals for their performance. Second, it is necessary to discuss in-depth how safety can guarantee profitability in the future and take it as a major task in railroad management on the premise of the negative relationship between safety and management performance in the past. Finally, a study is needed to explain how the increase in the number of people in Korea over the next 10 years affects the management performance of the KORAIL. Behind the actual population decline after 2030, for example, it is necessary to explain the extension of expected life expectancy for generations after 1940, the change in the use of railroad passenger transport services in relation to an aging society and the resulting decrease in imports or increased costs.
