본 연구에서는 보건복지부의 어린이집 평가지표 “2021 어린이집 평가 매뉴얼” (보건복지부, 한국보육진흥원)을 토대로 수정, 보완하여 설문지를 작성하여 전라북도 4개 시, 군지역의 국공립어린이집을 이용하는 367명의 어머니를 대상으로 조사하였다. 수집된 자료는 빈도분석, 일원변량분석과 t-test, 대응표본 t-test를 실시하였으며 IPA(중요도-만족도 분석)도 실시하였다. 본 연구에서 얻어진 결과는 다음과 같다.
첫째, 영유아 자녀를 국공립어린이집에 보내는 어머니의 일반적인 경향은 어린이집 재원 기간은 1년 미만이 가장 높게 나타났고 어린이집을 선택한 요인 중 ’위치‘를 가장 고려하였고 다음으로 ’원장의 교육 철학과 소신‘ 이었다. 자녀의 어린이집을 선택한 이유로 ’집이 가까워서‘가 가장 높게 나타났고 다음으로 ’보육프로그램이 좋아서’로 나타났다. 자녀가 다니고 있는 어린이집에 만족도는 높았으며, 타인에게 추천할 의향도 있는 것으로 나타났다. 전라북도 국공립어린이집을 이용하는 어머니들의 어린이집에 대해 바라는 사항으로 ‘교사 대 아동 비율’가 가장 높게 나타났고 국공립어린이집에 보내는 어머니들은 자녀가 어린이집에 있을 때 걱정이 되는 사항으로 ‘안전사고(꼬집히는 것, 물리는 것)’가 가장 높게 나타났다. 어머니들은 보육서비스 향상을 위해서는 ‘교사 대 아동 비율 하양화’, ‘국가지원 확대’, ‘보육교사의 근무환경 및 처우개선’, ‘교사 인성교육 강화 및 질 개선’ 순으로 필요성을 인식하였다. 둘째, 인구사회학적 변인에 따라 영유아 자녀를 국공립어린이집에 보내는 어머니의 선택요인 중요도는 어머니의 월평균 수입과 거주지에 따라 유의한 차이를 보였다. 월평균수입이 300만원 이상인 어머니보다 300만원 미만인 어머니들이 보육과정 및 상호작용을 더 중요하게 고려하였다. 월평균수입이 500만원 이상인 어머니보다 400만원 이상~500만원 미만, 300만원 미만이 보육환경 및 운영관리를 더 중요하게 인식하는 것으로 나타났다. 인구사회학적 변인에 따라 영유아 자녀를 국공립어린이집에 보내는 어머니의 선택요인의 만족도는 어머니의 월평균 수입과 거주지에 따라 유의한 차이를 보였다. 월 평균수입이 300만원 미만인 어머니들이 500만원 이상인 어머니들보다 어린이집 만족도가 높게 나타났다. 월평균수입이 500만원 이상인 어머니들보다 400만원 이상~500만원 미만, 300만원 미만인 어머니들이 보육환경 및 운영관리 만족도가 더 높게 나타났다. 셋째, 국공립어린이집 이용 어머니의 선택요인 중요도와 만족도는 어머니들의 어린이집 선택요인의 중요도가 만족도보다 더 높게 나타났다. 반면, 건강·안전과 개인적 편의에서는 어린이집 만족도가 선택요인의 중요도보다 더 높게 나타났다. 넷째, 국공립어린이집 이용 어머니의 보육서비스에 대한 IPA(중요도-만족도)는 교직원이 가장 높은 중요도와 만족도를 나타냈다. 항목별 IPA 결과 지속유지영역에 건강·안전, 교직원이 해당되었고, 집중영역에 보육과정 및 상호작용, 점진개선영역에 보육환경 및 운영관리, 개인적 편의가 해당되었고 과잉영역에는 해당요인이 없었다. 국공립어린이집 선택요인의 중요도와 어린이집 만족도의 세부항목들에 대한 IPA결과 24개의 항목 중 원장의 전문성이 가장 높은 중요도와 가장 높은 만족도를 보였고 다양한 부모참여와 부모교육이 가장 낮은 중요도와 가장 낮은 만족도를 나타냈다. 국공립어린이집 선택요인 하위영역 중 제1사분면에 해당하는 항목은 11개 요인으로 교사의 영유아 존중, 교사의 적절한 상호작용, 청결한 실내외 공간, 균형적인 급‧간식, 영유아의 건강상태 관리, 등‧하원시 보호자에게 직접 인계, 안전교육‧소방대피훈련을 실시, 원장의 인성과 자질, 원장의 전문성, 교사의 인성과 자질, 교사의 전문성으로 나타났다. 제2사분면 해당항목에는 1개 요인으로 ‘차별없이 보육’으로 나타났고, 제3사분면에는 충분한 바깥놀이 시간, 다양한 특별활동, 영유아 발달 수준에 맞는 시설‧설비, 다양한 놀이 및 활동자료 구비, 어린이집 운영계획 안내, 신입 원아 적응 과정 실시, 다양한 부모참여와 부모교육, 정기적인 개별면담 실시, 지역사회(도서관, 공원, 소방서 등) 자원 이용, 주변의 평판, 형제‧자매가 함께 이용 가능이 해당되었다. 제4사분면 해당항목에는 ‘집과의 거리’로 중요도는 낮게 인식하고 있으나 만족도는 높은 수준으로 나타났다. 본 연구는 국공립어린이집을 이용하는 어머니들을 대상으로 IPA 연구를 실시하여 국공립어린이집 만족도를 높이기 위한 요인을 밝힌데 그 의의가 있다. 본 연구결과에 따라 특히 ‘보육과정 및 상호작용’과 ‘차별없이 보육’에 대한 만족도를 높이기 위한 노력이 요구되며 이를 위한 정책적 지원이 이루어져야 할 필요가 있다.

The purpose of the present study is to provide quality childcare and education programs centered on consumers by analyzing levels of performance in accordance with factors considered to be important when mothers who use national and public daycare centers in Jeollabuk-do choose daycare centers for their children. To achieve such a research purpose, the study set up the following research questions. First, what is the general tendency of mothers who send their young children to national and public daycare centers? Second, is there a difference in selection factors and performance for mothers who send their young children to national and public daycare centers depending on sociodemographic variables? Third, is there a difference in importance and performance with regard to the selection factors of mothers who use national and public daycare centers? Fourth, what is the IPA(importance-performance analysis) with regard to childcare services for mothers who use national and public daycare centers? The present study drew up a survey by revising and supplementing the “2021 Daycare Center Evaluation Manual”(Ministry of Health and Welfare, Korea Childcare Promotion Institute)—the Ministry of Health and Welfare’s Evaluation Index—and surveyed 367 mothers who use national and public daycare centers in 4 city and county areas in Jeollabuk-do. The collected data underwent frequency analysis, one way-ANOVA, t-tests, and paired t-tests as well as an IPA. The results obtained from the study are as follows. First, regarding the general tendencies of mothers who send their young children to national and public daycare centers, less than one year was the most common duration of attending daycare centers, while ‘location’ was the factor most considered when choosing a daycare center, followed by the ‘philosophy and beliefs of the center director’. For reasons for choosing a daycare center, ‘proximity to home’ was the most common reason, followed by ‘excellent childcare program’. The level of performance for daycare centers was high, and subjects even expressed an intention to recommend their daycare center to other people. With regard to what they wanted from daycare centers, mothers most commonly wanted a low ‘teacher-child ratio’. Regarding what they were worried about when their children were at daycare, mothers most commonly replied ‘safety accidents(pinching, biting). For improving childcare services, mothers recognized needs in the order of ‘lowering the teacher-child ratio’, ‘expanding government support’, ‘improving the work environment and treatment of childcare teachers’, and ‘strengthening character education for teachers and improving its quality’. Second, the importance of selection factors for mothers, in accordance with sociodemographic variables, significantly diverged depending on the average monthly income and residence of the mother. Mothers with less than 3 million KRW in average monthly income regarded the childcare process and interaction as more important than did the mothers with 3 million KRW or more in average monthly income. Mothers with 4 million KRW or more and less than 5 million KRW and those with less than 3 million KRW appeared to perceive childcare environment and operation/management as more important than did those with 5 million KRW or more in average monthly income. The performance of selection factors, in accordance with sociodemographic variables, significantly diverged depending on the average monthly income and residence of the mother. Mothers with less than 3 million KRW in average monthly income appeared to have a higher level of performance for their daycare centers than did mothers with 5 million KRW or more. Mothers with 4 million KRW or more and less than 5 million KRW and those with less than 3 million KRW appeared to have a higher level of performance for childcare environment and operation/management than did those with 5 million KRW or more in average monthly income. Third, between the importance of selection factors and performance, the importance of selection factors appeared to be higher than performance. On the other hand, in terms of health/safety and personal convenience, the performance of daycare centers appeared to be higher than the importance of selection factors. Fourth, with regard to the IPA for childcare services, the highest level of importance and performance appeared to be for teaching staff. The IPA results per item revealed health/safety and teaching staff as falling under the domain of maintenance, the childcare process and interaction as falling under the domain of focus, childcare environment and operation/management, along with personal convenience, as falling under the domain of gradual improvement, and no factors falling under the domain of excess. The IPA results for specific items with regard to the importance of selection factors and the performance of daycare centers revealed that, out of 24 items, the expertise of the director held the highest level of importance and performance, while the participation of diverse parents and parental education indicated the lowest level of importance and performance. There were 11 items falling under the 1st quadrant among the subdomains of selection factors, and these were teachers’ respect for young children, appropriate interaction by teachers, clean indoor and outdoor spaces, balanced meals and snacks, health status management for the young children, direct transfer of children to guardians when going to and returning from daycare centers, safety education and fire drills, the character and qualifications of the director, the expertise of the director, the character and qualifications of the teachers, and the expertise of the teachers. There was one item corresponding to the 2nd quadrant—‘childcare without discrimination’—while the 3rd quadrant included sufficient outdoor playtime, diverse special activities, facilities and equipment appropriate for the development level of the young children, preparing diverse games and activity materials, providing daycare management plans, conducting adjustment courses for new pupils, the participation of diverse parents and parental education, regular individual interviews, the use of community(library, park, fire station) resources, local reputation, and availability for siblings. ‘Distance to home’ fell under the 4th quadrant, with its importance perceived as low but performance perceived as high. The present study is significant in that it reveals factors for improving the performance of national and public daycare centers by conducting IPA research on mothers using these daycare centers. According to the results of the study, efforts need to be made to increase performance in terms of ‘the childcare process and interaction’ and ‘childcare without discrimination’, with policy support for these goals being necessary.
