Recently, along with the rise of public desire for safety and welfare, the basic tasks such as fire suppression, rescue, and first aid, which were traditional tasks of the past, the scope of the firefighting service is gradually expanding to various types of support work such as recovery from natural disasters like floods and typhoons, as well as life safety activities such as animal rescue and beehive removal. The expansion of this work area appears as complex and diverse types of field activities, increasing exposure to risk factors that are more difficult to predict, increasing the risk of safety accidents. Accordingly, the firefighting organization is doing its best to change the firefighting environment, which has been poor in the past, by increasing on-site manpower, replacing old firefighting equipment, distributing personal safety equipment, and reorganizing the firefighting organization in line with the changing environment. However, despite these efforts, similar safety accidents occur repeatedly, and the reality is that the number of safety accidents is steadily increasing. The occurrence of such a safety accident will not only cause economic loss, but also lead to a decrease in public trust and morale of firefighters, which will have an adverse effect on the long-term management of firefighting organizations. As it eventually threatens the safety of the public, it is time to conduct research to secure the safety of firefighters. This study focused on analyzing the actual conditions of on-site crew accidents and fire truck traffic accidents that may occur during various on-site firefighting activities such as fire suppression, rescue, first aid, and life safety activities, and suggesting preventive measures. After data coding for 435 『Field Crew Accident Investigation Reports』and 148 『Fire Truck Traffic Accident Investigation Reports』prepared by conducting a survey on the persons involved in firefighting public safety accidents that occurred nationwide, frequency analysis of each factor, crossover Analysis, chi-square test, and logistic regression analysis were performed, and a root cause analysis of major accident cases was conducted to suggest a safety management plan. The main research results are summarized as follows. First, in the case of field crew accidents, the frequency of accidents was high among the low-ranking firefighters with less than 5 years of working experience, and by activity category, many accidents occurred in fire suppression activities. The direct cause was 'excessive motion', 'falling', 'hitting by an object', 'slipping', and 'falling' in the order of frequency, and the indirect cause was 'unsafe posture/movement', 'the 'Defects in on-site firefighting sites' and 'Insufficient on-site safety evaluation of risk factors' accounted for the highest frequency. Second, in the results of verification of correlation according to each factor of field crew accidents, there was a difference in the degree of injuries of crews according to the cause of the accident, and there was a statistically significant difference in the injured part. There was no significant difference in the degree of injury according to the activity classification, but there was a significant difference in the injured area. In the verification of factors affecting the degree of injury in field crew accidents, it was analyzed that the degree of injury was greater in the case of an accident caused by unsafe behavior than in the unsafe state. In the activity classification, it was confirmed that the degree of injury occurred in rescue activities was greater than in other activities. Third, in the case of fire truck traffic accidents, the frequency of vehicle accidents was highest among the low-ranking firefighters, and drivers with less than 5 years of work experience. By activity type, By activity category, traffic accidents occurred the most during first aid. By activity type, the rate of accident occurrence was high in 'on the go' and 'in transit', and the characteristics of the road where accidents occurred were 'general road' and for road type, 'intersection', 'straight road', 'flat land', and 'three or more lanes one way' as well as for road surface condition, 'dry'. The accident-causing factors accounted for the highest ratio in the order of 'neglect to look forward', 'delayed discovery due to environmental factors', and 'misjudgment due to psychological factors'. Fourth, as a result of verification of the correlation according to each factor in fire truck traffic accidents, there was no significant difference in the degree of injury according to the accident vehicle type, but there was a significant difference in the injured area. There was a statistically significant difference between the driver and the passenger in the degree of injury. Accident inducing factors according to vehicle behavior showed a statistically significant difference, and accident inducing factors according to season did not show a significant difference. In the verification of factors affecting the degree of injury of fire truck accident crews, it was analyzed that the degree of injury was greater in the case of the passenger than the driver, and the degree of injury was relatively small when the cause of the accident was a human factor. As a result of this study, newly established and expanded safety field of new training for firefighters, established safety management measures for a single mobilization unit, improved performance of personal protective equipment and improved wearing standards for each activity stage, established and implemented differentiated safety measures for each activity field, measures to reduce the occurrence of accidents due to unsafe actions were presented as safety management measures for on-the-spot crew accidents. Next, the need for legal stipulations on the completion of driver aptitude tests and traffic safety education for new firefighters and accident drivers, and the need to develop and install traffic accident safety devices according to the accident vehicle type, the need to preemptively establish an emergency vehicle-priority traffic control system in areas with frequent traffic accidents, the need to establish a driving education center to strengthen the professionalism of drivers, the necessity of safety measures that can substitute for the seat belts of the crew members were presented as a safety management plan for fire truck traffic accidents.
