우리나라는 인구, 사회, 산업구조 등의 변화와 4차산업혁명 시대 도래에 따라 이에 대응할 수 있는 도시구조의 변화가 요구되고 있다. 특히 인구증가율의 감소에도 불구하고 1~2인 가구 증가에 따른 가구분화와 주거의 질에 대한 욕구증가, 지식기반의 도시형 산업 증가 등으로 도시내 기능의 집중과 토지수요는 계속 증가하고 있어 도시공간을 입체적, 복합적으로 활용할 수 있는 방안이 필요하다. 따라서 본 연구는 복합도시계획 수립을 위한 계획요소 도출과 적용도를 사례지구를 통해 평가하여 복합도시계획의 활성화를 위한 방향을 제시하고는 목적이 있다. 복합도시 계획요소 도출과 활성화 방안을 제시하기 위해 복합도시계획 관련한 선행연구 및 복합도시개발 사례에서 제시된 51개 계획요소들을 추출하여 도시개발 공급자 입장인 전문가와 수요자 입장인 주민을 대상으로 설문하여 계획요소의 적용도를 평가하였다. 연구결과는 복합도시계획의 활성화를 위한 다음과 같은 제도개선 방향이 필요한 것으로 나타났다. 첫째, 미래형 복합도시 구조가 일반화될 수 있는 도시계획 체제로 전환이 필요하다. 둘째, 신속한 복합도시 개념 활성화를 위해 구체적인 가이드라인 마련이 필요하다. 셋째, 다양한 공간수요에 대응하기 위해 규제의 유연성을 확보하여 복합도시 계획요소의 적용도를 상향한다. 넷째, 복합도시계획 수립시 공급자 입장의 공적인 계획요소 뿐만 아니라 수요자 입장의 계획요소를 반영한다. 다섯째, 복합도시계획으로 인해 발생하는 문제를 예방할 수 있도록 용도복합 및 공공시설 입체활용에 대한 기준을 마련한다.

In order to derive and revitalize multi-functional city planning elements, 51 planning elements suggested from previous studies related to multi-functional city planning and cases of multi-functional city development were extracted, and planning factors were evaluated by experts who are urban development providers, and residents who are consumers. As a result of the study, it was found that the following institutional improvement directions are needed to revitalize the multi-functional city plan. First, it is necessary to transition to an urban planning system that can generalize the structure of a future-type multi-functional city. Second, it is necessary to prepare specific guidelines for the rapid activation of the concept of a multi-functional city. Third, it is necessary to increase the degree of application of multi-functional city planning elements by securing regulatory flexibility to respond to various space demands. Fourth, when establishing a multi-functional city plan, not only the public planning elements from the supplier's point of view but also the planning elements from the consumer's point of view are reflected.
