국가 간 인적, 물적 교류의 증대 등에 따라 국내 생태계에 외래생물 유입이 증가하고 있다. 국내 유입되는 외래생물 중 외래 양서·파충류는 애완 목적을 위한 수요 증가 추세에 따라 수입량이 증가하고 있다. 외래 양서·파충류는 국내 생태계 질병 전이 및 피해를 발생시킬 내 생물상에 직·간접적인 영향을 주어 생태계 안정성과 건강성을 파괴하는 등 생태계에 심각한 영향을 미칠 가능성이 있어 그 위해성이 우려되고 있다. 이는 국내 뿐만 아닌 전 세계적인 문제로 각 국가에서는 외래 생물의 무분별한 확산 예방과 향후 발생할 수 있는 부정적인 문제점에 대해 상호 대처하고 있다. 외래 양서·파충류 위해성평가는 외래 양서·파충류의 위해성을 구체화하여 평가할 수 있다. 이는 관리 및 모니터링이 필요한 외래 양서·파충류를 선별하고 생태적 및 경제적 피해 예측 및 방지를 가능하게 하여 생물 경제적 이익 창출에 기여할 수 있다. 이에 따라 국내 환경의 특성을 반영한 정량적, 객관적인 평가가 가능한 외래 양서·파충류 위해성평가 지표 개발이 필요하다. 이에 따라 본 연구에서는 외래 양서·파충류 위해성평가 항목 및 방법에 대한 기초 자료 마련을 위해 국내·외 외래생물 및 양서·파충류 위해성평가의 평가 항목 및 방법을 비교 분석하였다. 평가 항목 비교 분석 결과 ‘유입’, ‘정착’, ‘확산’, ‘영향’의 항목이 비슷한 빈도로 제시된 것으로 나타났다. 평가 방법 비교 분석 결과 ‘점수’ 방법을 통한 ‘위해 단계’가 가장 높은 빈도 및 비율로 제시된 것으로 나타났다. 외래 양서·파충류 위해성평가 지표의 평가 항목 마련을 위해 외래 양서·파충류 위해성평가 항목에 대해 2차의 전문가 의견 수렴 조사(델파이(Delphi) 조사)를 수행하여 결과를 분석하였다. 1차 전문가 의견 수렴 조사 결과 외래 양서·파충류 위해성평가 항목으로 우선 선정하여 제시한 항목 중 절반 정도가 합의도, 수렴도, 내용 타당도, 안정도의 항목에서 타당한 것으로 나타났으며, 일부 항목에 있어서 수정 및 보완에 대한 의견이 나타났다. 2차 전문가 의견 수렴 조사 결과 모든 평가 항목에서 전문가 의견이 수렴하여, 타당한 것으로 나타났다. 전문가 의견 수렴 조사를 통해 외래 양서·파충류 위해성평가 항목으로 타당하다고 선정된 평가 항목에 대해 계층적의사결정분석(AHP)을 수행하여 평가 항목에 대한 중요도를 산출하였다. 그 결과 모듈(Module)에서 ‘유입’(0.46), 평가 항목에서 ‘국내 유입 유형’(0.81), ‘기후적합성’(0.43), ‘번식가능성’(0.51), ‘생태계 영향’(0.33)의 중요도가 가장 높은 것으로 나타났다. 세부 평가 항목에서 중요도가 높게 나타난 항목은 ‘의도적 유입’(0.77), ‘기온내성’(0.64), ‘대상 종의 타국가 정착률’(0.55), ‘번식 횟수’(0.41), ‘이동성’(0.55), ‘생태계 생물 요소에 대한 영향’(0.62), ‘자생종 질병’(0.53), ‘인간에 해가 되는 질병’(0.33)으로 나타났다. 외래 양서·파충류 위해성평가 지표의 체계와 기준에 대해 전문가 의견을 조사하여 분석하였다. 분석 결과 외래 양서·파충류 위해성평가의 체계에서 사전 스크리닝 평가와 위해성평가의 체계 모두 합의도(0.88; 0.94)와 수렴도(0.25; 0.13) 안정도(0.21; 0.14)에서 유의미한 결과가 나타났다. 위해성평가 기준에서는 확산 모듈에서 합의도(1.00). 수렴도(0.00), 내용타당도(0.80), 안정도(0.11)에서 유의미한 결과가 나타났다. 생태계교란생물 양서·파충류 2종(중국줄무늬목거북(Mauremys sinensis), 황소개구리(Lithobates catesbeianus))과 유입주의 생물 양서·파충류(아프리카발톱개구리(Xenopus laevis), 유럽살모사(Vipera aspis))를 대상으로 외래 양서·파충류 위해성평가 지표를 적용하여 평가를 수행하였다. 그 결과 스크리닝 평가와 위해성평가 결과가 일치하는 높은 상관관계를 나타내는 종은 유럽살모사(1.00)와 중국줄무늬목거북(1.00)으로 나타났다. 이를 모듈별로 분석한 결과 각 종별로 상이한 상관관계가 나타났다. 이에 따라 외래 양서·파충류 위해성평가 지표의 스크리닝 평가와 위해성평가의 평과 결과의 일치 정도는 종별, 모듈별로 상이하게 나타나는 것으로 판단할 수 있으며, 이를 보완하기 위한 추가 연구가 필요할 것으로 생각된다. 외래 양서·파충류 위해성평가 지표의 전문가 의견 일치도는 스크리닝 평가의 경우 유럽살모사(1.00)와 중국줄무늬목거북(1.00)에서 유의미한 합의도가 나타났다. 위해성평가의 경우 아프리카발톱개구리(1.00), 유럽살모사(1.00), 중국줄무늬목거북(1.00), 황소개구리(1.00) 모두에서 유의미한 합의도가 나타났으며, 수렴도 또한 유의미한 결과(0.00; 0.00; 0.00; 0.00)가 나타났다. 이에 따라 외래 양서·파충류 위해성평가 지표의 전문가 평가 의견을 일치시키기 위한 평가 방법개선, 기준 조정 등의 추가 연구가 필요할 것으로 생각된다. 외래 양서·파충류 위해성평가 지표에 대한 전문가 의견을 조사하여 분석 결과, 평가 체계와 평가 결과 체계의 타당성에 대한 응답자의 응답 신뢰도가 유의미하게 높게 나타났으며(0.82), 타당성에 대한 평균이 평가 체계(3.70)와 평가 결과 체계 방법(3.39) 모두에서 보통보다 약간 높은 것으로 나타났다. 평가 방법에 대한 타당성은 3.17로 보통보다 약간 높은 것으로 나타났으며, 응답자들의 응답 차이가 적어 일치성이 높아 유의미한 안정도(0.36)가 나타났다. 본 연구 결과는 생물다양성 보존을 위한 양서·파충류의 생태적 특성 및 국내 환경적 특성을 반영한 외래 양서·파충류 위해성평가 기반 마련에 대한 기초 자료로서 도움이 될 수 있을 것으로 생각된다.

The inflow of invasive species into the Republic of Korea ecosystem has been increased due to the increase in human and material exchanges between countries, causing domestic ecosystem disturbances and economic loss. In order to solve the problems, we need to develop invasive amphibian and reptile risk assessment technologies. Accordingly, this study compared the assessment items and methods of invasive species risk assessment to prepare basic data for the invasive amphibians and reptiles risk assessment of the Republic of Korea. The result showed that the assessment items consisting of 'Introduction', 'Establishment', 'Spread', and 'Impact' are used at an equal frequency and rate in invasive species and amphibian·reptile risk assessment in the Republic of Korea and overseas. In addition, ‘Risk Stage', through the 'Score' was used at the highest frequency and rate in the assessment methods. Our studies are expected to help prepare basic data for the invasive amphibians and reptiles risk assessmen of the Republic of Korea, aimed at predicting damage to the domestic ecosystem and preventing the spread of the invasive species in the Republic of Korea. The increase in the inflow of invasive amphibians and reptiles from the domestic ecosystem is expected to have a serious impact on the ecosystem, such as directly or indirectly affecting domestic organisms and destroying ecosystem stability and health. This is a global problem as well as domestic, and each country is mutually coping with the indiscriminate spread prevention of invasive species and negative problems that may arise in the future. The risk assessment of invasive amphibians and reptiles can be evaluated by specifying the risk of invasive amphibians and reptiles. This can contribute to the creation of bioeconomic benefits by screening invasive amphibians and reptiles that require management and monitoring, and enabling the prediction and prevention of ecological and economic damage. Accordingly, with the aim of developing a tool for evaluating invasive amphibians and reptiles that can quantitatively and objectively evaluate the characteristics of the domestic environment, an expert opinion collection survey (Delphi) was conducted and the results were analyzed. As a result of the opinion survey, about half of the invasive amphibian and reptile risk assessment items presented were valid in terms of agreement, convergence, content validity, and stability, and opinions on revision and supplementation in some items were found. The conducted analytic hierarchy process (AHP) on invasive amphibian∙reptile risk assessment items for amphibian and reptile experts to calculate the importance of risk assessment items. In the research results, high-importance items were ‘Introduction (0.46)’ at the module stage, and ‘Domestic introduction type (0.81)’, ‘Climate suitability (0.42)’, ‘Reproduction possibility (0.51)’, ‘Ecosystem impact (0.33)’ at the evaluation category stage. The high-importance items in the evaluation item stage were ‘Intentional introduction (0.77)’, ‘Temperature tolerance (0.64)’, ‘Target species settlement rate in other countries (0.56)’, ‘Breeding frequency (0.41)’, ‘Mobility (0.65)’, ‘Impact on ecosystem biological components (0.62)’, ‘Disease (0.53)’, and ‘Disease that is harmful to humans (0.38)’. A tool for evaluating the risk of foreign amphibians and reptiles was developed according to the results of previous studies on the risk assessment of foreign amphibians and reptiles, a survey of expert opinions (Delphi) and a hierarchical decision analysis (AHP). Expert opinions were investigated and analyzed on the system and criteria of the developed evaluation tool. As a result of the analysis, both pre-screening and risk assessment systems in the foreign amphibian and reptile risk assessment systems showed significant results in consensus (0.88; 0.94) and convergence (0.25; 0.13) stability (0.21; 0.14). In the risk assessment criteria, significant results were found in the consensus (1.00), convergence (0.00), content validity (0.80), and stability (0.11) in the diffusion module. As a result of the expert opinion survey, revised and supplemented opinions appeared in the system and standards, and further research is needed for this. The results of this study are thought to be helpful as basic data for establishing a foundation for evaluating the risk of foreign amphibians and reptiles reflecting the ecological characteristics of amphibians and reptiles for biodiversity preservation and domestic environmental characteristics.
