Since many prior studies confirmed that the justice perception of personnel system has significant effects on organizational commitment, job satisfaction, and turnover rate, it is considered necessary to understand the degree of organizational members’ justice perception on operating the job rotation system to predict organizational change and performance. On the other hand, companies constantly supply and demand manpower to realize their values and achieve goals, which inevitably causes conflicts in an organization since different generations work together. As the baby boom generation is beginning retirement and the millennials are newly entering organizations, it is also important to understand the differences in the characteristics of each generation for organizations to successfully manage their human resources. In response, it is necessary to formulate a plan that can effectively improve the organizational effectiveness of both X and millennial generations by reviewing the job rotation system already used in various organizations. However, there haven’t been enough researches on generational differences within an organization for the effect of justice perception on the job rotation system. Accordingly, this study attempts to demonstrate the effects of organizational members’ justice perception on job rotation on job satisfaction and organizational effectiveness. More specifically, this study will verify the effects of perception on other aspects of justice (distributive, procedural, interactional justice) on job rotation, and demonstrate the effects of job satisfaction on organizational effectiveness (organizational commitment, job performance, turnover intention). Finally, this study will verify how these effects vary depending on the generation type (X generation vs. millennial generation). For empirical analysis, this study conducted an online survey on South Korean office workers who were born between 1965 and 1999 and experienced job rotation. A total of 250 survey results were used for the final analysis, including 125 copies of X generation and 125 copies of millennials. Next, the study performed descriptive statistical analysis, reliability and validity, and hypothesis tests on the collected survey questionnaires using IBM SPSS Statistics 25 and SmartPLS 2.0. The hypotheses tests showed that only the perception of distributive justice on job rotation has a remarkably positive effect on job satisfaction. Moreover, job satisfaction has a positive impact on both organizational commitment and job performance, while negatively influencing turnover intention. Finally, an analysis on the moderating effect of generation type showed that the X generation’s perception of interactional justice regarding job rotation has a significantly greater effect on job satisfaction than the perception of the millennial generation, whereas the influence of job satisfaction on job performance is much greater in the millennial generation than the X generation. This study has some theoretical implications. First, it verified the effects of the justice perception on job rotation on job satisfaction and organizational effectiveness among various personnel systems used by organizations. Furthermore, this study expanded the research on job rotation and justice perception by examining generational differences (X generation vs. millennial generation) in such influence relationship. The study results implied that an organization must improve justice perception on its members on the job rotation system first to successfully operate the system, and that it especially needs to establish a special strategy to improve distributive justice.
