본 연구는 농촌지역 개발전략에 하나로 지역 문화기반의 지역축제 활성화 방안을 고찰한 연구이다. 이에 본 연구는 충남 당진시의 ‘기지시줄다리기 축제’를 주 분석대상으로 설정하였다. 그리하여 ‘기지시줄다리기 축제’의 성공 요인과 문제점을 분석하여 국내의 지역축제 활성화를 도모하고자 하였다. 그리고 이러한 연구주제의 분석을 위해 국내의 지역축제는 물론 해외의 지역축제를 각각 분석하여 그 성공 요인을 살펴보고 이를 국내의 지역축제에 벤치마킹하고자 하였다. 나아가 이러한 분석을 토대로 농촌 지역 문화기반 6차 산업의 지역 활성화 방안을 모색하였다. 본 연구의 제1장은 농촌 지역 활성화 및 농촌지역민들의 공동체 의식 강화와 지역경제 활성화의 필요성을 고찰하였다. 이를 통하여 지역축제는 축제 그 자체의 문화형식만으로도 일단의 지역공동체 의식을 활성화시키며 아울러 지역에 경제적 부가가치를 창출함을 확인하였다. 그러한 한편 선행연구로 검토한 ‘화성 성산포도축제’, ‘김해 차문화 축제’, 각 지역의 계절별 꽃 축제 등은 그 장점에도 불구하고 각 지자체의 예산 사용 측면이 강한 점을 문제점으로 확인하였다. 제2장의 이론적 배경 검토에서는 지역축제의 개념과 유형을 고찰하고 분류하였다. 그 결과 각 지역의 축제는 크게 전통문화축제, 지역특산물 축제, 문화예술축제, 자연관광축제로 구분할 수 있음을 확인하였다. 이러한 각 지역의 문화축제는 해당 지역의 공동체 의식 형성 및 강화에 기여하며 아울러 축제 방문객들로 인하여 경제적 부가가치가 확실하게 나타남을 확인하였다. 그리고 본 연구의 주 분석 대상인 당진의 ‘기지시줄다리기 축제’를 구체적으로 분석하며 그 성공 요인과 문제점을 파악하였다. 제3장은 본 연구의 논지 배경 및 강화를 위하여 국내 지역축제 사례 3개와 해외 지역축제 사례 3개를 분석하였다. 국내 지역축제의 하나인 ‘양주향교축제’는 향교라는 유교문화자원을 활용한 문화관광컨텐츠를 잘 살린 지역축제이다. 다음으로 ‘창덕궁 축제’는 도심 속에서 달빛기행이라는 야행프로그램을 활용한 축제로서 도심지 내의 문화자원을 잘 활용한 축제였다. 마지막으로 남한산성의 ‘생생문화제’는 산성이라는 전통문화자원을 활요한 축제이며 특히 ‘생생문화제’의 경우 그 기획과 운영에 있어 지자체와 지역민의 이원적 운영이 돋보였다. 이에 따라 국내 축제의 강·약점을 살펴보았다. 한편 해외 지역축제로 먼저 중국의 ‘세계전통무술축제’를 살펴보았다. 이 축제의 경우 무엇보다 중국의 무술인은 물론 해외 무술인들이 참가함으로써 한 지역의 축제를 세계축제의 성격으로 발전시킴에 그 특징을 찾을 수 있었다. 또 이로 인하여 해외의 관광객을 유치함으로써 지역경제에 매우 큰 부가가치를 창출하고 있었다. 다음으로 유럽지역의 영국 ‘에든버러 인터내셔널 페스티벌’을 살펴보았다. 이 축제는 본래 ‘인간정신의 개화’라는 인문학적 기획에서 출발하였으나 현재는 ‘유럽의 평화와 화합’이라는 이념의 확대로 그 축제의 성격이 매우 확장되어 있음을 확인하였다. 또한 이 축제에 참가하는 국가는 세계 50여 국가에 이르며 참여단체도 1500여 단체에 이를만큼 매우 국제적인 축제로 확장되어 있음을 확인하였다. 마지막으로 프랑스의 ‘카니발 축제’는 매년 축제의 테마를 다르게 구성함에 특징이 있었다. 또 이러한 축제에 참여하는 1,000명 이상의 음악가와 다양한 장르의 예술가들이 다채로운 형식의 축제를 구성함에 특징을 가지고 있었다. 이렇듯 해외지역 축제의 경우 이미 지역성을 넘어 세계적 축제로 자리잡고 있음을 확인하였다. 이에 국외 축제사례의 강·약점에 분석을 정리하였다. 제4장에서는 본 연구의 주 분석대상인 당진 ‘기지시줄다리기 축제’는 물론 국내의 대표적 축제 그리고 해외 지역축제 사례분석을 통하여 지역축제 융합기반의 지역활성화 방안을 모색하였다. 그 결과 다음과 같은 네 가지의 발전 방안의 대안을 확인하였다. 첫째, 지역축제에는 무엇보다 지역민의 자발적 참여가 있어야 한다. 둘째, 지역축제를 통하여 지역민들에 대한 교육프로그램이 함께 운영되어야 한다. 셋째, 지역축제의 이용객들의 편의에 구체적인 방안을 세워야하며 아울러 가족단위 축제 방문객들에 대한 체험프로그램이 필요하다. 넷째, 지역축제 기획과 운영에 있어 그 주체가 지자체가 아닌 지역민이 주체가 되어 행사를 진행하여야 한다. 또한 축제 이후 수익의 사용에 관하여 지역공동체에 돌아가는 방안이 있어야 한다. 제5장은 결론의 장으로서 본 연구의 결과 및 시사점 및 제언, 한계로 구성하였다. 이를 통하여 본 연구는 분석한 지역축제의 긍정적인 면과 부정적인 면을 별도로 서술하며 문제점의 해결방안을 모색하였다. 그 결과 무엇보다 지역축제의 경우 지자체 주체가 아닌 지역민 주체의 축제가 필요함을 확인하였다. 아울러 현재 국내에서 진행되는 지역축제는 대부분이 대등소이하다는 점을 들어 새로운 지역축제의 콘텐츠가 무엇보다 필요함을 확인하였다. 이와 같은 연구 결과에 따라 본 연구자는 당진의 지역민을 대상으로 ‘기지시줄다리기’ 축제의 활성화 방안으로 인터뷰를 시행하였다. 인터뷰 참여자는 3명 모두 당진 지역축제의 의미를 충분히 알고 또 그 발전 방안에 관심을 가지고 있는 이들로 선정하였다. 3인의 심층 인터뷰 결과는 약간의 차이를 보였지만, 결론적으로 3인 모두 당진 지역축제 프로그램의 다양성과 축제 주체의 다양성을 한결같이 제시하였다. 따라서 본 연구의 시사점 및 제언은 다음과 같다. 첫째, 지자체 주체 축제를 지역민 주체 축제로 전환해야 한다. 둘째, 지역축제 관련 법인단체를 구성하고 그 단체가 상시적으로 운영되어야 한다. 셋째, 지역축제 관련 전문연구소를 설립하여 새로운 축제 컨텐츠 개발이 상시적으로 이루어져야 한다. 넷째, 타 지역축제 및 해외 축제와 결합하여 축제의 규모 및 내용성을 확대할 필요가 있다. 다섯째, 지역축제 관련 앰블럼을 제작하여 그 앰블럼이 지역 내에서 일상적으로 활용되는 방안을 모색하여야 한다. 마지막으로 본 연구는 코로나19의 영향으로 인하여 진행되고 있는 축제의 분석보다는 기존의 선행연구와 문헌에 의존하였다.

This study is a study that considered a plan to revitalize regional festivals based on local culture as one of the rural development strategies. Therefore, this study set the main analysis target of the 'Gijisi tug-of-war festival' in Dangjin-si, Chungcheongnam-do. Therefore, it was attempted to revitalize local festivals in Korea by analyzing the success factors and problems of the 'Gijishi tug-of-war festival'. And for the analysis of these research topics, not only domestic local festivals but also overseas regional festivals were analyzed respectively to examine the success factors and benchmark them to domestic local festivals. Furthermore, based on this analysis, a plan for regional revitalization of the 6th industry based on culture in rural areas was sought. Chapter 1 of this study considered the necessity of revitalizing rural areas, strengthening the community consciousness of rural residents, and revitalizing the local economy. Through this, it was confirmed that local festivals activate a group of community consciousness with the cultural form of the festival itself and also create economic value added to the region. On the other hand, the 'Hwaseong Seongsan Grape Festival', 'Gimhae Tea Culture Festival', and seasonal flower festivals of each region, which were reviewed as prior studies, were identified as problems in that, despite their advantages, each local government had a strong budget use aspect. In Chapter 2, the theoretical background review examines and classifies the concepts and types of regional festivals. As a result, it was confirmed that festivals in each region can be broadly divided into traditional culture festivals, regional special product festivals, culture arts festivals, and nature tourism festivals. It was confirmed that these cultural festivals in each region contribute to the formation and reinforcement of a sense of community in the region, and economic added value is clearly displayed due to the festival visitors. In addition, the main analysis target of this study, Dangjin's 'Gijishi tug-of-war festival' was analyzed in detail, and the success factors and problems were identified. Chapter 3 analyzed three cases of local festivals in Korea and three cases of overseas local festivals for background and reinforcement of the thesis of this study. ‘Yangju Hyanggyo Festival’, one of the local festivals in Korea, is a local festival that makes good use of cultural tourismcontents using the Confucian cultural resource called Hyanggyo. Next, the ‘Changdeokgung Festival’ was a festival that utilized the night programcalled Moonlight Tour in the city center and made good use of cultural resources in the city center. Lastly, the Namhansanseong Fortress ‘Saengsaeng Culture Festival’ is a festival that utilizes the traditional cultural resource of the mountain fortress. In particular, the ‘Saengsaeng Cultural Festival’ showed the dual management of local governments and local residents in its planning and operation. Accordingly, the strengths and weaknesses of domestic festivals were examined. Meanwhile, as an overseas regional festival, we first looked at China's 'World Traditional Martial Arts Festival'. In the case of this festival, above all, Chinese martial artists as well as foreign martial artists participated in the festival, which developed the characteristics of a local festival into a global festival. In addition, it was creating a very large added value to the local economy by attracting foreign tourists. Next, we looked at the ‘Edinburgh International Festival’ in the UK in Europe. This festival originally started as a humanistic project of ‘the enlightenment of the human spirit’, but nowit has been confirmed that the character of the festival has been greatly expanded with the expansion of the ideology of ‘peace and harmony in Europe’. In addition, it was confirmed that more than 50 countries participating in this festival have expanded into a very international festival, with more than 1,500 participating organizations. Lastly, the ‘Carnival Festival’ in France was characterized by a different theme each year. In addition, more than 1,000 musicians and artists of various genres participating in these festivals constituted a colorful festival. As such, in the case of overseas festivals, it was confirmed that they have already established themselves as global festivals beyond locality. Therefore, the analysis was summarized on the strengths and weaknesses of overseas festival cases. In Chapter 4, the main analysis target of this study, the Dangjin 'Gijisi Tug of War Festival', as well as the representative domestic and overseas regional festivals, was analyzed to find a way to revitalize the region based on the convergence of regional festivals. As a result, the following four alternatives were identified. First, local festivals require voluntary participation of local people above all else. Second, education programs for local residents should be operated together through local festivals. Third, specific measures should be established for the convenience of local festival users, and an experience program for family-based festival visitors is also needed. Fourth, in the planning and operation of local festivals, local residents, not local governments, should take the lead and conduct the event. There should also be a way back to the local community regarding the use of post-festival profits. Chapter 5 is a conclusion chapter and consists of the results, implications, suggestions, and limitations of this study. Through this, this study separately described the positive and negative aspects of the analyzed regional festivals and sought solutions to the problems. As a result, it was confirmed that, above all else, in the case of local festivals, festivals led by local residents, not local government entities, were necessary. In addition, considering that most of the local festivals currently held in Korea are of equal quality, it was confirmed that the contents of the new local festivals were more important than anything else. According to the results of this study, this researcher conducted an interview with local residents of Dangjin as a way to revitalize the 'Gijisi tug-of-war' festival. All three interviewees were selected as those who fully knew the meaning of the Dangjin local festival and were interested in its development plan. Although the results of the in-depth interview of the three participants showed some differences, in conclusion, all three participants consistently presented the diversity of the Dangjin regional festival program and the diversity of the festival subject. Therefore, the implications and suggestions of this study are as follows. First, it is necessary to transform the local government-based festival into a local-based festival. Second, a corporate group related to local festivals should be formed and the group should be operated at all times. Third, it is necessary to establish a research institute related to regional festivals and develop new festival contents on a regular basis. Fourth, it is necessary to expand the scale and content of the festival by combining it with other local festivals and overseas festivals. Fifth, it is necessary to find a way to produce an emblem related to local festivals and to use the emblem on a daily basis in the region. Lastly, this study relied on previous studies and literature rather than the analysis of festivals under the influence of COVID-19.

As a result, the following four alternatives were identified. First, local festivals require voluntary participation of local people above all else. Second, education programs for local residents should be operated together through local festivals. Third, specific measures should be established for the convenience of local festival users, and an experience program for family-based festival visitors is also needed. Fourth, in the planning and operation of local festivals, local residents, not local governments, should take the lead and conduct the event. There should also be a way back to the local community regarding the use of post-festival profits. Chapter 5 is a conclusion chapter and consists of the results, implications, suggestions, and limitations of this study. Through this, this study separately described the positive and negative aspects of the analyzed regional festivals and sought solutions to the problems. As a result, it was confirmed that, above all else, in the case of local festivals, festivals led by local residents, not local government entities, were necessary. In addition, considering that most of the local festivals currently held in Korea are of equal quality, it was confirmed that the contents of the new local festivals were more important than anything else. According to the results of this study, this researcher conducted an interview with local residents of Dangjin as a way to revitalize the 'Gijisi tug-of-war' festival. All three interviewees were selected as those who fully knew the meaning of the Dangjin local festival and were interested in its development plan. Although the results of the in-depth interview of the three participants showed some differences, in conclusion, all three participants consistently presented the diversity of the Dangjin regional festival program and the diversity of the festival subject. Therefore, the implications and suggestions of this study are as follows. First, it is necessary to transform the local government-based festival into a local-based festival. Second, a corporate group related to local festivals should be formed and the group should be operated at all times. Third, it is necessary to establish a research institute related to regional festivals and develop new festival contents on a regular basis. Fourth, it is necessary to expand the scale and content of the festival by combining it with other local festivals and overseas festivals. Fifth, it is necessary to find a way to produce an emblem related to local festivals and to use the emblem on a daily basis in the region. Lastly, this study relied on previous studies and literature rather than the analysis of festivals under the influence of COVID-19.
