Safety of children in infancy and early childhood is a fundamental right that must be guaranteed to all children, and it is also the duty of the society and adults. To ensure the safety of young children, the government and educational institutions have emphasized the importance of safety, and have implemented policies for the safety of infants and young children, such as mandatory safety education and the amendment of the Child Care Act. Additionally, in the field of education, educational institutions not only make their own individual efforts, but also have devised and implemented various institutional systems, including composition of a safe classroom environment and establishing safety rules. Since the safety of children is one of the major concerns of parents, it acts as an important factor in parents’ selection of educational institutions for their children. However, since it is impossible to remove all the risk factors threatening the safety of children despite institutional and individual efforts, it is inevitable that safety accidents sometimes occur. Such safety accidents occurring in educational institutions may become a cause of conflicts between parents and teachers. These conflicts make it difficult to maintain a mutually communicative relationship and thus undermine or destroy mutual trust, so they become a serious obstacle to having smooth communication and discussion. The investigation of parents’ and teachers’ perceptions on safety and safety accidents may help to create points that allow cooperative discussions in a reasonable way for both parties, and thereby contribute to mutual communication and relationship formation. In this respect, there is a need to examine the perceptions of parents and teachers on safety and safety accidents in early childhood educational institutions. For this reason, this study aimed to explore the perceptions of parents and teachers about safety and safety accidents in early childhood educational institutions. The participants of this study consisted of four parents and four early childhood teachers. The four parents currently had a child attending an early childhood educational institution, and each of the four teachers had 4 years or more of work experience in education and were working as homeroom teachers at a child-care center or a kindergarten. Data collection was carried out through individual interviews performed three times for each participant over a period of 7 months from May to November, 2021. In qualitative data analysis, final themes were derived from the collected data by using an inductive approach including transcription, coding, categorization, and thematic analysis. To increase the reliability and validity of this study, self-reflection of the researcher and member checking were performed, and consultation with an expert in qualitative research was conducted. The analysis results indicated that although the scope of safety accidents perceived by teachers and parents was various, the participants were mainly concerned with physical safety. Both teachers and parents similarly perceived the criteria for determining the seriousness of safety accidents as the severity of injury and the presence of an action constituting the teacher’s negligence. However, in the case of a serious safety accident or an accident requiring continuous long-term treatment, teachers regarded characteristics of infants as the main cause of the accident, while parents attributed it mainly to the teacher’s negligence. When a safety accident occurs, identification of the specific circumstances of the accident is an important matter for both teachers and parents. In other words, for both teachers and parents, understanding the situation of a safety accident is an important issue that may be related to where responsibility lies and the selection of response actions. Thus, if necessary, the situation of a safety accident has often been examined using CCTV. In this situation, teachers were trying to deal with safety accidents smoothly through a positive trust relationship with parents, and parents responded to safety accidents differently depending on the degree of trust. However, continuous and repeated occurrences of safety accidents were found to be a factor undermining the mutual trust between teachers and parents. When a safety accident occurred, teachers tried to reduce their responsibility for the accident by expressing an apology and making various other efforts, and showed a defensive attitude to defend themselves. Meanwhile, parents attempted to check whether adequate and prompt response action had been taken while displaying a sensitive attitude. The implications of the above described study results can be described as follows. First, both teachers and parents consider it important to keep young children safe in educational institutions and show a sensitive attitude toward the situations of accidents, but they were found to consider the safety problem of young children only in terms of physical safety. In other words, the safety problem of young children is viewed as a problem about physical injuries in terms of a narrow sense of safety rather than a broader sense of safety including both physical and mental well-being and health. Therefore, to ensure the overall safety of young children in a comprehensive sense of safety, expansion of perception on the scope of safety and reconceptualization of safety are required with respect to the scope of safety perceived by the society as well as the concept of safety of teachers and parents. In addition, there is a need for discussion on an approach that enables teachers to ponder upon the health of infants and young children from a comprehensive perspective through overcoming separated perceptions by leading teachers to perceive safety as the comprehensive concept described above from the stage of preservice teacher training. Second, since teachers and parents believe that adults should keep young children safe and guarantee their safety, they think that teachers as adults should protect young children rather than providing young children with opportunities to improve their safety ability and practice habits for safety. Therefore, teachers feel fear and a sense of guilt about safety accidents occurring in educational institutions, and parents expect that teachers’ efforts can prevent most safety accidents and minimize such accidents. To improve this situation, it is necessary to derive mutual understanding and find appropriate points of consensus between institutions and parents regarding safety problems. Furthermore, it is also necessary to implement parent education as well as safety education needed to cultivate young children’s ability to become aware of and respond properly to safety problems for themselves. Additionally, there is a need for efforts to improve institutional systems, such as identification of problems in the current safety education of early childhood educational institutions, which is obligatorily required by government policy but tends to be carried out superficially, examination of factors necessary for creating a safe classroom environment, and adjustment of the ratio of teachers to young children. Third, although it is parents that select and decide on early childhood educational institutions, it is necessary to make a shift in perception toward the notion that young children should be a primary consideration in the event of safety accidents. Currently, safey accidents are generally dealt with in a parent-centered way because parents make judgements about the qualifications and capabilities of institutions and teachers based on the observed processes of responding to and handling safety accidents. However, with respect to major problems of young children, power struggle and reciprocal finger-pointing between teachers and parents should be avoided, and all responses to safety problems or all the processes of dealing with them should be carried out with the best interest of young children in mind. The reflection of teachers and parents, perceptual changes, and implementation of continuous education are required regarding whether conversations are made on the premise of mutual understanding for the well-being and health of young children.
