정부가 사람 중심의 복지국가 개념을 가지고 국민 모두의 인간다운 삶을 보장하는 환경이 대두되었고, 주민 참여를 필수요건으로 하는 지방자치 시대가 열림에 따라 정부에 대한 사회, 문화적 요구가 높아졌다. 공공서비스디자인은 공공정책 및 공공서비스 구상에서 수요자 중심의 디자인 방법을 적용해 사용자의 생각과 행동을 변화하고 만족도를 향상시킬 수 있다. 공공복지서비스는 직접적이고 대인적인 서비스가 중요시되며 행정복지센터는 업무체계 특성상 이러한 서비스가 가능하다. 이에 국내 복지행정의 계층구조상 최종적 전달기관으로서 행정복지센터의 역할과 책임이 나날이 증대되고 있다. 행정복지센터가 주민생활서비스, 공공복지서비스의 거점이 되어야 할 가장 중요한 이유인 것이다. 사회적으로, 인구증가, 주민자치 활동 등으로 공공청사 역할이 변화하면서 행정복지센터의 정비에 필요성이 커지고 있다. 행정복지센터의 민원실은 서비스 제공자와 이용자가 함께 사용하는 공간으로써 적절한 공간분배와 자리 배치로 업무의 효율성 증대는 중요하다. 행정복지센터 이용패턴의 파악, 방문 목적에 따른 동선 체계 파악하여 서비스디자인의 관점으로 이용행태를 분석한 공간모델 연구가 필요하다. 이에 앞서, 공간 환경에서 느껴지는 느낌, 인상 등 의식적 또는 무의식적으로 야기되는 감성적 측면을 파악하는 것이 중요하다. 본 연구는 그동안 행정복지센터의 공간 계획이 공급자 중심이었다는 비판을 넘어 수요자를 배려한 공간으로 변화하기 위해 행정복지센터의 현재 모습을 주민들의 시각으로 살펴보고 행정복지센터에 관한 주민들의 인식을 바탕으로 그동안 불편하였던 행정복지센터 내에서의 공간 환경을 되돌아봄으로써 앞으로 바람직한 변화의 방향을 찾아 주민들과 가까운 곳에서 주민들의 삶의 질 향상 욕구를 충족시켜줄 수 있는 행정복지센터가 되도록 기여하는데 목적이 있다. 본 연구는 주거환경과 가까운 행정복지센터의 개선에 주민자의 이용행동에 대한 관찰조사와 공간지각에 대한 체계적인 분석방법을 구축하는 기초연구이다. 이에 따라 연구방법과 범위는 다음과 같다. 첫째, 이론적 고찰로써 행정복지센터, 공공복지서비스의 전반적인 개념 및 필요성을 살펴보고 행정복지센터의 공간 개선을 위한 방법으로 이용자 행태 분석 방법을 선행연구를 통해 살펴봄으로서 본 연구의 행동관찰조사에 적용될 수 있는 분석방법을 모색하였다. 둘째, 본 연구의 조사 대상지인 정자2동 주민센터의 이용자 행태 분석을 위하여 서울시 찾아가는 주민센터 공간개선을 실시한 전문가와 그 현장 담당자의 인터뷰를 진행하였다. 이를 바탕으로 체크리스트를 구성하여 현장 방문 조사 대상지 5곳(삼성1동 주민센터, 신사동 주민센터, 수서동 주민센터, 일원본동 주민센터, 종로 1, 2, 3, 4가 주민센터)을 관찰 조사하였다. 셋째, 본 연구의 조사 대상지는 공간개선사업을 앞둔 수원시 장안구 정자2동에 위치한 행정복지센터로 선정하여 행정복지센터의 공간 중 민원·복지업무가 주로 이루지는 공간을 위주로 대상지 분석을 하였다. 넷째, 행동관찰조사는 1차, 2차 2번에 걸쳐 진행하였다. 1차 행동관찰조사는 조사대상지인 정자2동 행정복지센터 민원업무 공간 내에서 이용자를 고려한 공간개선을 위해 40대 이상 민원인 45명을 대상으로 행동관찰조사를 실시하였다. 그 중 남녀 총 20명을 정자동 거주자로 현장 임의 선정하여 행정복지센터 이용성 평가를 실시하였다. 2차 행동관찰조사에서는 40대 이상 민원인 중 남녀 총 12명의 정자동 이외 거주자로 조사 참가자를 사전 모집하여 선정하였으며, 행동관찰조사 및 이용성 평가를 실시하였다. 2차 행동관찰조사 참가자는 1차 행동관찰조사와는 달리 목적성 문구를 제시함으로써 이에 따른 미션 수행을 조사에 포함시켜 진행하였다. 2번에 걸쳐 진행된 행동관찰조사에서는 행정복지센터 내에서의 업무처리 중 나타나는 동선 및 소요시간을 중점적으로 확인하고 이용자의 행태 특이점을 확인하려 하였다. 그리고 이용성 평가 설문에서는 공간 이용성 평가 문항과 공간 감성어휘 평가 문항을 일반사항 문항과 더불어 조사 참가자에게 응답받았다. 다섯째, 행동관찰조사에서 나온 데이터를 바탕으로 성별, 업무 유형에 따라 동선유형을 분석하였고, 공간 익숙함 여부에 따른 동선유형을 비교 분석하였다. 또한, 행정복지센터를 이용하는 과정에서 이용자의 행정복지센터 이용 소요시간과 동선거리를 분석하기 위하여 5개의 구간으로 구분하여 소요시간 및 동선거리를 확인하였다. 정자2동 행정복지센터가 익숙한 조사 참가자 그룹(Familiar)과 익숙하지 않은 조사 참가자 그룹( Unfamiliar)의 이용성 평가 설문 데이터를 SPSS 25(IBM) 통계분석프로그램으로 기술통계분석, 독립표본 t-검정 평균비교, 일원배치 분산분석(One-Way ANOVA) 평균비교를 실시하였다.
본 연구에서는 행정복지센터를 방문하는 이용자가 업무처리를 위해 행정복지센터 내에서 어떠한 동선을 가지며, 이용자 동선에 영향을 미치는 요인이 무엇인지 이용자 추적조사 방법인 행동관찰조사를 통하여 확인하였다. 이용자 특성과 업무 종류에 따라 행정복지센터를 이용하는 동선에서 차이를 보이고 있었다. 업무 중 서류 구비를 위한 이동, 대기시간, 공간 구성 등으로 이동 동선 길이, 소요 시간에 영향을 미치고 있었다. 서식대, 대기표 발권기, 무인민원발급기, 창구, 대기공간 등의 배치, 위치로 인하여 이용자들의 동선 패턴에서 반복, 꺾임, 원형으로 구성되어 동선 길이와 소요 시간을 늘렸다. 이용성 평가 설문은 앞서 설명하였듯이 기술통계분석, t-검정, ANOVA 검정을 실시하였다. 조사 참가자의 인원 수가 적어 검증을 통한 유의성을 살펴보기에는 어려움이 있어 평균비교를 실시하였다. 조사 참가자 집단은 행정복지센터에서 직원과 대면하여 업무처리를 하는 이용성 평가 문항에서는 긍정적 반응을 보였다. 하지만 행정복지센터 공간에 관한 이용성 평가에서는 조사 참가자 집단 간 차이를 볼 수 있었다. 결론적으로 본 연구는 이용자 중장년층을 대상으로 하여 주민센터 방문에서부터 공공서비스 이용과정을 관찰하고 이에 따른 공간 환경과 이용자의 관계를 이용자 행태관찰조사(User Behavior Observation Survey)과 이용성 평가 설문으로 파악하고자 하였다. 즉, 본 연구는 행정복지센터에 있어 공공서비스 공간디자인 계획에 이용자 행태 분석을 접목시킨 기초자료로써 이를 활용한 행정복지센터 공간개선 모델 구축에 기여하는 것에 의의가 있다.

An environment has emerged in which the government guarantees a human life for all citizens with the concept of a people-centered welfare state, and social and cultural demands for the government have increased as the era of local autonomy, which requires residents to participate. Public service design can change users' thoughts and behaviors and improve satisfaction by applying consumer-centered design methods in public policy and public service initiatives. For public welfare services, direct and interpersonal services are important, and administrative welfare centers can provide these services due to the nature of the work system. Accordingly, the role and responsibility of the administrative welfare center as the final delivery institution in the hierarchical structure of domestic welfare administration are increasing day by day. This is the most important reason why the administrative welfare center should be a base for resident life services and public welfare services. Socially, as the role of public buildings changes due to population growth and residential autonomy activities, the need for the maintenance of administrative welfare centers is increasing. The civil service room of the administrative welfare center is a space shared by service providers and users, and it is important to increase the efficiency of work by appropriately distributing space and arranging seats. It is necessary to study a spatial model that analyzes the usage behavior from the perspective of service design by grasping the usage pattern of the administrative welfare center and the movement system according to the purpose of the visit. Prior to this, it is important to grasp the emotional aspects caused consciously or unconsciously, such as feelings and impressions felt in a spatial environment. This study aims to become an administrative welfare center that can satisfy residents' desire to improve the quality of life by looking at the current state of the administrative welfare center from the perspective of residents and reflecting on the inconvenient space environment. This study is a basic study to establish an observation survey on residents' usage behavior and a systematic analysis method for spatial perception in the improvement of administrative welfare centers close to the residential environment. Accordingly, the research method and scope are as follows. First, as a theoretical review, the overall concept and necessity of administrative welfare centers and public welfare services were examined, and the method of analyzing user behavior was examined through previous studies to improve the space of administrative welfare centers. Second, in order to analyze the user behavior of the Jeongja 2-dong Community Center, which is the subject of this study, an interview was conducted with an expert who improved the space of the visiting community center in Seoul and the field manager. Based on this, a checklist was formed to observe and investigate five sites (Samsung 1-dong Community Center, Sinsa-dong Community Center, Suseo-dong Community Center, Ilwonbon-dong Community Center, and Jongno 1, 2, 3, and 4-ga Community Center). Third, the target site of this study was selected as an administrative welfare center located in Jeongja 2-dong, Jangan-gu, Suwon, ahead of the space improvement project, and analyzed the target site mainly for civil complaints and welfare work. Fourth, behavioral observation surveys were conducted twice in the first and second rounds. The first behavioral observation survey was conducted on 45 civil petitioners in their 40s or older to improve the space considering users within the civil service space of the Jeongja 2-dong Administrative Welfare Center, the site of the survey. Among them, a total of 20 men and women were randomly selected as residents of Jeongja-dong and evaluated the usability of the administrative welfare center. In the second behavioral observation survey, a total of 12 male and female non-Jeongja-dong residents among civil petitioners in their 40s or older were recruited in advance and selected, and behavioral observation survey and usability evaluation were conducted. Unlike the first behavioral observation survey, participants in the second behavioral observation survey included mission performance in the survey by presenting a statement of purpose. In the behavioral observation survey conducted twice, it was attempted to focus on the movement and time required during work processing within the administrative welfare center and to confirm the peculiarities of the user's behavior. In addition, in the usability evaluation survey, space usability evaluation questions and space emotional vocabulary evaluation questions were answered by survey participants along with general items. Fifth, based on the data from the behavioral observation survey, the movement type was analyzed according to gender and work type, and the movement type according to spatial familiarity was compared and analyzed. In addition, in the process of using the administrative welfare center, the required time and the required distance were divided into five sections to analyze the user's use of the administrative welfare center. The SPSS 25 (IBM) statistical analysis program performed descriptive statistical analysis, independent sample t-test average comparison, and one-way ANOVA average comparison of the usability evaluation survey data of the familiar survey participant group (Familar) and unfamiliar survey participant group (Unfamilar) at the Jeongja 2-dong Administrative Welfare Center.
In this study, it was confirmed through a behavioral observation survey, a user tracking method, what kind of movements users visit the administrative welfare center have for work processing and what factors affect the user's movements. There was a difference in the movement path of using the administrative welfare center according to the characteristics of users and the type of work. During work, movement, waiting time, and space composition for documentation were affecting the length of movement and time required. Due to the arrangement and location of the habitat table, waiting ticket issuing machine, unmanned civil service issuing machine, window, waiting space, etc., it consists of repetition, deflection, and circularity in the user's movement pattern, increasing the length and time required. As explained above, the usability evaluation questionnaire conducted descriptive statistical analysis, t-test, and ANOVA test. Since the number of survey participants was small, it was difficult to examine the significance through verification, so an average comparison was conducted. The survey participant group showed a positive response in the usability evaluation question, in which the administrative welfare center faces employees to handle work. However, in the usability evaluation of the space of the administrative welfare center, there was a difference between the groups of survey participants. In conclusion, this study observed the process of using public services from visits to community centers for middle-aged users and tried to understand the relationship between the spatial environment and users through the User Behavior Observation Survey and the usability evaluation survey. In other words, this study is basic data that combines user behavior analysis with public service space design plans in the administrative welfare center, and is meaningful in contributing to the establishment of a space improvement model for the administrative welfare center.

In the behavioral observation survey conducted twice, it was attempted to focus on the movement and time required during work processing within the administrative welfare center and to confirm the peculiarities of the user's behavior. In other words, this study is basic data that combines user behavior analysis with public service space design plans in the administrative welfare center, and is meaningful in contributing to the establishment of a space improvement model for the administrative welfare center.
