심각해지는 기후 위기의 현실에 교육 현장에서도 기후 위기 문제에 대한 태도, 인식의 변화를 통해 행동의 변화까지 이어질 수 있는 지속 가능한 환경 교육이 이루어질 필요가 있다. 생태시민성의 개념을 환경 교육의 내용으로 선정하여 기후 위기의 문제를 시공간을 넘어서 지구생태계의 문제로 바라볼 수 있는 안목을 키우는 것은 지속가능한 환경 교육의 방법이 될 수 있다. 이에 본 연구는 플립 러닝 전략을 사용하고 디자인 씽킹을 구조로 한 생태시민성 융합교육 프로그램 개발을 목적으로 한다. 연구 문제는 첫째, 「초등학교에서 생태시민성 교육은 어떤 가치를 지향하는가?」 둘째, 「생태시민성 교육을 위한 디자인 씽킹 기반 플립 러닝 융합교육 프로그램은 어떻게 설계할 수 있는가?」 셋째, 「생태시민성 교육을 위한 디자인 씽킹 기반의 융합교육 프로그램에 플립 러닝을 어떻게 적용할 수 있는가?」 넷째, 「향후 생태시민성 교육을 위한 디자인 씽킹 기반 플립 러닝 융합교육 프로그램을 계획하고 실행하는 데 있어 유의해야 할 사항은 무엇인가?」로 설정하였다. 본 연구는 ‘생태시민성 교육에서 추구하는 가치는 무엇인가’라는 질문에서 출발하였다. 이에 생태시민성의 개념을 검토하고, 이를 토대로 학습 요소를 지식, 기능, 태도별로 선정하였다. 그리고 이러한 학습 요소를 효과적으로 적용하기 위하여 디자인 씽킹의 기반의 플립 러닝 수업 모형을 개발하였다. 모형을 개발하기 앞서 먼저 선행 연구를 분석하여 도출한 핵심 가치를 중심으로 수업 모형의 설계 원리를 도출하였다. 그리고 이를 기반으로 ‘이해하기-공감하기-공유하기-돌아보기’ 총 4단계의 수업 모형을 개발하였다. 이 수업 모형은 디자인 씽킹의 ‘이해하고 공감하기’, ‘해결해야 할 진짜 문제 정하기’, ‘문제 해결 방법 찾아보기’, ‘문제 해결 방법 간단히 보여주기’, ‘해결 방법을 실행하고 돌아보기’와 같은 각각의 프로세스에 적용되었으며 ‘미세먼지’를 세부 주제로 한 총 17차시의 융합교육 프로그램을 개발하였다. 전문가 7인을 대상으로 한 델파이 조사를 통하여 개발한 교육 프로그램 타당도를 검증하였고 조사 결과를 기반으로 프로그램을 수정 및 보완하였다. 델파이 조사 결과, 수업 모형의 단계 중 ‘공감 실행하기’ 명칭의 모호성을 지적한 공통된 의견을 반영하여 ‘공감하기’로 명칭을 변경하였다. 또 교수・학습 과정안의 세부 내용에 대한 전문가들의 의견을 반영하여 디딤 영상과 관련한 활동의 수정, 토의・토론 활동의 추가, 공개 연설 활동 시 프로토타입의 활용, 2차 프로토타입 제작 활동의 순서 변경 등을 적용하여 프로그램 최종안을 도출하였다. 본 연구의 결과에 따른 제언은 다음과 같다. 첫째, 본 연구에서 개발한 프로그램은 세부 주제로 ‘미세먼지’를 선정하여 작성되었기에 미세먼지 이외에도 다양한 환경 문제들을 주제로 생태시민성 교육 프로그램을 개발하는 것이 필요하다. 둘째, 본 연구의 대상인 초등학교 고학년 학생 외에도 저학년, 중학생, 고등학생을 대상으로 한 프로그램 개발 연구가 필요하다. 생태시민성의 개념은 특정 시기에만 국한된 주제가 아니며 오히려 지속적이고 체계적인 교육을 통해 그 개념이 내재화될수록 학습자가 생태시민으로 성장할 수 있는 기회는 늘어날 것이다. 셋째, 본 연구에서 개발한 생태시민성 프로그램을 학교 현장에 적용하기 위해서는 생태시민성 개념에 대한 교사의 이해를 증진하는 연구가 필요하다. 생태시민성의 특징을 잘 알고 있는 교사가 그 내용들을 반영하여 프로그램을 적용할 수 있고, 가르치고자 하는 학생과 상황에 맞게 프로그램을 수정하고 보완하여 더 나은 방향으로 발전시킬 수 있을 것이다.

Fourth, "What should be noted in planning and implementing flipped learning convergence program based on design thinking for ecological citizenship education in the future?“ This study started with the question of 'What is the value pursued in ecological citizenship education?‘ Accordingly, the concept of ecological citizenship was reviewed, and learning elements were selected by knowledge, function, and attitude based on this. In addition, in order to effectively apply these learning elements, a flipped learning class model based on design thinking was developed. Prior to developing the model, the design principle of the instructional model was derived based on the core value derived by analyzing previous studies. And based on this design principle, a total 4 instructional models were developed: 'Understanding - Empathy - Sharing – Looking back'. This class model was applied to design thinking's processes such as 'Understanding and Empathy', 'Setting real problems to solve', 'Finding solutions', 'Simplifying solutions', and 'Executing and Looking back on solutions', and developed a total of 17 convergence education programs with detailed themes of 'fine dust'. The validity of the educational program developed through a Delphi survey of 7 experts was verified, and the program was modified and supplemented based on the results of the survey. As a result of the Delphi survey, the name was changed to 'sympathy' by reflecting the common opinion that pointed out the ambiguity of the name of 'executing empathy' during the stage of the class model. In addition, by reflecting the opinions of experts on the details of the teaching and learning process, the final plan of the program was derived by modifying activities related to out-of-class instruction(video), adding discussion and debate activities, using prototypes in public speaking activities, and changing the order of second prototype production activities. Suggestions based on the results of this study are as follows. First, since the program developed in this study was developed by selecting 'fine dust' as a detailed theme, it is necessary to develop an ecological citizenship education program for various environmental problems other than fine dust. Second, in addition to the upper grades of elementary school subject to this study, a program development study for lower grades, middle school, and high school students is needed.
