This thesis set out to examine the formation process of discourse about "Mudjima Crime" from the perspective of medicalization by analyzing media reports on such crimes. It would also examine the subjects and social implications of the medicalization discourse of "Mudjima Crime" and investigate the effects of the medicalization discourse on measures against such crimes. "Mudjima Crime" are expressive crimes for offenders to inflict violence on people that have no direct connections with them. Mudjima Crime are characterized by no specified victims of violence and uncertain motives for crimes. After a "motiveless crime" occurs, the criminal justice agencies first check whether the offender has a history of mental illness, and the press and the medical expert groups propose his or her treatment and management as a measure against such crimes. In this way, they explain the causes of "Mudjima Crime" as personal pathological issues and turn the offenders into objects of treatment. Medicalization is the "process of defining a non-medical issue into a medical one and moving it into the area of treatment." The medicalization of "Mudjima Crime" reduces the causes of such crimes into personal issues, thus raising a concern that social structural causes will not be investigated such as economic inequality and relative deprivation as well as personal narrative and environment causing a crime. As individuals are held accountable for crimes to treat and manage their illnesses for themselves, social, economic, and political responsibilities are overlooked. The present study thus traced the formation process of a medicalization discourse about "Mudjima Crime," examined the subjects that took initiative in its formation and the social implications of the discourse, and investigated the effects of the discourse. The findings were summarized as follows: first, there were changes to the trends of media reports on "Mudjima Crime" for the last ten years. In their early days, there was an emphasis on social structural issues regarding the causes of crimes. In 2016, mental diseases and the misogyny issue were highlighted as major causes of "Mudjima Crime." Since then, mental illness issues continued to be emphasized as major causes of "Mudjima Crime" with media reports on their social structural causes decreasing. The study then found that the press, the criminal justice agencies, and the medical expert groups played leading roles in the formation of a medicalization discourse about "Mudjima Crime." The outcomes of investigations and trials granted legitimacy to the comments of the criminal justice agencies. The expertise of medical expert groups did to their comments. The reliability and authority based on reports with a sense of realism did to the comments of the press. The medicalization discourse of "Mudjima Crime" made people with mental illness and even people with suspected mental illness potential offenders and created the fear that anyone could be a victim. The fear justified medicine-based social policies arguing that people with mental illness should receive treatment and management. The medicalization discourse explained crimes as personal pathological issues and made individuals accountable for their treatment, transferring the responsibilities of the government and society such as relative deprivation and social inequality to individuals. This is in line with a neo-liberalist ruling strategy that makes individuals autonomous subjects and has them take responsibility for themselves. In addition, the medicalization discourse weakened or excluded the "misogyny" and "social responsibility" discourse. The medicalization discourse of "Mudjima Crime" also has impacts on the legislation of the National Assembly and the policies of the government. The National Assembly attempted to revise bills to establish legal grounds for involuntary admission and the introduction of a judicial hospitalization system. The government actively implemented emergency and administrative hospitalization and ran an emergency intervention team. They were measures taken by the acceptance of the medicalization discourse that "Mudjima Crime" were the personal disease issues of offenders and required treatment and management. In order to determine the cause of "Mudjima Crime", not only personal causes but also economic, social, and political contexts must be considered. In addition, it should be noted that social structural causes and responsibilities are being tolerated by reducing the cause of crime to individual disease problems. This study suggests the need to shed light on the process of forming the discourse of "Mudjima Crime" from the perspective of medicalization as an attempt at this problem consciousness.
