Since snowball sampling is used when there is no clear sampling frame in studies requiring in-depth and qualitative data collection and the best sampling is personal contact, hypothesis verification of population characteristics or statistical analysis methods are difficult to implement due to the purpose of this study and limitations of the sample selection process. According to this study, drug addicts and drug experts evaluated the effectiveness of medical treatment and compulsory criminal justice countermeasures as the stronger the addictive nature of drugs and the stronger the degree of drug addiction. And the weaker the addictive nature of drugs and the weaker the degree of drug addiction, the higher the effectiveness of arbitrary countermeasures and proactive countermeasures rather than criminal judicial countermeasures. In all drug addictions, the opinion that treatment is the most effective measure regardless of the degree of addiction has been appeared prominently. And for drugs that addiction was evaluated as weak, it was found that changing perception of drugs through education and publicity was effective. When the degree of addiction was weak, the effect of the self-help NA group and community treatment for drug withdrawal were also highly evaluated. Concerning correctional treatment or imprisonment, different results were found depending on the degree of addiction. There has been a significant difference in perception between drug addicts and drug experts about fentanyl, which has become an issue recently, and it seems that the recent epidemic of drugs has caused an asymmetry of information between the two groups. In domestic drug-related studies, simultaneous investigation of drug addicts and drug experts was rare. In this study, by examining two different groups, it was possible to confirm the difference in perception between the groups and able to derive the balanced results. It was also confirmed that the criteria for treatment intervention for addicts should be various depending on the characteristics of drugs and the degree of addiction. The results of this study can be referred as basic data, considering the current situation of specific application standard absence for treatment intervention while discussing the policy direction for punishment and treatment for drug addicts.
