The purpose of this study is to investigate the characteristics of easy-to-read materials for people with developmental disabilities issued in the public sector in Korea and to find out the differences according to variables. From 2013 to 2021, an analysis study was conducted on 98 cases of easy-to-read data for people with developmental disabilities published in the public sector. Criteria for the analysis of easy-to-read materials was developed with 78 items, of which validity and reliability were evaluated by family members of people with developmental disabilities and field experts, and the criteria was used for analysis. The general characteristics of easy-to-read materials for people with developmental disabilities were examined, and the results of the analysis based on the criteria, which is in accordance with the guidelines developed in previous research for creating easy-to-read materials, were compared by area, sub-factor, and item. The results were then cross analyzed according to three variables, including publisher type, participation of parties, and subject. The results are as follows. First, as for the general characteristics of easy-to-read materials, 81 materials (83%) were published between 2017 and 2021, 52 materials (53%) were published by a private institution, 45 materials (46%) covered the improvement of basic literacy and educational level, and 43 materials (44%) consisted of less than 20 pages. 71 materials (72%) revealed the information of the researcher, 67 materials (68%) clearly mentioned the expected readers, and 66 materials (67%) were developed in collaboration with people with developmental disabilities. 70 materials (71%) were officially published, 94 materials (96%) were not for sale, and 97 materials (99%) were published in book form. When it comes to accessibility, 92 materials (94%) were available online in a file format. Second, the cross-analysis of the characteristics of each area, sub-factor, and item of the easy-to-read materials found that no material satisfied all the criteria for sub-factors and items in all three areas. For sub-factors, the criteria for easy words and sentences, display items, clarity, and relevance were satisfied in most of the materials. As for items, all the materials showed that 9 items (12%) satisfied the criteria. Third, the cross-analysis on how the easy-to-read materials satisfied the criteria with variables such as publisher type, participation of parties, and subject found that there was no material that satisfied all sub-factors and items in the areas. As for sub-factors, most of the items showed higher criteria satisfaction rates in private institutions, non-participation of parties, and the improvement of basic literacy and educational level. Despite active research on the development of easy-to-read materials for people with developmental disabilities and expectations that it will be further expanded in the future based on legal grounds, only little empirical research has been conducted. Against the backdrop, this study has implications in analyzing the current status of the existing easy-to-read materials for people with developmental disabilities suggesting empirical grounds that can lay the ground for future discussion for development.
