For urban regeneration, hardware and software should be promoted together, and in particular, hardware should consider how to develop idle space. This method can be developed with various functions in mind to create synergistic effects, and can also produce socio-cultural and economic effects, so people should feel the value and utility when using the space. According to this concept, this study analyzed the cases of sustainable urban regeneration by dividing them into domestic and overseas. As for domestic cases, the case of the complex development project of Dongnam-gu office in Cheonan City and the case of the tobacco manufacturing complex development project in Cheongju were analyzed. The Dongnam-gu office complex development project in Cheonan is a project to develop the site of the Dongnam-gu office complex as an urban regeneration project to revitalize the original downtown. , and Korea Land and Housing Corporation (AMC), respectively, took charge of the implementation. Hyundai E&C was in charge of design, construction, defect management, acquisition of shopping malls, housing sales, and responsible completion of the project. In order to revitalize the original downtown commercial area, 81 the Cheongju Tobacco Manufacturing Complex Development Project achieved its intended purpose by attracting private companies to the negotiating body, changing the activation plan, and reorganizing the business structure. In this case, bold decisions and support from local governments, incentives using public enterprises, utilization of strengths of private enterprises, and conflicts are presented as implications. For overseas cases, the case of Marukame-machi Shopping Street in Takamatsu City, Japan and the case of King's Cross and Stratford in England were analyzed. The Marukame-machi Shopping Street in Takamatsu City, in cooperation with the Marugame-machi Shopping Street and the city and prefecture, strengthened commercial functions and improved the residential environment to promote revitalization in connection with the station area. The private sector segregated land ownership and use by using regular tenure rights to induce land right holders, and promoted the operation and management of buildings and parking lots, bus transportation business, hot springs business, and medical mall operation. King's Cross and Stratford in England established a Sustainable Community Plan, which established a policy to improve transport networks and recycle industrial waste to absorb development demand. The local government, as the Planning Authority, requested the project operator (private company) to contribute to the local community and collected opinions through various regional partnerships. Stakeholders formed a partnership (King's Cross Partnership, KCP), and the actual project was carried out in a public-private partnership method in which the private contractor (Argent) is the land owner, the public (LCR), and the private business (DHL). As implications, expansion of incentives to induce private participation, establishment of governance, and establishment of public support areas were suggested. 82 Using domestic and foreign examples, the establishment of governance, expansion of private participation, establishment of policy goals that the public and private sectors agree on, and clarification of the public domain were presented for an efficient real estate development plan as a sustainable urban regeneration.
