문화재 보존원칙으로 본 창경궁 조경 복원정비 양상 해석 Interpretation of Landscape Restoration and Maintenance in Changgyeonggung Palace through the Preservation Principles of Cultural Heritage원문보기
본 연구는 해방 이후 ‘왜색’ 담론으로 제거의 대상으로 여겨져 온 대온실, 자수화단, 춘당지 등 근대경관이 병존하는 창경궁의 혼성된 장소성이 현재 경내 공간 대부분을 미복원 녹지로 남겨 두는 등 문화재 경관의 소극적인 복원정비를 야기한 현상에 주목하였다. 궁궐의 외부공간은 명확한 사료적 근거에 따르는 고건물과 대조적으로, 다양한 활용을 위한 물리적 기반으로서 문화재 정책의 기조나 문화재 환경의 보존 여건에 따라 이용과 변형에 있어 엄격한 논리 체계를 거치지 않는 경우가 많다. 따라서 본 연구는 다양한 성격의 행사가 유치되는 등 실질적인 활용도는 높음에도 문화재 경관으로서 정비가 미흡한 창경궁을 대상으로 지금의 경관을 만들어 낸 조경 복원정비 사업들의 시기별 목적과 기준으로 작용한 논리들을 파악하였다. 나아가 이들의 타당성을 해석함으로써 근대경관이 존치된 창경궁의 현실과 부합되도록 시대성을 고려한 조경 복원정비의 방향 전환을 시사하였다. 연구의 방법은 문헌조사와 현장조사를 병행하였는데, 먼저 문화재 보존조치로서 문화재수리의 개념과 관련 용어를 정리하여 정비대상으로서 경관이 갖는 특성과 그를 보존하기 위한 문화재 조경의 역할을 파악하였다. 다음으로 창경궁의 연혁과 궁제에 따른 권역에 대한 이해를 바탕으로 복원의 직접적인 사유로 작용한 창경원 시기의 공간 변화와 경관 특성을 정리하였다. 즉 조경 복원정비 양상을 보존조치의 결과물로 이해함으로써 보존조치의 전제이자 지향점인 문화재 보존원칙을 준거로 창경궁 조경 복원정비의 논리적 타당성을 해석하기 위한 분석의 틀을 도출하였다. 자료는 1984년과 2010년에 수립된 두 차례의 종합정비계획과 그 배경이 된 문화재 심의위원회 및 실무진의 회의록을 바탕으로 하였으며, 1972년부터 2022년까지 창경궁에 시행된 조경 복원정비공사의 세부 내용은 국가기록원과 조달청 조달정보개방포털을 통하여 확보하였다. 연구의 결과는 다음과 같다. 첫째, 문화재 관리당국과 창경궁 전담관리 조직에 따른 조경 복원정비 태도의 변화를 이해하였다. 1894년 궁내부에 의하여 왕가재산과 국유재산이 분리되었고, 대한제국 선포 이후 황실재산으로 분류된 창경궁은 황실 일원의 거처이자 사유재산이었다. 1908년 궁내부 산하에 어원사무국이 신설되면서 근대시설의 도입을 통한 황실재산의 국유화라는 명목으로 고궁은 창경원이 되었고, 박물관이 있는 정원으로서 환경미화 대상으로 인식되었다. 해방 이후 창경원은 (구)황실재산으로서 다시 보호 대상으로 인식이 전환되었다. 1961년 문화재관리국이 출범하고, 1963년에는 사적으로 지정되어 창경궁의 고건물은 유원지 시설의 관리와 분리되었고, 문화재로서 환경이 정비되기 시작하였다. 1983년 창경원은 창경궁으로 명칭을 환원하고 창경궁사무소 주도 아래 전면적인 복원공사를 이행하였다. 이 과정에서 시설이 대거 철거된 공간에는 환경정화 차원에서 궁제 복원의 후속처리로서 조경 정비가 이루어졌다. 1999년에 문화재청 승격과 2019년 궁능유적본부 발족 이후 궁궐조경으로서 전문적인 관리가 이루어졌고, 궁궐을 문화관광자원으로 인식함에 따라 고건물, 수목, 시설물이 통합된 관람환경을 제공하는 것이 조경 정비의 목적이 되었다. 둘째, 창경궁의 조경 복원정비 양상을 정비 목적에 따라 네 시기로 구분하여 특성을 도출하였다. 해방 이후 ‘창경원 환경정화기(1954~1977)’에는 유원지 시설의 기능 복구, 벚꽃놀이를 위한 시설 설치, 국립동물원 도약을 위한 환경정화가 이루어졌다. ‘창경궁 중건기(1983~1986)’에는 ...

This study started This study focused on the phenomenon where Changgyeonggung Palace's mixed sense of place, where the modern landscape, such as Grand Greenhouse, Carpet Flower Bed, Chundangji Poind, etc., which have been regarded as objects of elimination due to the discourse of ‘Japaneseness’ after liberation, caused the passive restoration and maintenance of the scenery of cultural heritage landscape, such as leaving most spaces within the precincts as unrestored green areas currently. The use and transformation of the outer space of the palace, as a physical basis for utilization, is usually not examined under a strict logical system depending on the keynote of cultural heritage policy or the preservation conditions of the cultural heritage environment, in contrast to ancient buildings that follow clear historical evidence. This study identified the logic applied to Changgyeonggung Palace, which has been used practically at a high rate, such as holding events of various characteristics, but is insufficiently maintained as a cultural property landscape, based on the purpose and criteria of the landscape restoration and maintenance projects that created the current scenery. Furthermore, by interpreting their validity, this study suggested a new direction for landscape restoration and maintenance considering the trend of the times to match the reality of Changgyeonggung Palace where the modern scenery was preserved. For research methods, a literature study and field study was performed. First, the concept of cultural heritage repair as a cultural heritage preservation measure and related terms were organized and the characteristics of the landscape as a subject of maintenance and the role of cultural heritage landscaping to preserve it were identified. Next, the spatial changes and landscape characteristics of the Changgyeongwon period, which acted as a direct reason for restoration, were summarized based on the understanding of the history of Changgyeonggung Palace and the area according to the palace system. In other words, by understanding landscape restoration and maintenance as the result of preservation measures, an analytical framework was derived from interpreting the logical validity of the landscape restoration and maintenance of Changgyeonggung Palace based on the principles of preservation of cultural heritages, which are the premise and goal of preservation measures. The data used were the two comprehensive maintenance plans established in 1984 and 2010 and the minutes of the meeting of the Cultural Heritage Deliberation Committee and the working group, which served as the background of the plans. The details of the landscape restoration and maintenance work carried out in Changgyeonggung Palace from 1972 to 2022 were obtained through the National Archives of Korea and the Procurement Information Open Portal of the Public Procurement Service. The results of the study are as follows; First, the changes in the landscape restoration and maintenance attitude concerning the cultural heritage management authority and the dedicated Changgyeonggung management organization were identified. In 1894, the royal family’s properties and state properties were separated by the Ministry of the Court, and Changgyeonggung Palace was classified as the imperial family’s property after the declaration of the Korean Empire. It was the residence and private property of the imperial family. After the Office of the Imperial Garden was established under the Ministry of the Court in 1908, the old palace was turned into Changgyeongwon Zoo under the pretext of nationalizing imperial properties through the introduction of modern facilities, and it had been perceived as a garden with a museum, the subject of environmental beautification. After national liberation, the Changgyeongwon was again recognized as the subject of protection as former imperial property with a change of view. In 1961, the Cultural Heritage Managing Department was established. In 1963, it was designated as a historic site and the old buildings of Changgyeonggung Palace were separately managed from the amusement park facilities, and the maintenance of its environment as a cultural heritage began. In 1983, Changgyeonggung Palace recovered its name and was put under full-scale restoration work under the leadership of the Changgyeonggung Management Office. During this process, the landscape of the space where many facilities were removed was reorganized as a follow-up measure for palace restoration at the level of environmental purification. As the Cultural Heritage Managing Department was promoted to the Cultural Heritage Administration in 1999 and the Royal Palaces and Tombs Center was established in 2019, the palace has been managed professionally as a palace landscape. In addition, as the palace was recognized as a cultural tourism resource, the purpose of landscape maintenance became to provide a viewing environment that combines old buildings, trees, and facilities. Second, the Changgyeonggung landscape restoration and maintenance patterns were divided into four periods according to maintenance purpose and the characteristics of each were derived. After national liberation, during the ‘Purification Period of Changgyeongwon (1954~1977),’ environmental purification was carried out to restore amusement park facilities, install facilities for cherry blossom viewing, and develop the place into a national zoo. During the ‘Reconstruction Period of Changgyeonggung (1983~1986),’ various functions, including its function as an urban park, were restored, a reserved green area with the buffering function was designated, the outside space was recreated in the traditional feel, and the forest area was generally maintained. During the ‘Supplementation Period of Traditional Landscape Architecture Space (1987~2009),’ a uniform green landscape was created with pine trees within the previously formed spatial structure and various vegetation landscapes centered on the flower beds. Finally, during the ‘Improvement and Maintenance Period of Viewing Environment (2010~2022),’ a master plan was reestablished on the premise of utilization, but maintenance has been carried out in a small scale centering on unit space than area. Third, the validity of the logic of landscape restoration and maintenance of Changgyeonggung Palace was examined through the four criteria established based on the principle of cultural heritage preservation. The‘originality,’which is related to the intrinsic attributes of cultural heritages as historical evidence, is the concept that determines how much of the late Joseon Dynasty’s landscape was restored in today’s landscape of Changgyeonggung Palace, which is a result of the restoration and maintenance project. In this aspect, the palace system in restoration has not been expanded for over 40 years from the currently existing area crowded with palace buildings, and it was found that this has increased the heterogeneity of the landscape in each area. The ‘characteristics of the times,’ which shows whether multi-layered history was taken into account, is the concept that determines whether the traces taken until immediately before preservation measures were fully considered so that they would function as contributions in terms of time. As Changgyeongwon was excluded from the discussion in the process of setting the base year twice, the area of the Grand Greenhouse, left alone in a different time period, has been neglected in the restoration and maintenance of the palace. This study examined the landscape restoration and maintenance projects of Changgyeonggung Palace as above and carries significance in that it ascertained the current condition of the palace where the restoration of the original form has been delayed since the first master plan was established and suggested a sense of direction for the landscape maintenance in respect of the character of the times of Chundangji Pond and Grand Greenhouse, which have been excluded in determining the base year for restoration. It is hoped that the results of this study will contribute to the establishment of a comprehensive maintenance plan for Changgyeonggung Palace in the future.
This study started This study focused on the phenomenon where Changgyeonggung Palace's mixed sense of place, where the modern landscape, such as Grand Greenhouse, Carpet Flower Bed, Chundangji Poind, etc., which have been regarded as objects of elimination due to the discourse of ‘Japaneseness’ after liberation, caused the passive restoration and maintenance of the scenery of cultural heritage landscape, such as leaving most spaces within the precincts as unrestored green areas currently. The use and transformation of the outer space of the palace, as a physical basis for utilization, is usually not examined under a strict logical system depending on the keynote of cultural heritage policy or the preservation conditions of the cultural heritage environment, in contrast to ancient buildings that follow clear historical evidence. This study identified the logic applied to Changgyeonggung Palace, which has been used practically at a high rate, such as holding events of various characteristics, but is insufficiently maintained as a cultural property landscape, based on the purpose and criteria of the landscape restoration and maintenance projects that created the current scenery. Furthermore, by interpreting their validity, this study suggested a new direction for landscape restoration and maintenance considering the trend of the times to match the reality of Changgyeonggung Palace where the modern scenery was preserved. For research methods, a literature study and field study was performed. First, the concept of cultural heritage repair as a cultural heritage preservation measure and related terms were organized and the characteristics of the landscape as a subject of maintenance and the role of cultural heritage landscaping to preserve it were identified. Next, the spatial changes and landscape characteristics of the Changgyeongwon period, which acted as a direct reason for restoration, were summarized based on the understanding of the history of Changgyeonggung Palace and the area according to the palace system. In other words, by understanding landscape restoration and maintenance as the result of preservation measures, an analytical framework was derived from interpreting the logical validity of the landscape restoration and maintenance of Changgyeonggung Palace based on the principles of preservation of cultural heritages, which are the premise and goal of preservation measures. The data used were the two comprehensive maintenance plans established in 1984 and 2010 and the minutes of the meeting of the Cultural Heritage Deliberation Committee and the working group, which served as the background of the plans. The details of the landscape restoration and maintenance work carried out in Changgyeonggung Palace from 1972 to 2022 were obtained through the National Archives of Korea and the Procurement Information Open Portal of the Public Procurement Service. The results of the study are as follows; First, the changes in the landscape restoration and maintenance attitude concerning the cultural heritage management authority and the dedicated Changgyeonggung management organization were identified. In 1894, the royal family’s properties and state properties were separated by the Ministry of the Court, and Changgyeonggung Palace was classified as the imperial family’s property after the declaration of the Korean Empire. It was the residence and private property of the imperial family. After the Office of the Imperial Garden was established under the Ministry of the Court in 1908, the old palace was turned into Changgyeongwon Zoo under the pretext of nationalizing imperial properties through the introduction of modern facilities, and it had been perceived as a garden with a museum, the subject of environmental beautification. After national liberation, the Changgyeongwon was again recognized as the subject of protection as former imperial property with a change of view. In 1961, the Cultural Heritage Managing Department was established. In 1963, it was designated as a historic site and the old buildings of Changgyeonggung Palace were separately managed from the amusement park facilities, and the maintenance of its environment as a cultural heritage began. In 1983, Changgyeonggung Palace recovered its name and was put under full-scale restoration work under the leadership of the Changgyeonggung Management Office. During this process, the landscape of the space where many facilities were removed was reorganized as a follow-up measure for palace restoration at the level of environmental purification. As the Cultural Heritage Managing Department was promoted to the Cultural Heritage Administration in 1999 and the Royal Palaces and Tombs Center was established in 2019, the palace has been managed professionally as a palace landscape. In addition, as the palace was recognized as a cultural tourism resource, the purpose of landscape maintenance became to provide a viewing environment that combines old buildings, trees, and facilities. Second, the Changgyeonggung landscape restoration and maintenance patterns were divided into four periods according to maintenance purpose and the characteristics of each were derived. After national liberation, during the ‘Purification Period of Changgyeongwon (1954~1977),’ environmental purification was carried out to restore amusement park facilities, install facilities for cherry blossom viewing, and develop the place into a national zoo. During the ‘Reconstruction Period of Changgyeonggung (1983~1986),’ various functions, including its function as an urban park, were restored, a reserved green area with the buffering function was designated, the outside space was recreated in the traditional feel, and the forest area was generally maintained. During the ‘Supplementation Period of Traditional Landscape Architecture Space (1987~2009),’ a uniform green landscape was created with pine trees within the previously formed spatial structure and various vegetation landscapes centered on the flower beds. Finally, during the ‘Improvement and Maintenance Period of Viewing Environment (2010~2022),’ a master plan was reestablished on the premise of utilization, but maintenance has been carried out in a small scale centering on unit space than area. Third, the validity of the logic of landscape restoration and maintenance of Changgyeonggung Palace was examined through the four criteria established based on the principle of cultural heritage preservation. The‘originality,’which is related to the intrinsic attributes of cultural heritages as historical evidence, is the concept that determines how much of the late Joseon Dynasty’s landscape was restored in today’s landscape of Changgyeonggung Palace, which is a result of the restoration and maintenance project. In this aspect, the palace system in restoration has not been expanded for over 40 years from the currently existing area crowded with palace buildings, and it was found that this has increased the heterogeneity of the landscape in each area. The ‘characteristics of the times,’ which shows whether multi-layered history was taken into account, is the concept that determines whether the traces taken until immediately before preservation measures were fully considered so that they would function as contributions in terms of time.
