Recently, the activities of artists with developmental disabilities have been actively developed in South Korea. In this study, the structural contexts related to the growth of so-called artists with developmental disabilities were explained through the collection of literature reviews and participatory observation, and the multiple roles of mothers were analyzed at the actor level. Structural backgrounds that promoted the growth of people with developmental disabilities as artists included a policy environment for supporting people with developmental disabilities and artists with disabilities and an industrial environment based on social values. Mothers mobilized their socio-economic resources to organize cultural and artistic groups for people with developmental disabilities. These groups collaborated with local cultural foundations or social enterprises to create career opportunities for their children. On the surface, mothers performed their roles of supporters, planners, educators, and critics, but the range of role performance and the degree of participation varied within the mother group. The mothers' activities were carried out collectively, sharing the ultimate goal of socio-economic independence of their children with developmental disabilities through art activities, rather than the goal of simply growing their children as individual artists. Mothers who participate in art group activities experience conflicts and burdens between multiple roles. However, on the other hand, they provide emotional support to each other and participate in the career development process, expanding and restructuring the value of being artists for their children. The results of this analysis suggest that career development opportunities for each artist may also appear differently depending on mothers' human resources and socioeconomic characteristics. This study showed that the environmental contexts and mothers' participation in forming a discourse about careers and works and creating values played an important role in the background of the development of people with developmental disabilities as artists, rather than personal choices and talents.
