Recently, urban hollowing out due; to continuous population decline, urban development, and local crisis problems are intensifying, and securing a certain level of population at the urban level is becoming important. In this regard, the recent government proposed a compact-network as a new urban spatial structure strategy. Until recently, various studies have been conducted at the urban and regional levels, such as urban growth management policies, compact cities, and regional economic zones for inter-regional linkages, but they have mainly focused on the impacts of individual strategies on urban spatial structure. In addition, the analysis of the integrated approach of compact and network concepts was insufficient. Accordingly, this study attempted to empirically analyze the effect of compact-network characteristics on population growth of cities, considering both compact and network characteristics. To that end, first, diagnostic indicators representing the characteristics of the compact-network were selected through an existing literature review. Second, after categorizing the area using indicators representing compact and network, the characteristics of each type were compared. Third, the effect of the compact-network on the growth of the domestic urban population was analyzed using a multiple regression model. Summarizing the results of the population growth analysis considering the characteristics of the compact-network, it was derived that the population of non-metropolitan cities grows as the network develops. It was found that the population grows as commuter traffic in the urban area develops, and small and medium-sized cities with poor regional conditions rely on large surrounding areas, which can worsen population decline due to population outflow. In other words, among the compact-network characteristics, the influence of the network characteristics is greater than the compact characteristics, and it suggests that it is important to establish a differentiated strategy considering the area and the network with regional bases.
