본 연구는 발달장애인의 미래계획 수립 수준에 영향을 미치는 요인을 파악하는 것을 목적으로 한다. 이를 분석하기 위해, 미래계획 수립 수준에 영향을 미치는 요인을 발달장애인 개인 요인, 부모 요인, 사회참여활동 요인으로 설정하였다. 이후 각 요인에 따라 미래계획 수립 수준에 차이가 있는지 상대적 영향력을 확인하였다. 본 연구결과를 통해 발달장애인의 미래계획 수립 수준 향상을 위해 실질적으로 필요한 지원 요인을 파악하고자 한다. 발달장애인의 미래계획 수립 수준이 향상된다면 발달장애인 가족의 돌봄 부담이 완화되고 발달장애인이 평생에 걸쳐 안정적인 삶을 살 수 있을 것이다. 본 연구는 ‘2021년 발달장애인의 일과 삶 실태조사’의 데이터를 사용하여 2차 자료 분석을 진행하였다. 연구 대상은 ‘2021년 발달장애인의 일과 삶 실태조사’에 응답한 전체 표본 중 주 보호자가 부모인 경우, 발달장애인의 연령이 만 20세 이상인 경우로 제한하였다. 이러한 조건에 일치하는 총 1,919명의 응답을 대상으로 본 연구를 진행하였다. 자료의 분석을 위해 IBM SPSS Statistics 27을 활용하였고 빈도분석, 기술통계분석, 독립표본 t-검정, 일원배치 분산분석, 상관관계분석, 위계적 다중회귀분석을 실시하였다. 연구 결과는 다음과 같다. 첫째, 본 연구에서 나타난 발달장애인의 미래계획 수립 평균은 4.06로 최솟값이 3, 최댓값이 9인 점을 고려했을 때 매우 낮은 수준이었다. 둘째, 발달장애인의 인구사회학적 요인으로 성별, 장애유형, 전반적인 건강상태, 장애등급, 취업유무가 미래계획 수립 수준에 대해 유의미한 차이를 나타냈다. 발달장애인의 개인적 특성인 일상생활수행능력, 의사소통능력, 인지능력, 의사결정 주체, 자립의지 또한 미래계획 수립에 대해 유의미한 차이를 보였다. 셋째, 부모요인인 부모의 건강상태, 부모의 학력, 부모의 전반적 삶 만족도, 월평균 가구 소득에 따라 모두 미래계획 수립 수준에 유의미한 차이가 있는 것으로 확인되었다. 넷째, 사회참여활동 요인인 교육 프로그램 참여 경험, 고용 서비스 이용 경험, 사회참여 경험, 평소 교류하는 친구 수에 따라 미래계획 수립 수준에 대해 유의미한 차이를 나타냈다. 다섯째, 발달장애인의 미래계획 수립 수준에 인구사회학적 요인, 발달장애인 개인 요인, 부모 요인, 사회참여활동 요인이 미치는 상대적 영향력을 알아보고자 위계적 회귀분석을 실시한 결과 자립의지, 부모의 전반적 삶 만족도, 연령, 사회참여 경험, 장애 유형, 월평균 가구소득, 의사결정 주체, 부모의 건강상태, 교육프로그램 참여 경험이 미래계획 수립에 유의미한 영향을 주는 요인으로 파악되었고 나열한 순으로 상대적 영향력이 높게 나타났다. 연구 결과를 토대로 하여 발달장애인의 미래계획 수립 수준을 향상시키기 위한 방안은 다음과 같다. 첫째, 발달장애인 및 그 가족이 미래계획 필요성에 대해서는 인식하고 있으나 실제 미래계획 수립은 저조하다. 미래계획 수립에 대한 장벽을 낮추기 위해 복지관이나 특수학교 등 발달장애인이 접하기 쉬운 기관을 통해 미래계획 수립을 안내하고 지원하는 프로그램 개발이 이루어져야 할 것이다. 둘째, 발달장애인의 미래계획 수립 수준에 긍정적인 영향을 주는 요인으로 의사결정 주체가 본인인 경우와 자립의지가 강한 경우가 해당되었다. 발달장애인이 의사결정 주체가 될 수 있도록 지원하기 위해 의사소통능력에 대한 교육 지원 및 의사결정 참여 기회를 제공하는 사회적 분위기 형성이 필요하다. 셋째, 부모의 건강상태 및 부모의 삶 만족도가 발달장애인 자녀의 미래계획 수립에 영향을 미치는 것으로 나타났다. 발달장애인 자녀를 둔 부모의 돌봄 부담을 경감시키고 발달장애인이 스스로 삶의 주체가 될 수 있도록 돕기 위한 과정에는 부모에 대한 지원이 수반되어야 함을 알 수 있다. 이를 위해 경제적·심리적 지원이 포괄적으로 이루어질 필요가 있다. 마지막으로, 안정적인 미래계획 수립을 위해 안정적인 사회적 지원 기반이 필요하다. 현재 고려할 수 있는 각종 지원 및 서비스가 미래에도 꾸준히 지원된다는 확신이 있을 때 미래계획을 수립하는 의미를 가질 수 있다. 발달장애인의 미래계획 수립을 지원하기 위해 국가는 실제 생활이 가능할 만큼 현실적인 수준의 서비스 및 지원을 보장해야 하며 이는 안정적이고 지속 가능해야 한다.

The purpose of this study is to identify the factors that influence the level of future planning among individuals with developmental disabilities. To analyze this, the factors influencing the level of future planning were categorized into individual factors, parental factors, and social participation factors. Subsequently, the relative impact of each factor on the level of future planning was examined. The goal is to identify the necessary support factors for improving the level of future planning for individuals with developmental disabilities. If the level of future planning among individuals with developmental disabilities improves, it can alleviate the burden of caregiving for families and enable individuals with developmental disabilities to lead stable lives throughout their lifetimes. This study conducted secondary data analysis using the "2021 Survey on the Work and Life of Individuals with Developmental Disabilities." The study sample was limited to respondents who were the primary caregivers and had individuals with developmental disabilities aged 20 years or older. A total of 1,919 responses that met these conditions were included in this study. IBM SPSS Statistics 27 was used for data analysis, including frequency analysis, descriptive statistics, independent t-tests, one-way ANOVA, correlation analysis, and hierarchical multiple regression analysis. The research findings are as follows. First, the average level of future planning among individuals with developmental disabilities in this study was 4.06, indicating a very low level considering the minimum value of 3 and the maximum value of 9. Second, sociodemographic factors of individuals with developmental disabilities, such as gender, type of disability, overall health status, disability severity, and employment status, showed significant differences in the level of future planning. Personal characteristics of individuals with developmental disabilities, such as activities of daily living, communication skills, cognitive abilities, decision-making autonomy, and self-determination, also showed significant differences in future planning. Third, parental factors, including parents' health status, parents' education level, parents' life satisfaction, and average monthly household income, were found to have significant differences in the level of future planning. Fourth, social participation factors, such as participation in educational programs, utilization of employment services, social participation experiences, and the number of friends engaged in regular interactions, showed significant differences in the level of future planning. Fifth, hierarchical regression analysis was conducted to determine the relative influence of sociodemographic factors, individual factors of individuals with developmental disabilities, parental factors, and social participation factors on the level of future planning for individuals with developmental disabilities. The analysis revealed that self-determination, overall parental life satisfaction, age, social participation experience, disability type, monthly household income, decision-making autonomy, parental health status, and participation in educational programs were significant factors influencing future planning. These factors were ranked in terms of their relative influence. Based on the research findings, the following suggestions are proposed to enhance the level of future planning for individuals with developmental disabilities. Firstly, although individuals with developmental disabilities and their families recognize the importance of future planning, the actual level of planning is low. To lower the barriers to future planning, it is necessary to develop programs that guide and support future planning through accessible institutions such as welfare agencies or special schools. Secondly, factors that positively influence the level of future planning for individuals with developmental disabilities include being the decision-maker themselves and having strong self-determination. To support individuals with developmental disabilities in becoming decision-makers, it is essential to create a social environment that provides education and support for communication abilities and opportunities for decision-making participation. Thirdly, parental health status and overall life satisfaction significantly influence the future planning of individuals with developmental disabilities. To reduce the burden of care on parents and assist individuals with developmental disabilities in becoming the agents of their own lives, support for parents should be provided, encompassing both economic and psychological aspects. Lastly, to facilitate stable future planning, a stable foundation of social support is crucial. Ensuring that various forms of support and services are consistently available in the future will give significance to the process of future planning. To support future planning for individuals with developmental disabilities, the government should guarantee services and support at a realistic level that enables independent living, and these provisions should be stable and sustainable.
