The domestic Occupational Safety and Health Act is being enforced with the purpose of establishing standards for industrial safety and health, and thereby preventing industrial accidents. In order to establish these standards, the Act provides guidelines such as the Enforcement Decree and Enforcement Rules, as well as regulations on industrial safety and health standards and the KOSHA -GUIDE. These documents present specific implementation requirements and procedures for various situations, serving as a minimum set of standards to be followed on site and providing the basis for compliance. However, if there are areas covered by relevant laws where specific operational guidelines and standards have not been established, the direction of implementation and setting of implementation goals may become ambiguous in the field. We are currently implementing activities to minimize accidents and reduce human and material losses by utilizing supervisors, guides, signalers, coordinators, confined space attendants, and fire monitors (hereinafter referred to as "safety assistants") in high-risk and hazardous work environments. However, the minimum requirements (qualifications, licenses, experience, or skills) for safety assistants, who play a crucial role in protecting workers' lives, have not been defined. As a result, there are evident problems and limitations in deploying individuals to construction sites without the necessary experience or background knowledge. Furthermore, it is necessary to institutionalize the allocation of labor costs for safety assistants as part of the industrial safety and health management expenses, which are calculated to prevent construction site accidents specific to each project (although the wages for signaling personnel are already regulated by the Construction Technology Promotion Act as part of safety management expenses). This systemization is required to address the structural issues and limitations present in the construction industry. Law is the minimum code of conduct that a community must abide by. Governments continuously strive to enact and amend laws that are suitable for the current industrial ecosystem, despite their efforts, there has been no significant reduction in dramatic major disasters. There are limitations to applying production, quality, and safety as the primary common values in the field without the law providing standards and methods. It is not easy to expect operational feasibility without the provision of standards and methods in the law. As a result, a high level of voluntary compliance with on-site safety and health management systems is necessary. This study aims to identify the current status of the placement and operation of safety assistants, as well as to identify institutional gaps. Additionally, it aims to address these gaps and ensure the effectiveness of institutional operations by establishing minimum qualifications, licenses, experiences, or skills for safety assistants based on government policies and relevant regulations. Furthermore, it proposes incorporating labor costs (wages) into the construction cost to reflect the professional competence and ensure safety assurance of safety assistants, along with education and fundamental problem-solving efforts.
